RESOLUTION NO. 943
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT TO OPERATE A GYMNASTICS HEALTH
CLUB AT 30 SOUTH FIRST AVENUE.
WHEREAS, on June 7,1976, Richard Nicholas filed an appli-
cation for a gymnastics health club, Planning Department Case No.
C.U.P. 76-12, on the property commonly known as 30 South First
Avenue, more particularly described as follows:
Lots 1, 2, 3 and 4 of Block 72 in the City of
Arcadia, County of Los Angeles, State of
Cali'fornia, as recorded in Map Book 15, pages 89
and 90, in the office of the Recorder of said
County.
WHEREAS, a public hearing was held on June 22, 1976 at
which time all interested persons were given full opportunity to be
heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the
Planning Department in the attached report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.

3. The site for the proposed use is adequate in size
and shape to accommodate said use including all yards, parking,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated
by the proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing reasons, subject to

approval of the City Council, this Commission grants a conditional
use permit for a gymnastics health club upon the following condi-
tions:
1. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. C.U.P. 76-12 and applicable regulations of the Arcadia Municipal
Code.
2. That a modification be granted to allow 33 parking
spaces in lieu of 85 required.
3. That 3 percent of the interior parking area be
permanently landscaped and irrigated.
4. That a 5-foot landscaped area and 3-foot high wall
be provided between the parking areas and the streets (Alta Street
. and First Avenue) .

5. That the shed located east of the building be removed.

6. That landscaping and irrigation plans be submitted
to the Planning Department for its review and approval.
7. That parking be provided as pe~ ~ection 9262.3.8 and
that a parking plan be submitted to the Planning Department for
review and approval.

8. That wheel stops be provided as per Section 9262.3.9
with a minimum overhang distance of 3 feet to the alley.
9. That a modification be granted to allow parking
adjacent to the easterly property line without the required 5-foot
landscaped buffer and 6-fbot high block wall.
10. All signing shall comply wi tp. 'Code.
11. Rem9ve excess weeds and v~getation from sidewalk and

parkway area of Alta Street and continue to maintain in weed-free
condition.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of' Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia held on the 13th day of July, 1976, by ~he follow-

APPLI CATION
This application was filed on June 7, 1976 by Richard Nicholas
and requests a conditional use permit to operate a gymnastics
health club at 30 South First Avenue.
LAND USE AND ZONING

The subject site, which was originally a market and more recently
a fabric store, is zoned C-l D & H and developed with a vacant
buildxng. Properties to the north are zoned C-l D,& Hand
developed with a service station and bank; property to the east
is zoned PR-3 & H and developed with a parking lot; property to
the south across .Alta Street is zoned C-l D & H and developed
with a savings and loan institution and properties to the west
are zoned C-l D & H and developed with r~tail useS. (See the
attached Land Use and Zoning Map.)
PROPOSAL AND ANALYSIS
The subject site contains 29,600 square feet. The building con-
tains approximately 16,910 square feet. The applicant is
proposing to operate a gymnastics health club which will include
the retail sales of gymnastic equipment.
The first floor of the building contains approximately 12,994
square feet and will include a gymnastic arid exercise area,
dressing rooms, storage and trash areas and smaller exe.rcise
rooms.
The mezzanine has approximately 3,9l6 square feet and contains
the restrooms, mechanical rooms and staff 'room.
.. Hours of operation will be from 8:00 a.m. to 9:00 p.m. The
applicant has indicated that based on present experience (he

now operates a facility in Monrovia), there is never more than
25 persons using the facility at one time.
Eighty-five parking spaces are required for the proposed use;
23 parking spaces exist. Entrance to the parking lot is from
Alta Street and First Avenue. Parking is located north of the
building.
Wheel stops are required where parking spaces abut walls and
property lines. There are wheel stops where the parking area is
adjacent to the building but no wheel stops are located where
the parking abuts the alley. The Planning Department believes
that wheel stops should be provided adjacent to the alley to
allow for exiting onto the alley from one driveway instead of
from each of the parking spaces.
There is no landscaping on the property. The applicant is
requesting a modification to allow portable planters in the
parking area in lieu of permanent planting and irrigation.
Staff believes that this property should be brought into oonfor-
mance with existing codes as much as possible. If portable
planters are put in and this use were to be discontinued, then
the planters could be removed. The Planning Department would
recommend that permanent landscaping and irrigation be installed
in the parking area to meet the 3 percent minimum.
The applicant is proposing a 5-foot landscape buffer and a
3-foot high wall adjacent to First Avenue to screen the parking
area from the adjacent street. However, there is a 4-foot 6-inth_
by 6-foot utility vault 7 feet from the building and I-foot
11 inches from the property line. This vault would preclude
landscaping in this area. The applicant can put a 5-foot
landscape area north of the driveway and a 5-foot wide by lO-foot
long landscape buffer to the south of the driveway which would
result in the reduction of one parking space. Another parking
space could be located in the parking area adjacent to the
building. An additional 5 parallel parking spaces could also
be located to the rear of the building which would bring the
total number of parking spaces to 28.
The parkway and sidewalk area on Alta are overgrown with weeds.
This area should be cleared and maintained in good condition.
The existing shed to the east of the building is proposed to
be removed. The trash area is proposed to be located inside
the building.
The Planning Department believes that a gymnastics health club
is an appropriate use of the property and is a less intensive
use of the site than many uses permitted in a C-l zone such as
a market. However, it does feel that the property should be
brought into conformance as much as possible with existing
zoning requirements.

Pursuant to the provlslon of the California Environmental
Quality Act, the Planning Department re,viewed the proposed
conditional use permit and determined that the 9roposal would
not have a significant effect on the environment. A Negative
Declara,tion has been prepared and f-i led for this proj ect.
The Planning Commission in its approvalo.r denial of the
proposed conditional use permit must make the determination
that the propos'ed proj ect would or would not have a substan-
tial adverse impact on the environment.
RECOMMENDATION
The Planning Department recommends approval of C.U.P. 76-12
subject to the following conditions:
l. Conditions as outlined in the attached report from the
Department of Public Works shall be complied with to the
satisfaction of the Director of Public Works.
2. That a modification be granted to allow 28 parking spaces
in lieu of 85 required.
3. That 3 percent of the interior parking area be permanently'
landscaped and irrigated.
4. That a 5-foot landscape area and 3-foot high wall be
provided between the parking areas (to the east and north
of the building) and the streets.
5. That the shed located east of the building be removed.
6. That landscaping and irrigation plans be submitted to the
Planning Department for its review and approval.
7. That parking be provided as per Section 9262.3.8 and th~t
a parking plan be submitted to the Planning Department for
review and approval.
8. That wheel stops be provided as per Section 9262.3.9.
9. That a modification be granted to allow parking adjacent
to the easterly property line without the required 5-foot
planting strip and 6-foot high block wall.
10. All signing shall comply with Code.
