RESOLUTION NO. 937
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR A SAVINGS AND LOAN INSTITU-
TION WITH A DRIVE-UP WINDOW AT 654-668
WEST HUNTINGTON DRIVE AND 812-816 SOUTH
BALDWIN AVENUE.
WHEREAS, on March 30, 1976, Home Federal Savings and Loan
Association of San Diego filed an application for a savings and
~oan institution with a drive-up window, Planning Department Case
No. C.U.P. 76-7" on the property commonly known as 654-668 West
Huntington Drive and 812-816 South Baldwin Avenue, more particularly
described as follows:

Lots 1-6 of Tract 6985 in the City of Arcadia,
County of Los Angeles, State of California, as
per map recorded in Book 106, page 53, of Maps
in the office of the Recorder of said County,
subject to an easement for street and highway
purposes over the westerly 15 feet of Lots 1,
5 and 6.
WHEREAS, a public hearing was held on said matter on
April 27, 1976 at which time all interested persons were given
full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the
Planning Department in the attached report is true and correot.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
. after provided will not be detrimental to the public health or

welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposetl use is adequate in size
and shape to accommodate said use including all yards, parking,
loading, landscaping and other features 'required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind 6f traffic generated
by the proposed use.
S. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing rea~ons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a savings and loan institution with a drive-up
window upon the following conditions:
1. The property shall be improved and maintained in
substantial compliance with the plans on file in the subject Case
No. C.U.P. 76-7 and all applicable regulations of the Arcadia
Municipal Code.
2. Conditions of Lot Split L-76-9 shall be,complied
with.
3. A modifioation shall be granted to allow a minimum

6-foot landscaped berm between the parking area and the street in
lieu of a 3-foot high masonry wall.
4. A modification shall be granted for 65 parking spaces
in lieu of 73 parking spaces required.
5. A revised parking plan shall be submitted to the
Planning Department for its review and approval.
6. A landscape and irrigation plan shall be submitted
to the Planning Department for its review and approval.
7. A covenant shall be recorded in the' office of the
County Recorder in a form approved by the City ~ttorney that the
owner of 654 West Huntington Drive will continue to maintain such
parking space as long as the savings and loan institution is main-
tained.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia held on the 11th day of May, 1976, by the
following vote:

This application was filed on March 30, 1976 by Home Federal
Savings and Loan Association' of San Diego and reques'ts to
construct a savings and loan office with a drive-up window
at the southeast corne,r of Huntington Drive and Baldwin Avenue.
LAND USE AND ZONING
The subject site is composed of six lots, zoned C- 2 and developed
with a commercial building, a Colonel Sanders take-out and two
vacant lots. Properties to the east are zoned C-Q-& ~ and
deveJoped wi th mul tip le- family dwellings. Properties 'to the
south are zoned C- 2 and developed wi th Marie Callender's res'-
taurant and mixed commercial uses. Properties to the west
across Baldwin Avenue are zoned C-2 and developed with a service
station and savings and loan building. -Properties to the north
across Huntington Drive are developed with Santa AnitaPashion
Park and zoned C-2 D & H. (See the attached Land Use and Zoning
Map. )
PROPOSAL AND ANALYSIS
The applicant is proposing to construct a savtngs and loan
institution with a drive-up window.
The subject site consists of six lots which contain a total area
of 45,452.75 square feet. Three of the lots (668 Huntington
and 8l2-8l6 Baldwin) are owned by Home Federal Savings and Loan
and the remaining three lots (654-662 Huntington Drive) are ~nder
two separate 'ownerships. The applicant has a 60-year lease
on these lots. '
The building will be constructed on the lots at 656-668 Hunting-
ton Drive. A covenant should be filed with the City Attorney's

. office to ensure that the savings and loan facility will have
continued use of the property at 654 West Huntington Drive for
ingress and egress to the site and for parking purposes.
The building will be two stories, 35 feet in height. The
exterior will be used brick with concrete roofing tile.
There will be 9,518 square feet of modified gross floor area,
8,168 square feet will be for banking purposes (including
bank office space), and 1,350 square feet will be leased office
space.
There is a special setback of 50 feet from the center line of
Huntington Drive (15 feet from property line). The building
will be located 28 feet from this property line and 24~ feet at
its closest point to ~he Baldwin Avenue, property line. (The
eave would be approximately 13~ feet from Hl!ntington Drive
property line and 8' feet from Baldwin Avenue property line.)
The drive-up window will be located at the southeast corner of
the building. Entrance to the drive-up lane will be from the
westerly portiop of the lot. The lane will allow a maximum of
seven cars in line.

Seventy-three parking spaces are required for the proposed
use. The applicant has requested a modification for 70 parking
spaces. It Should be noted that any requested street dedica-
tion on Baldwin Avenue would reduce,the'number of on-site
parking spaces.

The Planning Department does not believe that a savings and
loan institution generates as much traffic as . bank and,
.therefore, feels _a reduction of eight parking spaces would not
create a problem.
Marie Callender's restaurant presently uses Colonel Sanders'
driveway for egress from the restaurant--parking lot. The
development of this savings and loan association will eliminate
this acce.s.s to Baldwin Avenue
Ingress and egress to the property will be from two driveways
off of Baldwin Avenue and on6 drivewayftom Ilunting.ton Drive,

Landscaping well exceeds the-niinimum Code requirements. The
applicant has requested a modification to allow landscape berms
between the parking area and thi street in lieu of a three-foqt
high wall.
There will be approximately .a 4~-foot grade difference between
this proPerty and property to the east and south. The applicant

is proposing to, provide a wall and fence along ,the easterly
and wes terly prope.rty line.
The trash enclosure will be located near the southeast corner
of the property.
Pursuant to the provision of the California Environmental
Quality Act, the Planning Department reviewed the proposed
application and determined that fhe proppsal would not have a
significant effect on the environment. ,A Negative D,eclaration
has been prepared and filed for this project.
The Planning Commission in its approval or denial of the proposed
conditional use permit must make the d.etermination that the
proposed project wo.uld or would not have a substantial adverse
impact on the environment.
RECOMMENDATION
The Planning Depart/llent recommends approval of C.U. P. 76 - 7 subj ec t
to the following conditions:
1. Conditions as outlined in the attached report from the
Department of Public Works shall be comp I ied. wi th to
. the satisfaction of the Dir~ctor of Publi<; Works.
2. That a modification be granted to allo,w a minimum eight-
foot landscape. berm between the 'parking area aru:l_ the
street in lieu of a three-foot high masonry wall. ",
3. That a modif1cation. be granted for 65 parking spaces in
lieu of 73 required.
4. That a-landscape and irrigation plan be submitted to the
-Planning Department for its review and approval.
