RESOLUTION NO. 935 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A ZONE CHANGE FROM C-2 TO PR-O 15,000 AT 1115 NORTH SANTA ANITA AVENUE. WHEREAS, the Planning Commission on its own motion held a public hearing on April 13, 1976 for the purpose of considering changing the zone from C-2 to R-015,OOO & P (Parking Overlay) on the northerly 65.115 feet of, 7 West Footh~ll Boulevard (1115 North Santa Anita Avenue), more particularly'described as follows: The northerly 65.115 feet of Lot 1 of Parcel Map No. 1237 as per map recorded in Parcel Map Book No. 20, page 90, of Mapso.ifl the office of the Recorder of Los Angeles County. WHEREAS, all interested persons were given full oppor- tunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. The subject site is zoned C-2 and developed with a parking lot. Property to the south (on the same site) is zoned C-2 and developed with the Atlantic Richfield service station and a vacant parcel. Properties to the north and west are zoned R-O 30,000 and developed with single-family dwellings and a church, respectively. Property to the east is vacant and zoned C-2. SECTION 2. The Planning commission recommends to the City Council that the zoning on the above described property be changed from C-2 to PR-O 15,000. SECTION 3. That the .Planning Commission finds that the -1- 935 . , . . o . . proposed change would be consistent with the General Plan and that the public convenience, necessity and general welfare justify the above zone change. SECTION 4. The Secretary shall certify to the adoption, of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia.. LAND USE AND ZONING The subject site fronts on Santa Anita Avenue, is zoned C-2 and developed with a parking lot. Property to the south (on the same site) is zoned C-2 and developed with the Atlantic Rich- field service station and a vacant lot. Prop~rties to the north and west are zoned R-O 30,000 and developed with single-family dwellings and a church. Prope~ty to the south is zoned C-2 and developed with a service station and a vacant lot. Property to the east is vacant and zoned C-2. (See the attached land use and zoning map.) HISTORY The subject site is proposed Lot 2 of Lot Split L-76-4 which was approved by the Planning Commission on February 10, 1976. This lot is presently used for church parking by the Emmanuel Assembly of God Church which is located at 23 West Foothill Bouleva-rd. ' PROPOSAL AND ANALYSIS The Planning Commission has requested that the northerly 65.ll5 feet of 7 West Foothill Boulevard be rezoned from C-2 to R-O 30,000 & P (Parking Overlay). . - 2-76-1 2 . The subject site ha.s 65.115 feet of frontage on Santa Anita Avenue and 245 feet of depth with a total lot area of approxi- mately 15,953 square feet. An R-O 3~,000 zoning requires a minimum lot width and depth of lOO feet and a minimum area of 30,000 square feet. The Parking Overlay (P) would allow for the continued use of the subject site as a parking area for the church. The zoning of R-O 30,000 would be consistent with the zoning of the properties to the north and would allow for uniform development of the area. However, the R-O 30,000 zoning would create a substandard parcel in terms of lot width (65.115 feet) and lot area (l5,953 square feet). . The Planning Department recommends that the zoning be changed to R-O l5,000 & P. The R-O 15,000 zoning would be compatible with the existing lot area of 15,593 square fee%. This zoning would have the same code requirements as the R-O 30,000 zoning except for minimum lot area and would avoid establishing a nonconforming parcel in terms of lot area. The lot width would still be nonconforming. The Parking Overlay would permit the parking for the church. RECOMMENDATION The Planning Department recommends a zone change of PR-O 15,000 for the northerly 65.l15 feet for 7 West Foothill Boulevard. ~EPAR~MENT DONNA L.
