RESOLUTION NO. .933
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARC~DIA GRANTING A
CONDITIONAL USE PERMIT FOR A DRIVE-THRU
BUSINESS AT 1003 SOUTH BALDWIN AVENUE.
WHEREAS, on December 29, 1975, Fotomat Corporation filed
an application for a Fotomat drive-thru business, Planning
Department Case No. C.U.P. 76-1, on the property commonly known

as 1003 South Baldwin Avenue, more particularly described as
follows:
Lot 1 of Tract 5220 in the City of Arcadia, County
of Los' Angeles, State of California, as recorded in
Book 55, page 2 of Maps described as rollows:
Lot commencing at the northeast corner of Lot 1,

thgnce south 3 43' west 121;05 feet, thgnce south
86 19' west 163.70 feet, Shence north 3 50' west
120 feet, thence north 86 10' east 179.61 feet to
beginning part of Lot 1.
EXCEPT the west 75 feet and east 20 feet thereof.
WHEREAS, public hearings were held on said matter on
January 27, 1976 and March 9, 1976, at which time all interested
persons were given full opportunity to be heard and. to present
evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. This Commissions finds that:
1. The granting of a condi tional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.

2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use including all yards, parking,
loading, landscaping and other features required to adjust said use
with the land 'and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a Fotomat drive-thru business upon the following
conditions:
1. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. C.U.P. 76-1.
2. That the hours of operation be limited from 10 a.m.
to 8 p.m.
3. That the landscape and irrigation plans for the
proposed planting areas shall be submitted to the Planning
Department for its review and approval.
. 4. That lighting must be directed away from the

residential property and that such lighting plan be submitted to
and approved by the Planning Department.
5. That the property shall be improved and maintained
in accordance with the plans which ,have been submitted and that
the exterior material and colors of the building be submitted to
the Planning Department for its review.
6. That the proposed application shall comply with
all applicable regulations of the Arcadia Municipal Code.
7. That all signs shall comply with Code.
8. That either raised pavement markers or painted
striping be provided as an aid in guiding the motorist in making
the correct turning movement and that such marking be approved
by the Planning Department.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia held on the 23rd day of March, 1976, by the
following vote:

This item has b.een continued from the January 27, 1976 meeting.
APPLICATION
The revised application was filed on Feb.ruary 23, 1976 b.y the
Fotomat Corporation and proposes to b.uild and operate a Fotomat
drive-thru business at 1003 South Baldwin Avenue.
LAND USE AND ZONING
The subj ect site is zoned C- 2 & Hand PR- 3 and developed with
the 7-Eleven store. Properties to the north are zoned C-2 & H
and PR- 3 and developed wi-tha service station and multiple-
family dwelling units, respectively, Properties to the east are
zoned C-2 & H and developed with mixed commercial uses. Proper-
ties to the south are zoned C-2 & Hand PR-3 and developed with
mixed commercial uses; properties to the west are zoned PR-3
and R-3 and developed with apartmen,ts. (See attached Land Use
and Zoning Map.)
PROPOSAL AND ANALYSIS
The proposed Fotomat building will be located on the property at
the southwest corner of Fairview and Baldwin Avenues. The
subject site contains approximately 18,259 square feet and is
developed with the 7-Eleven store Which has a floor area of
2,400 square feet. The Fotomat unit would b.e 7 feet b.y 17 feet
with the building occupying 36 square feet.
The Fotomat unit will be approximately s2~ feet from the
northerly property line (Fiirview Avenue) and 46~ feet from the
westerly property line.
The exterior of the building would b.e slump stone veneer and the
roof would be simulated tile (no color specified).
Planters would b.e located to the front and rear of the building
(15 square feet total area) and a 4 foot by 66 foot planter
(264 square feet total area) is proposed along the southerly
prope.rty line. Landscaping would meet the 3 percent requirement.

Twelve parking spaces are required for the 7-Eleven store and
one space for the Fotomat building., Fifteen spaces exist on the
site including one loading space.
Circulation is as shown on the plan. The Planning Department
does not anticipate any traffic circulation problems with the
proposed location of the building.
The hours of operation are from 10 a.m. to 8 p.m.
Many of the Fotomats have lights which are mounted on and
illuminate the roof. Although the plans do not show such lights,
the Planning Commission may w,ish to specifically not allow them
due to the fact that residentail property is immediately
west of this site.
An agreement has been signed by the Southland Corporation to
allow Fotomat to use the 7-Eleven restroom facilities.
Pursuant to the provision of the California Environmental
Quality Act, the Planning Department reviewed the proposed
conditional use permit and determined that,the proposal would
not have a significant effect on the environment. A Negative
Declaration has been prepared and filed for this proj~ct.

The Planning Commission in its approval or denial of the
proposed conditional use permit must make the determination
that the proposed project would or would not have a substantial
adverse impact on the environment.
RECOMMENDATION
The Planning Department recommends approval of I:.U.P. 76-1
subject to the following conditions:
1. That the hours of operation be limited from 10 a.m. to 8 p.m.
2. That the landscape and irrigation plans for the. proposed
planting areas shall be submitted to the Planning Depart-
ment for its review and approval.

Passenger vehicle turning radius has been revie~ed for accessibility to the
proposed location of the Fotomat. It is suggested that the location be
shifted 2 feet 6 inches to the eaat because as shown by the p1an,a 30 foot
radius places the vehicle up against the edge of the planter.
It is also suggested that either
be required as an aid in guiding
movement.
