RESOLUTION NO. 924 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A PRE-ZONING DESIGNATION OF R-3 FOR ANNEXA- TION NO. 45 WHEREAS, a public hearing was held on December 30, 1975 for the purpose of considering a pre-zoning designation ofR-3 for Annexation No. 45, more particularly described as follows: Parcel "A" and Parcel "B" of Tract 29166 as per Map Book 724, pages 63 through 67 filed in the office of the Los Angeles County Recorder. WHEREAS, all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ~ ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Plan- ning Department in the attached staff report is true and correct. SECTION 2. The Planning cOIllll\ission recoIllll\ends to the City Council that the zoning on the above described property be designated R-3. SECTION 3. That the Planning COIllll\ission finds that the proposed change would provide uniform zoning within the area and that the public convenience, necessity and general welfare justify the above zone change. SECTION 4. The Secretary shall certify to the adoption of this resolution. ~ -1- 924 . . . . . December 30, 1975 TO: FROM: PLANNING COMMISSION PLANNING DEPARTMENT SUBJECT: PRE-ZONING DESIGNATION OF R-3 FOR ANNEXATION NO. 45 9182 HUNTINGTON DRIVE The Planning Department has initiated pre-zoning proceedings for the classification of this property as R-3. State law permits cities to pre-zone unincorporated territory under Section 65859 of the Government Code. Such zoning shall become effective concurrently with annexation. LAND USE AND ZONING . The property extends 156.89 feet along Huntington Drive west of the City limit and has an average depth of 274.81 feet. The subject property is zoned R-3 (Los Angeles County) and is developed with a 34-unit condominium apartment structure. The adjoining City area to the east and the unincorporated area to the west and south are zoned R-3 (Arcadia and Los Angeles County, respectively) and are developed with multi-family and single- family dwellings. (See attached map). PROPOSAL AND ANALYSIS On August 26, 1915, the Planning Department received a petition for annexation from the residents at 9182 Huntington Drive, San Gabriel. This parcel lies in Los Angeles County territory immediately adjacent to the western City limit of Arcadia and is within the sphere of influence of the City as adopted by the Local Agency Formation Commissi.on of the County of Los Angeles on April 11, 1973. The annexation of this property is p,resentlyunder consideration, as requested by the residents. An amendment to the General Plan of the City of Arcadia, which includes the subject property, is also being considered. The pre-zoning classification is condi- tional upon the aqoption of this General Plan amendment by the City. 4t . . .~ . . Pre-zoning for Annexation 45 2 It is proposed that this property be pre-zoned R-3. The subject area contains approximately 1.01 acres. The condominium apartment building with which it is developed was constructed in 1965, The 34 dwelling units have a current population of 43 persons. A General Plan designation of Multiple Family (7+ du/ac):was previously approved by the Planning Commission for this area. The structure itself has a profile comparable to the neighboring two - story apartment buildings on ei ther side of the subject area along Huntington Drive. Pursuant to the provision of the California Environmental Quality Act, the Planning Department has reviewed this pre- zoning designation and determined that the proposal will not have a significant effect on the environment. A Negative Declara- tion has been prepared and filed for this item. RECOMMENDATION The Planning Department recommends approval of pre-,zoning this property as R-3.
