RESOLUTION NO. 922 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING GENERAL PLAN DESIGNATIONS OF COMMERCIAL AND MULTIPLE FAMILY (7+ DUlAC) FOR A COUNTY AREA SOUTH OF HUNTINGTON DRIVE, NORTH OF DUARTE ROAD, EAST OF ROSEMEAD BOULEVARD AND WEST OF THE ARCADIA CITY LIMITS. WHEREAS, a public hearing was held before the Planning Commission on December 9, 1975 to consider amending the Land Use Element of the General Plan to include the area of Los Angeles Coun,ty now a part of Ci ty of Arcadia Annexation No. 45. WHEREAS, all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ~ ARCADIA RECOMMENDS TO THE CITY COUNCIL: SECTION 1. That the General Plan be amended to include a designation of MliltipleFamily Residential (7+ du/ac) for Area "B" and Commercial for the Areas "A" and "c" as shown on the attached exhibit. SECTION 2. The Planning Commission finds that the public necessity, convenience, general Welfare and good planning practice justify the above recommendation. SECTION 3. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. December 9, 1975 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: G.P. 75-7 GENERAL PLAN DESIGNATION FOR ANNEXATION NO. 45 APPLICATION This application was filed on behalf of the City of Arcadia and proposes to create General P,lan des.ignations of Multiple Family (7+ du/ac) and Commercial for a 96.16 acre County area south of Huntington Drive, north of Duarte Road, east of Rosemead Boule- vard and west of the Arcadia City limits. . PRESENT LAND USE AND ZONING The subject area consists of three subareas -- A, Band C. Area A (approximately 4.43 acres) is comprised of 15 lots in an inverted "L" shape at the sO.utheast co.rner of Huntington Drive and Rosemead Boulevard. The area is now developed with commercial establishments, including a service station and sporting goods, liquor, fabric and antiqu~ stores, a laundry, dry cleaner, beauty parlor, travel agenfY, and three eating establishments. The area is zoned C-2 and C-3 (Los Angeles County zoning). Area B, the largest of the subareas (approximately 91.06 acres), conta1ning 338 lots, is developed with mixed residential struc- tures (single family, duplexes and apartments) and is zoned R-l, R-2 a~d R-3 (Los Angeles County zoning). There ate 841 units, 479 of which are apartments, two duplexes and 358 single family units, The present dens,ity of Area B is 9.3 du/gross ac (10.57 du/net ac). Also wi thin Area B is an Southern Califo.rnia Edison substation and a preschool. Two vacant parcels are located on the northeast corner of Fairview Avenue and Rosemead Boulevard. Area B includes all of the 10.07 acres of right-of- way contained in the subject site. . Area C (approximately .67 acres), located at the northeast corner of Rosemead Boulevard and . Duarte Road, contains two lots ., ...."" . . . . . G.P. 75-7 2 and is developed with a service station and car wash. It is zoned C-3 (Los Angeles County zoning). PROPOSAL AND ANALYSIS The aforementio~ed ateas are within the City of Arcadia's sphere of influence adopted by the Local Agency Formation C.ommission on April 11, 1973. The commercial establishments in Area A are an extension of a larger commercial development to the west. The mixed residen- tial development of Area B is similar to that of the adjacent Arcadia territory which is now designated by the Arcadia General Plan as Multiple Family (7+ du/ac). Area C contains an attractively landscaped service station and car wash. Staff feels an extension of the existing Multiple Family desig- nation from the western City limits to Rosemead Boulevard for all of Area B and a General Plan designation of Commercial for Areas A and C would be an appropriate extension of the Arcadia General Plan. . The Planning Department has prepared an initial study for this proposed General Plan designation and has determined that there would be no significant effect on the environment and a Negative Declaration has been filed. The City Council in its approval or denial of the proposed designation must make the finding that the proposed designation would or would not have a significant effect on the environment. RECOMMENDATION Staff recommends a General Plan designation of Commercial for Areas A and C and a General Plan designation of Multiple Family (7+ du/ac) for Area B.
