RESOLUTION NO. 921
A RESOLUTION OF THE PLANNIN9 COMMISSION
OF THE CITY OF ARCADIA GRANTING A CONDI-
TIONAL USE PERMIT FOR AN EATI.NG ESTABLISH-
MENT AT 400 EAST HUNTINGTON DRIVE.
WHEREAS, on October 27, 1975, Andreas Loukrezis filed an
application for an eating establishment, Pianning Department Case
No. C.U.P. 75-26, on property commonly known as 400 East Huntington
Drive, more particularly described as follows:'

Lots 4, 5. 6 and 7 of Tract 8504 in the City of
Arcadia, County of Los Angeles, -State of
California as per map recorded in Book 107,
page 56, of Maps, in the, office of the Recorder
of said County.
WHEREAS, a public hearing was held on said matter on
. November' 25, 1975, at which time all interested persons were given
full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is

properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size

. and shape to accommodate sa~d use including all yards, parking,
loading, landscaping and. other features required to adjust said use
with the land and uses in the neighborhood.

4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for an eating establishment upon the following conditions:
1. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. C.D.P. 7~-20.
2. The outdoor eating area shall be restricted to the
patio in front of the enclosed dining area, and car hop and drive-up
service shall not be allowed.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shatl cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the

400 EAST HUNTINGTON DRIVE.
APPLICATION
This application was filed on Qctober 27, 1975, by Andreas
Loukrezisand proposes to expand aa existing eating establish-
ment at 400 East Huntington Drive. .
LAND USE AND ZONING
The subject si.te is zoned C- 2 & D and developed with an eating
establishment (C.U.P. 71-19 approved November 2, 1971). Propetty
to the north across Huntington Drive is zoned C-2 & D and devel-
oped with a new and used car sales. Properties to the eas.t are
zoned C-2 & D and developed with two motels and single family
dwellings. Properties to the south and west across Fourth Avenue
are zoned C-2 & D and developed with a motel, commercial building
and single family dwellings. The Ci ty Yard is located to the
south at the terminus of Fourth Avenue.
PROPOSAL AND ANALYSIS

is proposing to expand the eating area by adding three tables
to the patio in front of the enclosed dining area. This patio
contains approximately 385 square feet.
The total area for the eating establishment including the pro-
posed outdoor area would be 1,438 square feet. Twenty-nine
parking spaces are required by Code; 21 parking spaces exist.
Staff does not believe that the addition of three tables would
create a parking problem or deficiency. The subj ect site meets
all Code requirements except parking.

RECOMMENDATION
The Planning Department recommends approval of C.U.P, 75.20 with
the condition that the outdoor eating area be rest~icted to the
patio in front of the enclosed dining area and exclude car hop
and drive-up service.
