RESOLUTION NO. 920
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RELATIVE TO THE PRACTICE
OF THE LOS ANGELES COUNTY REGIONAL PLANNI'NG
COMMISSION OF APPROVING FLAG LOTS AND LOTS
OF LESS THAN MINIMUM AREA WITHIN THE CITY OF
ARCADIA'S SPHERE OF INFLUENCE.
WHEREAS, within the past several years, the Los Angeles
County Regional Planning Commission has approved lot splits creating
"f,lag" lots with minimum access driveways, less than the County
minimum of 5,000 square feet area due to the County~s practice of
giving credit for a portion of the street right-of-way, and con-
taining areas substantially less than the 7,500 square foot require-
ment of the City of Arcadia; and
WHEREAS, said lot splits have been approved im areas
assigned by the Local Agency Formation Commission to the City of
Arcadia's sphere of influence, so that at some future date the City
of Arcadia will most likely assume control 0; areas containing
such lot splits; and
WHEREAS, the City of Arcadia does not approve lot splits
or subdivisions containing flag lots as such lots have many detri-
mental and undesirable effects, among which are included:
(A<) Long and narrow access drives, often 'inadequately
protected by deed restrictions and requiring the City to cope with
the problems. of maintenance, adequate access" and disputes between
property own,ers.
(B) Difficulties in providing emergency services, such as
fire, police and ambulance.

(C) A tendency for such areas to become blighted due to the
fact that maintenance requires the joint action of property owners.
(D) Problems of proper assessment of benefits relative to
the creation of improvement dis,tricts.
(E) Increased congestion caused by guests and visitors
being required to park at the curb; and
WHEREAS, the Planning Commission of the City ,of Arcadia is
unalterably opposed to the creation of any further flag lots within
the sphere of influence of the City of Arcadia, and by this resolution
desires to make recommendations to the Los Angeles County Planning
Commission relative to eliminating said problem;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA DOES RESOLVE AS FOLLOWS:
SECTION 1. The Planning Commission of the City of Arcadia
hereby recommends to the Los Angeles County Regional Planning Commis-
sion that the following steps should be taken with regard to flag
lot type lot splits and subdivisions:
(A-) That the Regional Planning Commission should immediately
place a moratorium on such flag lots until such time as the County
staff has completed a study of the flag lot development and viable
alternatives;
(B) That immediately following said study', the Regional
Planning Commission should adopt a policy precluding such develop-
ments in unincorporated County territory within the sphere of
influence of the City of Arcadia and other cities;
. (C) That the Regional Planning Commission should up-date
and review the policies used in determining minimum lot area with

a view towards increasing the County's required minimum lot size to
a minimum size more in keeping with adjacent cities, particularly
the city assigned as a sphere of influence.
SECTION 2. Copies of this resolution should be sent to the
Los Angeles County Regional Planning Commission, the Los Angeles
County Board of Supervisors and planning commission of all cities
adjacent to the City of Arcadia, the Los Angeles Di~isipn of the
League of California Cities, and the West San Gabriel Valley Planning
CounciL
SECTION 3. The Secretary. shall certify to the adoption
of this resoiution.

of Arcadia held on the 25th day of November, 1975, by the following

Subject: Proposed Tentative Parcel Map No. 6~30
Dear Mr. Murdoch:
Your notification of February 2, 1976 was received and referred to th~ San
Cabriel Planning Commission for recommendations. The Planning Commission
, considered this matter at their regular meeting on February 9th and unani-
mously approved protesting this lot split.
The City of San Gabriel has on numerous occasions gone on record opposing this
type of lot split in our sphere of influence. This type of subdivision
creates long, narrow access drives which result in problems of ~aintenance,
inadequate access and in disputes between property owners. The City also
has difficulty in providing emergency services, such as fire, police and
ambulance. This type of development also encourages the tendency of an
area to become blighted. ,There is also increased congestion caused by
guests and visitors who are required to park in the street. The Ci-::y of
San Gabriel does not approve this type of lot split and is unalterably
opposed to the creation of further flag lots. These objections have
been duly noted in Resolution No. 1045, adopted in September, 1975, and
forwarded to the Regional Planning Corrmission.
The Planning Commission is very distressed about this type of subdivision
still be'ing proposed in unincorporated territory in the City of San Gabriel's
sphere of influence. It is our understanding that this type of lot spiit
under current county policy requires a minimum of ten feet of access for
each parcel being developed. This subdivision dues not meet that criteria.
Furthermore, setback lines for the existing structures appear to be sub-
standard. The San Gabriel Planning Commission strongly recommends that
this subdivision be denied as not being the highest and bes:t use of 'the
land, and that this type of development be prohibited in this area.

and also wllat final action is taken by the Regional Planning Commission.

because ,qe follow ,dth a great deal of interest the proceedings of the
Regional Planning Commission regarding this very important planning
matter.

SUBJECT: Flag and Minimum Area Lots in County Subdivisions
Gentlemen:
The City of San Gabriel has adopted the enclosed Resolution No. 104-5
,relative to flag lots and lots of less than minimum area within sub-
divisions granted in a city's sphere of influence.
The City of San Gabriel in recent years' has received a great number
of proposed subdivisions within unincorporated county territory, which
includes lots of less than' the niinimum 5,000 square foot County
standard. These lots are justified by the County staff based on an
interpretation of allO\~ing a portion of the street right...of..way to'
be considered as a portion of the lot area. This is not an inter-
pretation that we would permit. These types of lots create, problems
when the area is annexed to the city. Furthe~ore, the County has
granted new subdivisions and parcel maps using flag lot configurations.
These are also contrary to policy within the City of San' Gabriel and
many other cities. We do not feel that it ,is in the best planning
practice for the County.
It is requested that your Planning Conunission consider this resolution,
review the subdivisions which have come to your attention and if pos-
sible, to support the City of San Gabriel in this overture to the
Regional Planning Commission. Copies of this resolution have been'
forwarded to the Regional Planning Commission and the ,Board. of Super-
visors for their consideration.

APPLICATION
This application was fUed on October 13, 1975 by' Gary S. Gayle
and proposes to operate a gym with a self defense studio at 107
North San.ta Ani taAvenue.
LAND USE AND ZONING
.
The subject site is zoned C-1 & D and developed with a vacant
building. Properties to the north are zoned C-l & D and de-
veloped with mixed commercial uses an<i a vacant lot. Properties
to the west are zoned C-l & D and developed with mixed commer-
cial uses and the Arcadia Dome; properties to the south across
Morlan Place are zoned C-l & D and developed with mixed comn,er-
cial and office uses; and properties to the west across Santa
Anita Avenue are zoned C-2 & H and developed with the Great
Scot Restaurant and the Towne Center building. (See the
attached Land Use and Zoning Map.)
PROPOSAL ,AND ANALYSIS
.
The proposed gym and self defense studio will be located in a
building 19 feet by 90 feet 6 inches with a total floor area
of 1,719.5 square feet. This use occupies one-third of the
building located on the subject property.
The applicant propo'ses gym classes of approximately six to 10
people. Hours of operation will be from 5:00 p.m. to 9:30 p.m.
weekdays and 10:00 a.m. to 5:00 p.m. Saturdays. Half the
bUiiding will be occupied wi th a work-o,ut room which will in-
clude body bags, weight.lifting equipment, punch bags, etc.
The other half will be used for the self defense studio. The
applicant will supervise the entire operation.
One restroom is provided.

The subject site shares parking with the property to the south
and has a total of fourteen parking spaces. All the existing
spaces measure 9 by 20 feet and are hairpinned striped.,
Nine parking spaces are required for the proposed gym and
approximately 48 parking spaces are required for all the uses
on the site. Ingress aIid egress to the lot is from Morlan
Place.
The Planning Department does not believe that the proposed
use af the gym would create a parking problem inasmuch as the
hours of operation are not during normal business hours.
There is no landscaping on the subject site, nor is there an
enclosed trash area.
.
Pursuant to the provisions of the California Envi,ronmental
Quality Act, the Planning Department reviewed the proposed con-
ditional use permit and determined that the proposal would not
have a significant effect on the environment. A Negative
Declaration has been prepared and filed for this project.
The Planning Commiss ion in its approval or denial of the pro-
posed conditional use permit must make the determination that
the proposed project would or would not have a substantial
adverse impact on the environment.
RECOMMENDATIONS
The Planning Department be!i,eves that the proposed gym is a
compatible use for the area, and, therefore, recommends
approval of C.U.P. 75-18 subject to the follo~ing conditions:
1. That all outside trash and garbage areas shall be paved
and enclosed on at least three vertical sides by a five
foot high solid impact resistant wall constructed of
easily cleanable material.
2. That a minimum of three percent of the interior of the
parking area shall be permanently landscaped and irri-
gated; said plan shall be submitted to the Planning
Department for review,and approval.
3. That the hours of operation shall be limited to 5:00 p.m.
to 9:30 p.m. Monday through Friday and 10:00 a.m. to
5:00 p.m. on Saturday.
