RESOLUTION NO., 918
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDING A
PRE-ZONING DESIGNATION OF R-l 7,500 FOR
ANNEXATION NO. 44.
WHEREAS, a public hearing was held on October 28, 1975 for
the purpose of considering a pre-zoning designation of R-l 7,500
for Annexation No. 44 (Mayflower Area), more particularly described
as follows,:
Beginning at the intersection of the boundary of the City
of Arcadia, as existing on May 15, 1975, and the northerly
prolongation of the east line of Lot 2 of Tract 13978
as per map recorde.din Book .344, pages 17 to 19 of
on file .in the offic,e of the Los Angeles County Recorder;
thence southerly along last mentioned line to the center
line of Standish Street as shown on map of said tract;
thence easterly along said line to the intersection of
the northerly prolongation of the east tract line of
Tract No. 13477, as per map recorded in Book 269, pages 10
and 11 of Maps, on file in the office of the Los Angeles
County Recorder; thence southerlya10ng the las,t mentioned
line to the southerly line of Camino Real Avenue as shown
on the map of last said tract; thence easterly 25 feet
along said southerly line; thence southerly parallel with
the easterly line of said Tract No. 13477 to the southerly
line of Lot 17, Tract No. 13647 as shown on map recorded
in Book 282" pages 3 and 4 of Maps in the office of said
Recorder: thence westerly 25 feet along said lot line to
the easterly line of said Tract No. 13477'; thence southerly
along last mentioned line to the northerly right-of-way
line of Jeffries Avenue, as shown on map of last mentioned
tract; thence northwesterly along said line to the inter-
section of the existing boundary of the City of Arcadia;
thence northerly along said boundary through its various
courses and distances to the point of beginning.
WHEREAS, all interested persons were given full oppor-
tunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CLTY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:

SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. The Planning Commission recommends to the City
Council that the zoning on the above described property be designated
R-l 7,500.
SECTION 3. That the Planning Commission finds that the
,
proposed change would provide uniform zoning within the area and
that the public convenience, necessity and general welfare justify
the above zone change.
SECTION 4. The Secretary shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission of the City of
Arcadia on the 25th day of November, 1975, by the fOllowing vote:

SUBJECT: REPORT ON MAYFLOWER AREA
ANNEXATION REQUEST
Dear Council Memb~rs:

On May 1, 1975, the PlannIng Department started receiving
requests from County property owners in the Mayflower Avenue
area requesting annexation to the Cay of Arcadia, To
this clate persons requesting th,is annexation tota'ls 71
(\~ith one individual owning two houses). Please note the
revised map.
Th~ area, adjacent to Annexation 142 (February 15, 1972),
cGnsists of 72 sIngle family dwelling units, one per lot,
zoned by the County R-I 7,500, (There is one exception to
this where there are two single dwelling units on one lot.)
InformatIon from the County Population Center gives this
area a census of 225. The total assessed value, including
exemptions, is $273,752,
The houses and lots III the area are in generally good repair,
with an average lot size of 12,700 square feet. 'There are
no sidewalks In the area. Curbs and gutters align the roads
except for tha~ portion of Mayflower Street between Camino
Real and Stand'ish,
The County tax districts for thiS area are Districts 6264
and 6266; for both dIstricts there will be appreciable
decreases in tax rates should annexation take place.
The City Departments affected by the proposed annexa'tion have
been contacted and have responded that no foreseeable prob'
lems would arIse due to annexation.
FInally, thiS annexatIon would rectIfy a situation where
three single family lots are divide.d between the County and
City; hamely 1250, 1304 and 1310 Mayflower. The front of
the lots are SItuation within the City limits, however, the
rear portion of the lots are within County jurisdiction.

REPORT ON MAYFLOWER AREA
ANNEXATION REQUEST

The annexation of the subjiect area appears feasible since
100% of the property owners have submitted request for huch.
If the City Council wishes to initiate annexation proceedings,
the Couhcil should direct staff to prepare an ann~xation
application fOT filing with' the Local Agency Formation Com-
mi&sion and initiate a General'Plan and pre zoning designation
for said area. Prior to filing WIth LAFCO, staff will re-
quest authorizatIon from the City Council.
