RESOLUTION NO, 917
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDING A
ZONE CHANGE FROM R-2 TO R-l FOR PROPERTY
LOCATED AT 360 WEST DUARTE ROAD (PORTION
OF HOLLY AVENUE SHCOOL) .
WHEREAS, a public hea,ring was held on October 28, 1975
for the purpose of considertng changing the zone from R-2 (Two-
Family Zone) to R-I (Second One-Family Zone) on,the property located
at 360 West Duarte Road, a portion of Holly 'Avenue School more
particularly described as follows:
That portion of Holly Avenue School prope~ty
presently zoned R-2, legally ,known as that portion
of Lot 1 in Tract No. 9.51 as shown on map recorded
in: Map Book 17, page 28 of Maps in the of~ice of
the Recorder of Los Angeles County, described as
fo:llows: '
Beginning at the northwest corner of Lot 1, Tract
95:1, thence southerly 592.07 feet in a straight
line along the easterly line of Holly Avenue as
shown on said Tract 951; thence easterly 416.85
feet in a straight line along the northerly line of
LeRoy Avenue; thence northerly ,in a straight line
670.00 feet to the southerly line of Duarte Road,
84 feet wide; thence southwesterly along said
southerly line of Duarte Road to its intersection
with the abovementioned easterly line of Holly
Avenue to the point of beginning.
WHEREAS, all interested persons were given full oppor-
tunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.

SEC.TION 2. The Planning Commissionrecornmends to the
City Council that the zoning on the above described property be
changed from R-2 to R-l.
SECTION 3. That the Planning Commission finds that the
proposed change would provide uniform zoning within the area and
that the public convenience, necessity and general welfare justify
the above zone change.
SECTION 4. The Secretary shall certify to the adoption
of this resolution.
I HEREBr CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the City
of Arcadia on the 25th day of November, 1975, by the following vote:

APPLI.CATION
The Planning Department has ini tia ted proceedings fo,r the
consideration of rezoning the p,roperty occupied by Holly
Avenue School located at 360 West Duarte Roau.
LAND VSE AND ZONING

The subject site is ~oneu R-2 and located on the east side of
Holly Avenue between Duarte Road and LeRoy Avenue and developed
with the Holly Avenue School, Properties to the east are
zoned R-1 and deve loped with a portion of Holly Avenue School
and residential uses. Properti~s to the south across LeRoy:
Avenue are zoned R-l and'developed with sing~e fa~ily
dweliings; properties to the west across Holly Avenue are
zoned R-3 and R-1 and developed with the Good Shepherd United
Methodist Church and residential dwellings respectively; ann
properties to the north across Duarte Road are zoned R-1 and
developed with single family dwellings, (see the attached
Land USe and Zoning Map.)
ANALYSIS
The subject site contains approximately 264,380t square feet
and has been zoned R-2 since hpproximate1y 1949 at which time
Zoning Ordinance 760 was adopted which allowed schools in an
R-2 zone. A major portion of the school is located in this
area.

The Genel'a1 Plan de~ignates this area as Public Facility and
Open Space,
The proposed zone change would not affect the existing school
uses.

Pursuant to the provIsIons of the California Enviionmental
Quali ty Act, the Planning Department reviewed the propo,sed
zone c~ange and determined that the proposal would not have a
significant affect un the environment, A Negative Declaration
has been prepared and filed ,for this project.
The City Council in its approval or denial of the proposed
zone change mllst make the determination that the proposal
would or would not have a substantial adverse impact on the
environment,
RECO~fMENDATION
Since there is no zone classification for Public Facilities
and Open Space, the Planning Department believes that Holly
Avenue School zoned R-2 should be changed to R-l which would
be consistent lvi th the zoning of adj"acent prope.rties. There-
fore, the Plannillg Department recommends that this property
be rezoned to R-l.
