A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR A VEHICLE
STORAGE YARD AT 11743 CLARK STREET.
WHEREAS, on June 11, 1975, HUbert Manning and H. G. Ferguson
filed, an application to operate a vehicle storage yard, Planning
Department Case No. C.U..P. 75-11, on the property commonly known as
1174'3 Clark Street" more particularly described as:
Lots 1134 and, IJ:45 inclusive and 892 to 903 inclusive in
the area known as the Chicago Park Tract; and
WHEREAS. a pubili~c hearing was held on said matter on
.
June 24, 1975 at'whtch time all interested persons were ,given full
opportunity' to be. heard"and to present. 'evidence;
NOW. THEREFORE; THE.PLANN1NG'COMMISSION"OFTHE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Planning
Department in the attached report is presumed to be true and correct.
SECTION 2. This Commission finds that:
1. The granting ofa conditional use permit as hereinafter
provided will not be detrimental to the public health or welfare or
injurious to the property or improvements in such zone or vicinity.
2. The use applied 'for 'at the, location indicated is properly
one for which a conditional' use permit is authorized.
3. The site for the proposed use is adequate in size and
. shape to accommodate said use, including all yards, parking, loading
landscaping and other 'features required'to"adjust said use with the land
and uses in the neighborhood.

4. The site abuts streets and highways adequate in width
and pavement type to carry the kind"of traffic'generated by the pro-
posed use.
5. The granting of such conditional use pe~it will not
adversely affect the General Plan.
6. The use applied for will not have a substantial adverse
impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a vehicle storage yard upon the following conditions:
1. The,'property shall be improved and maintained in accord-
ance with the plans which are on file in the' subject Case No. C.U.P.
75-11.
2. Conditions as listed below by'the Water Department shall
be complied'with to ,the satisfaction 'of "the Water Manager:
a. ,Payment 'of $4'.143 'pei".front 'foot' to reimburse Water
Department for installation' of" 8-inch water"main in Clark Street.
b. Water service to,be installed by Water Department
at developer's expense. Size of service'to conform to Uniform
Plumbing code.
3. All signs shall comply with code.
4. The construction'ofrestrooms 'shall 'take place in the
first: phase of.development.
5. All landscapd:ng<<and'irrigation plans shall be submitted
for the 'approva.lof ,t:hePlanmtng D.:i:-rector; whi:ch"shalh include land-

7. The trash enclosures and locations shall be subject to
the approval of the Planning Director.

features shall be submitted for the approval of the Arcadia Police
Department.
9. Fire protection shall be provided to the satisfaction
of the Fire,Chief.
10. That Section 3(h) of Resolution' 3324 be 'modified to
permit a chain link fence on the north, east and west sides of the
site in lieu of a block..wall, as..per submitted 'plot 'plan.
11. That Section 3 (g.) 'of Resolution 3324 be,'modified to
permit parking on gravel in 1ieu'of paved areas.
12. That one-half of the,'parking spaces shall be paved by
June 24, 1978 with the remaining'parking spaces to be paved by
June 24, 1981.
13. That a dump station'be provided for self contained
campers.
14. Grading and drainage shall be in accordance with plans
to be approved by the Director' of Public Works.

SECTION 4., The: Secretary shall certify to the adoption

APPLICATION
This application was filed on June 11, 1975 by Hubert Manning and
H. G. Ferguson for a recreational vehicle storage yard,.
PRESENT LAND USE AND ZONING
The subject sites are partially developed with the Arcadia Stables and
zoned 1-1-1 and D. Property to the'horth and east is zoned M-l and D
and is partia1iy excavated (gravel pit); property: to th!9 south is zoned
M-l and D and is developed. wi th:'an industrial building and the property
to the 'west is developed: 'with the,'Arcadia' Stables"and is. zoned M.,.l and D.
PROPOSAL
The subject site. consists: 'of,.twenty~fourexisting' lots which the appli-
Cants propose to consolidate into one lot of-l.98 acres (300' x 286.8').
The proposed new lot, would be used as'a recreational vehicle storage
yard. The subject site is now used for part of the Arcadia Stables
(C. U. P. 70-15).
The applicants plan to develop the site with parking for 132 recreational
vehicles of various sizes. The proposed parking spaces, would be covered
with gravel in lieu of hard surface material required by Resolution 3324,
Section 3(g). A 12' wide asphalt driveway would provide each parking
space with access to Clark Street.
In addition to' the parking spaces proposed for this site, a second
phase of the project is proposed which includes an auto wash facility
and restrooms. The auto wash facility consists of a slab 26' x 32' with
a roof 14' above the slab. The restrooms would have one water closet
and' lavatory each. The material' to be' used in the construction of the
restrooms is not specified.
The proposed fencing for the site consists of a 6' high block wall across
the front of the property adjacent to: Clark Street, 'with 20' of 6' high
blo.ck wall extending north on ,the, east and west sides of the property.
The balance of the property would 'be enclosed with'a'6' high, chain link
fence and adjacent landscaping.

On site landscaping for this proposal consists of the front setback of
15' adjacent to Clark Street, approximately 275' long, and several land-
scaped areas within the proposed storage yard. The total of all on site
landscaping is equal to approximately 4,650 square feet. or 5.4 percent
of the site (including area required by code).
ANALYSIS
Staff finds the proposed recreational vehicle storage yard to'be generally
compatible with the area.., However" staff does have certain, concerns
over the long term general appearance and security of the project. The
applicant's plans do not contain exact details on trash 'areas, lighting,
landscaping and fencing. These details. could be made'subject to the
review and approval of the, City staff.
The proposed modification of Resolution 3324(h) to"allow,a,chain link
fence would appear to be a reasonable request for' that portion of the
property adjacent to the stables, vacant property and"the' gravel pit.

The second modification requesting a gravel parking su~face in lieu of
a hard surface area could be incorporated in a phasing plan that would
. result in the total paving of the recreational'vehicl:e storage area after
a period of six years.
Pursuant to the provisions of the California Environmehtal Quality
Act, the Planning Department reviewed the proposed conditional use
permit and determined that the proposal would not have a significant
effect on the environment. A Negative Declaration has 'been prepared and
filed for this project,.

The Planning Commission in ,its, approval or denial of the proposed
conditional use permit must make the'determination that the proposed
project would or would not have a'substantial adverse 'impact. on the
environment.
RECOMMENDATION
The Planning Department recommends, 'that'. c.u..P. 75-11 be.'approved SUbject
to the following conditions:
L The conditions as outlined in the attached report from the
Department of Public: Works 'shall be, complied'with' to"the' satis-
facti~n of the Director of Public Works. '
2. Conditions as listed below by the Water,Departmen~ shall be com-
plied with to the satisfaction of the Water Manager:
