RESOLUTION NO. 892
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA, GRANTING A
CONDITIONAL USE PERMIT FOR A BOARD AND
CARE FACILITY AT 716-734 WEST CAMINO REAL
AVENUE.
WHEREAS, on March 24,1975, Orlando Clarizio filed an
application for a boardand"care faci1'ity, Planning Department
Case No. C.U.P. 75-4, on the 'property commonly known as 716-734
West Camino Real Avenue, more particularly described as follows:
716 West Camino Real: Lot starting on the south line
of ' Camino Real Avenue, commencing east thereon 396'
from the northwest corner of Lot 1, Block G of Santa
Anita Company's Tract, 'Map Book 6, Page 137, thence east
on said southerly line 74', thence southerly 160',
parallel to the westerlt line of said LotI, thence
easterly' 140' parallel to said'southerly"line of Camino
Real Avenue; thence southerly 140' parallel to the
~esterly line of said Lot l"thence west~rly 214'
parallel to said southerly 'line of Camino 'Real Avenue,
thence northerly 300' para'llel,to the westerly line
of said Lot 1 to'the point of beginning.

WHEREAS, public hearings were held April 8, 1975 and
May 13, 1975, at which time all interested pers'oils' were given
full opportuni ty to be he,ard and to pTesent-evi:dence;
NOW, THEREFO~E, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:

SECTION 1. That the factual data submitted by the Plan-
ning Department in the attache~ staff report is true and correct.
SECTION 2. This Commission finds that:

1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the' property or improvemerits'in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size and
shape to accommodate said use, including all yards, parking, loading,
landscaping and other features required to adjust said use with
the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement tYPe to carry the kind of traffic generated
by the proposed use.
S. The granting of such conditional "use permit will not
adversely affect the General Plan.
6. Tbe use applied for will not have a substantial
adverse impact on the environment,.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a board and care facility upon the following condi-
tions:

1. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. C.U.P. 75-4.
2. All parking areas shall meet the parking standards
of the CoO zone.
3. A detailed landscape and irrigation plan shall be
approved by the Planning Department prior to the issuance of any
building permits.
4. Th. applicant shall file a parcel map consolidating
all properties which are included in the development. All resulting
parcels shall comply with the respective lot area and dimensional
characteristics of the zone.
5. Fire protection devices and systems shall be installed
and maintained to the satisfaction of the Fire 'Chief.
6. Conditions as outlined in the attached report from
the Department of Public Works ,shall be complied wi th to the satis-
faction of the Director of Public Works.
7. No building permits sha'll b'e issued unti1 the appli-
cant submits, to the Planning Department proof that the State
Department of Social Welfare has approved the site, the structures
proposed to be used and specifying the maximum number of beds for
which a license will be ~ssued.
8. The board and care facility shall be, developed in
substantial accordance with the revised 'plans 'submitted for this
condi tional use permit.

9. The PI anning Commiss ion finds that the "dens i,ty regu-
lation is inappropriate for this type of use and recommends to the
City Council a 14% density increase on this particular project and
a waiver of Section 9275.5.3 of the Arcadia 'Municipal Code, with
the stipulation that the density for the proposed proj ect shall not
exceed a maximum of 152 beds as submitted"in the revised plans.
SECTION 4. The Secretary 'shall' certify to the adoption
o~ this resolution and shall c.use a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission held on
the Z7th day of May, 1975, by the following vote:
