RESOLUTION NO. 868
A ,RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR A CHURCH
ADDITION AT 23 WEST FOOTHILL BOULEVARD.
WHEREAS', on October 2, 1974, the Emmanu,el Assembly
of God Church filed an application for a five classroom addition
to an existing church, Planning Department Case No. C.U.P.
74-19, on the property commonly known as 23 West Foothill
Boulevard, more particlilarly described as follows:
Lot 78 of Tract 11074, City',of Arcadia, County of
Los Angeles, State of California, as per map re-
corded in Book 191, ~ages 27 and 29 of Maps; and
Lot 2 of Parcel Map 1237 recorded in Book 20, Page
90 of Parcel Maps in the office of the County
Recorder of said County.
WHEREAS, a pliblic hearing was held on said matter on
October 29, 1974, at which time all interested persons were
given full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data SUbmitted by the
Planning Depart,ment in the attached staff report is presumed to
be 'true and correct.
SECTION 2. This Commission finds 'that::
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or i.'lljurious to the property or improvements' in such zone
or vicinity.

~ 2. The use applied for at the location 'indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, including all yards, parking,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated
by the proposed use.
5. The granting of such conditional use permit will
not adversely affect the General Plan.
6. The use applied for will not have a substantial
adverse impact on the environment.
. SECTION 3. That for the foregoing reasons, 'subject
to approval of the City Council, this Commission grants a con-
ditional use permit for a five classroom addition 'to an existing
church upon the following conditions:
1. The property sha'll be improved and maintained in
accordance with the plans which are on file in thesubj ect cas.e
No. C.U.P. 74-19.
2. That all colors', materials andarchi tectural treat-
ment shall blend with 'the existing church building.
3. That all trees which may be removed from the
building site shall be replaced' with 'trees . (minimum 24 inch
boxes) on this site.

4. That the proposed addition be restricted to use as
Sunday school rooms and similar church connected activities.
5. That the parking lot'be striped to conform with
Section 9261.3.8 of the Arcadia Municipal Code.
6. That a landscape and planted buffer to. screen the
property shall be provided along the west side of the property.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
Ci ty Co.uncil of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission held on
the 12th day of November, 1974, by the fo11owing'vote:

This application filed on 'October. 2, 1974, by. th,e ,Emmanua1
Assembly of God Church' for property located at 23, West
Foothill Boulevard, is a proposal to add a.two-story struc-
ture to an existing church facility, and a modific'ation of the

PRESENT LAND USE AND ZONING
The subject property is developed with a church and is zoned
R-O 30,000. Property to the north is zoned R-O,30,OOO and is
developed with a single family dwelling; property to the south
is zoned R-l and developed with single family dwellings; pro-
perty to the east is zoned C02 and is developed with a service
station,; property to the west is zoned R-O 30,000 and is
vacant, but owned by the 'church.
PROPOSAL AND ANALYSIS
.
Subject property is rectangular in shape, 104 feet by 290 feet
and contains approximately 30,cr80 ~quare feet. ,The applicant
propbses to construct a two story structure behind the existing
chu~ch. The proposed building would be 41 feet by 24 feet and
contain 1,968 square feet, which would be divided into five
classrooms. The proposed addition would be f-ive,feet from
the east property line, maintaining the same setback as the
existing building rather than a ten foot setback which is re-
quired by code for a two story building. Staff feels th<it a
reduction in ,the ,side yard setback on the east side of the
property would be an appropriate improvement and would allow
the continuation of the same building line.
The property to the east is zoned C- 2, which does. not have a
side yard requirement. The applieant has revis~d the p1ins
since they were originally submitted to include additional
restrooms on the first floor as suggested by the.Planning
Commis.sion at the time these plans were approved as C.U.P. 73-lS.
This proposal is the first of a three phase concept which the
church is planning to meet their ant'icipated future needs.
Parking and traffic circulation patterns are a'dequate ,for this
site and the size of the congregation. ,The ,existing parking
lot contains 32 spaces, however, the ~arking 'spaces should be
restriped.
Continued use of this property as a church is consistent with
both the General Plan 'and zoning with a conditional ,use ,permit.
Staff feels the addition of Sunday school.rooms would be an
appropria te acce~sory facility for this site.

Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department reviewed the proposed
conditional use permit and determined that the ,proposal would
not have a significant effect on the environment. A Negative
Declaration has been prepared and filed for this project.

The Planning ,Commission in its approval or denial'of,the pro-
'posed conditional use ,permit ,must make the ,detexmination that
the proposed project would or would not have a substantial
adverse impact on the environment.
RECOMMENDATIONS
The Planning Department recommends approval of C.U.P. 74-19
subject to the following conditions:
1. That all colors' and materials shall blend with the
existing church building.
2. That all trees which may be removed from the building
site shall be xeplaced with trees (minimum 24 inch
boxes) on this site.
3. That the proposed addition be restricted to use as
Sunday school rooms and similar church cO,nnected acti-
vities.

Approval of this conditional"use permit does not permit ,these
premises to be used for a nursery schoot.ox pre-school.
