RESOLUTION NO. 867
A RESOLUTION OF THE ELANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDING A
DENIAL OF A ZONE CHANGE FROM R-2 TO R-3
AT 807-809 WEST CAMINO REAL AVENUE.
WHEREAS, on June 7, 1974, Daniel A. Espinoza and
Genevieve M. Espinoza filed an application requesting that property
located at 807 and 809 West Camino Real Avenue be rezoned from R-2
to R-3, Planning Department Case No. Z-74-2. Said property is
described as follows:

The westerly 64 feet of the easterly 130 feet of
Lot 7 in Block "A" of Santa Anita Land Company's
Tract, in the City of Arcadia, County of Los Angeles,
State of California, as per map recorded in Book 6,
Page 137 of Maps in the office of the County Recorder
of said County.
WHEREAS, public hearings were held before the Planning
Commission on June 2S, July 23, September 24, and October 8, 1974,
at which time all interested persons were given full opportunity
to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING CO~fISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. Subject property is developed with residential
uses and zoned R-2; properties to the north and east are ,zoned R-3
and developed with single family dwellings; properties to the' west
are zoned R-2 and developed with residential uses; properties to the
south are zoned R-l and developed with single family dwellings.
SECTION 2. This Commission finds that the proposed zone
. change is not justified by either public necess.ity, con1[enience,

general welfare or good zoning practice and that the proposed zone
change would not be consistent with the General Plan, and, therefore,
.
recommends to the City Council that said property not be rezoned.
SECTION 3. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I.HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission of the City of Arcadia
held on the 29th day of October, 1974, by the following vote:

807-809 WEST CAMINO REAL
APPLICATION
This application was filed on June 7, 1974 by Dan Espinoza
and request a change in zoning from R-2 to R-3 for the pro-
perty located at 807-809 West Camino Real Avenue.
The public hearing was continued to tonight's meeting from
the Planning Commission meeting of July 23, 1974.
PRESENT LAND USE AND ZONING
Subject property is developed with residential uses and zoned
R-2; property to the north and east is zoned R-3 and developed
with single family dwellings; property to the west is zoned
R-2 and developed with residential/uses; property to the south
is zoned R-l and developed with single family dwellings.
The subject site is 64 feet in width and 300 feet in depth
for a total of 19,200 square feet.
ANALYSIS
The General Plan indicates this area should be developed as
medium density residential, 7 to 12 dwelling units per acre,
which is consistent with the existing R-2 zoning. The request
for a change in zoning from R-2 to R-3 submitted by the appli-
cant would permit a density of 21.78 dwelling units per acre.
The application is, therefore, inconsistent with the General
Plan. A change of zone as proposed would not be appropriate
unless or until there is a corresponding change in the General
Plan 'for this area.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department reviewed this application
and determined that the proposal would not have a significant

effect an the enviranment. A Negative Declaratian has been
prepared and filed far this item.
RECOMMENDATION
The Planning Department recammends denial .of zone change
applicatian 2-74-2.
