RESOLUTION NO. 865
A RESOLUTION or THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING AMENDMENT
TO THE ARCADIA MUNICIPAL CODE ALLOWING PUBLIC
STABLES IN AN M-l OR ANY LESS RESTRICTIVE
ZONE WITH A CONDITIONAL USE PERMIT.
WHERAS, the Planning Commission on its own motion held
a public hearing on September 24, 1974, to consider amending the
Arcadia Municipal Code to allow public stables in an M-l or any
less restrictive zone with a conditional use permit; and
WHEREAS, all interested persons were given full opportu-
nity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA RECOMMENDS TO THE CITY COUNCIL:
SECTION L That Section 9220.55 of the Arcadia Municipal
Code read as follows:
"9.220.55. STABLE, PUBLIC. A stable for horses which
are stabled, boarded, leased, rented or used for lessons by the
general public."
SECTION 2. That Section 9275.1.33 of the Arcadia Municipal
Code be deleted.
SECTION 3. That a new Section, 9275.1.54.1 be added to
the Arcadia Municipal Code to read as follows:
"9275.1.54.1. STABLES, PUBLIC. M-1 or any less restric-
tive industrial zone.

SECTION 4. The Planning Commission finds that the public
necessity, convenience, general welfare and good zoning practice
justify the above recommendation.
SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia held on the Bth day of October, 1974, by the following
vote:

PUBLIC STABLES
A public stable is defined in Section 9ZZ0. 55 of the zoning ordinance
as "other than a private stable, "however, the term public stable is
not listed as either a permitted use or a conditionally permitted use
in any zone.
Riding academies, a similar equestrian use, are permitted in any
zone with a conditional use permit but are not defined in the zoning
ordinance, A riding academy would usually provide lessons and rent
horses as compared to a stable which may also be used by individuals
for the keeping of horses. One riding academy now exists with a con-
ditional USe permit in Chicago Park.
Staff feels that stables should be permitted but regulated through the
conditional use permit process and restricted to M-l and M-Z zones
where conflict with other uses could be held to a minimum. Under
the conditional use permit process stables could be permitted in areas
such as Chicago Park, that have access to riding trails.
RECOMMENDA TION
The Pla.nning Department recommends the conditional use permit sec-
tion of the Arcadia Municipal Code be amended to include:

PUBLIC STABLES
On September 10, 1974, the Planning Department recommended
to the Planning Commission that sections of the Arcadia
Municipal Co"debe amended to include "Public Stables" in
an M-lor any less restrictive industrIal zone with a Con-
ditional Use Permit. Before acting on this recommendation
the Planning Commission directed staff to review the code
definitions for the terms "Public Stable" and "Riding
Academies".
A public stable is defined in Section 9220.SS of the zoning
ordinance as "other than a private stable", however, the
term public stable is not listed as either a permitted use
or a condi tionally permi tted us.e in any zone.
A riding academy is not def.ined in the zoning ordinance,
however, is permitted in any zone with a conditional use
permit.
A riding academy would usually provide lessons and rent
horses, the boar.ding of horses would be incide~tal to said
aforementioned uses; whereas the principal activity of a
stable would be the board and care of horses.
One riding academy now exists with a conditional use permit
in the Chicago Park area.
Public Stables should be permitted but regulated through
the conditional use permit process and restricted to M-l
and M-1 zones where conflict ~ith other uses could be held
to a minimum. Under the conditional use permit process
stables could be permitted in areas such as Chicago Park,

In order to clear up the present inconsistency in'definitions
staff feels that "Riding Academies" should be eliminated
from the Conditional Use Permit section of the code. The

functions of a "Riding Academy" can be incorporated in a new
defini tion of the term "Public Stable".
RECOMMENDATION
