PROCESSING BUSINESS AT 649 WEST DUARTE ROAD. W~EREAS, on July 22, 1974, Fotomat Corporation filed an application for a conditional use permit for a drive-thru business for transmittal and purchasing of film, Planning Depar~ment Case No. 74-13, on the property commonly known as 649 West Duarte Road, more particularly described as follows; Tract 3430 - Lot commencing at intersection of north- erly line of Duarte Road, 80 feet wide with easterly line of Lot 42, thence west on said northerly line 20.2S feet, thence north 00 00' 25" westerly 72.41 feet, thence south omitted portion in assessors map book. Tract 3430 - Lot commencing south &10 west 1012.4 feet and north 00 00'2S" west 265.07 feet from intersection of northerly line of Duarte Road 80 feet wide with easterly line of Lot 42 thence north 890 S9' omitted portion in assessors map book. Tract 3430 - Lot commencing south 810 west 101.24 feet and north 0000'2S" west l8S.07 feet from intersection of northerly line of Duarte Road 80 feet wide with east line of Lot 42 thence north 0000'2S" omitted portion in assessors map book. WHEREAS, a public hearing was held on said matter on August 13, 1974, at which time all interested persons were given full opportunity to be heard and to present evidence. -1- 860 . . . . . . NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached staff report is true and correct. SECTION 2. This Commission finds that the parking in the existing shopping cent.er does not presently meet code requirements and that the construction of the proposed building ~ould further in- crease the parking deficiency and would cause a disruption of traffic circulation within the shopping center. SECTION 3. That for the foregoing .reasons, this Commission denies a conditional use permit as requested by the applicant. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. August 13, 1974 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUaJECT: C.U.P. 74-13 649 WEST DUARTE ROAD FOTOMAT DRIVE-IN BUSINESS APPLICATION This application was filed on July 22, 1974 by Fotomat Corporation and proposes to construct a drive-in business for transmittal and purchasing of film. The film will not be developed on this site. PRESENT LAND USE AND ZONING . The subject site is zoned C-2 & H and is located in the parking lot of the Smith's Food King shopping'center. The buildings surrounding the-'s-i te' consist of a food market to the north with mixed commercial uses to the east and west; property to the south is zoned C-2 & Hand developed.with, the Arcadia professional center ,and Mutual Savings building. HISTORY A request for a walk up film processing building (C.U.P. noS) ,at this same location was heard and denied by the Planning Commission on May 25, 1971. The Planning Commis- sion found the proposed development would "cause 'disruption of the existing traffic circulation in the area which is already inadequate, and that the site is 'otherwise unsuitable for developl,llent for the proposed use," PROPOSAL AND ANALYSIS . Two possible locations for the structure have been proposed by the applicant, both of which are in the south portion of the parking lot. Location one is perpendicular to an existing 10 foot by 20 foot planter.- Cars approaching this facility would use a 'one-way pa.rkingaisle 13 feet wide and 220 feet long and after stopping at the site cars could either exit straight ahead onto Duarte Road or t~rn left or ~ ~lgO . . . C.li.P. 74-13 2 right in the parking lot. This proposed 1:ocation'does present some problems as it would tend-to restrict two-way traffic flow inside the parking lot. A line of cars waiting to pull up to the proposed building could restrict the use of several existing parking spaces along the aisel used as access. The second alternative location is parallel with the existing planter, .also in the south portion of the parking lot. Cars approaching this site would do'so from the'west' us'ing the left portion of a two-way circulation area which acts as a collector in the existing parking lot. Staff feels thi.' location could create problems because cars stopped'at the site would block the one~way aisle to the west of the building as well as contribute to the internal congestion of the parking lot by blocking a portion of the- two-way circulation' area: .in the south of the lot. The distance between the proposed building and an existing free standing sign is 22 fee,t 6 inches, asa rule a width of 2S feet is considered the minimum for two-way traffic circuc lation in Arcadia. . Photomat has provided a tra.ffic study prepared by ,a registered Civil Engineer. The conclusions reached in that study were that the facility could be located in the proposed area without removing any parking spaces or causing any significant conflict with parking operations. To facilitate these conclusions a recommendation was made by the engineer that two-way traffic circulation in the area of the subject"site 'be cha:nged to one way and that a directional arrow be painted 'on the pavement. Staff feels the ,two,-way traffic area at the south end of the parking lot should be retained as-this permits circulation within the parking area without the use of Duarte Road. The lot in which this use is proposed contains 203 parking spaces. At the present ,time, 'based upon bui-lding area, a p'arking de- ficiency of 38 parking spaces exists. The parking lot also has a 2,100 square feet deficiency in landscaping. The plans submitted for either site show a 8.S9 foot by 4.28 foot building,(36.77 square feet) with '31.7 square feet of landscaping. The exterior of ..the building would be used brick with a metal roof painted yellow. The applicant ,has, however, indicated that a shake or tile roof is possible. The signing plans for this site show 3.0S square feet'of roof mounted signs on each ,of the building and 8.03 square feet of signs on the side elevation only. . . . . " C.U.P. 74-13 3 Photomat has submitted a copy of a letter between Greatway Market (now Smith's Food King) and Fotomat in which the market agrees ,to permit Photomat employees'to use their restrooms,during the ,market's 'hours of operation. The pro- posed Photomat builditig-is' approximately 250 feet from the market. RECOMMENDATION Because of .exis ting and potential problems wi th' traffic ci r- culation, the Planning'Department'recommends denial of C.U.P. 74-13 (both proposed locations). However, should the Plan- ning Commission wish to consider approval, staff recommends the following conditions. 1. That the exterior'walls of the building be used brick or slump stone. . 2. That the roof of the building be brown ceme~t tile. 3. That landscaping and irrigation plans shall be sub- mitted for the *pproval of the Planning Department. 4.
