A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR A RESTAURANT AT 130 WEST
HUNTINGTON DRIVE.
WHEREAS, on July 9, 1974, the Ramada Inn filed an
application to modernize the existing coffee shop at the Ramada
Inn, Planning Department Case No. C.U:P. 74-12, on the property
commonly known as 130 West Huntington Drive, more particularly
described as follows:
Part of Lot S of Tract 949, commencing 'south 3So 33',
westerly 163.93 feet from the most easterly corner of
Lot K, thence southerly 3So 33"; westerly 67l.SS feet
t~ence northerly Slo 27', westerly 307.71 f~et, thence
3So 33' easterly 60 feet thence northerly Slq 27'
westerly to the southeasterly line . Dmitted portion
in assessors map book, easterly to beginning portion
of Lot S.
WHEREAS, a public hearing' was held on said matter on
July 23, 1974 at which time all interes.ted persons,,'were"given
full opportunity'to be heard and to present evidence;
NOW, THEREFORE,'THE PLANNING COMMISSION' OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. .That the factual'data submitted"by the Plan-
ning Department in the attached staff report is true and correct.

SECTION 2. This Commission finds that:
i. The granting of a conditional use permit. as herein-
after provided will not be detrimental to the public health or

welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size,
and shape to accommodate said use, and all yards, parking, loading,
landscaping and other features required. to"adjust said use with
the land and 4seS in the neighborhood.
4. The site abuts"streets and highways adequate in
width and pavement to carry the kind 'of traffic "generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not ,have a substantial
adverse 'impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for a restaurant upon-the following conditions:
1. The property shall be improved and maintained in
accordance with the plans which are on file. in the subject Case
No. C. U. P. 74 -12.
2. Obtain a State permit "to construct 18 inch P.C.C.
gutter on Huntington Drive where none exists.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the

APPLICATION
This application was filed on August 23, 1974, by the
Ramada Inn and proposes to remodel the existing food ser-
vice area including the coffee shop, banquet room and
dining room.
PRESENT LAND USE AND ZONING

The subject site is zoned C-2 and contains approximately
5.7 acres. It is presently developed ~ith a 113 room motel
and restaurant complex.
The property immediately to the north is zoned C-2 and
developed with the following uses: a bar, motor vehicle
sales, a vacant motel, an office building, an auto body
and paint shop, parking lots, a theater, and a motel and
restaurant. Properties to the north of the aforementioned
commercial zone is zoned R-l and developed with single
family residential uses.
The property to the east is zoned S-2 and developed with
the Arcadia County Park.

HISTORY

The food service area is located within the Ram~da Inn
Motel complex. The Ramada Inn Motel complex, previously

the Flamingo Motel, was constructed in 19S7. Therefore,
neither the motel or restaurant uses had a conditional use
permit until July 23, 1974, when the Planning Commission
granted a conditional use peTmit for the modernization of
the coffee shop area only. The modernization and the re-
decoration of the coffee shop began as .oon as the permit
became effective. In addition, construction was initiated
in other areas (the dining room and banquet area) of the
food service area which were not included under C.U.P. 74-12.
Therefore, this conditional use permit is necessary to
include the banquet area and dining room remodelirig and
will supercede the previous conditional use permit, if approved.
PROPOSAL AND ANALYSIS

The food service area includes the dining room with 800
square feet gross floor area and a 60 seat capacity; the
banquet room contains 2,000 square feet gross floor area
and a seating capacity of ISO persons; and the coffee shop
contains 92S square feet gross floor area with a seating
capacity of 50 seats. Therefore, the total area considered
in this application is 3,72S square feet gross floor area
with a total seating capacity of 260 ~ersons. The food
service area is located on the northwest corner of the motel
complex and is s,ituated in clo.se proximity to the motel
19bby and reservation desk.
The proposed modernization and redecoration will not in-
crease the groJs floor area and only an increase of nine
se~ts in the coffee shop affects the present seating capa-
city.
The modernization and redecoration is being limited to wall-
papering, painting, lowering the ceiling in the banquet
room, and replacing a glass wall wi th a stucco \~all in the
banquet room. There are no proposed improvements or changes
in the kitchen area.

The restroom facilities are consistent with those recently
required in the restaurants in the Santa Anita Fashion Park
Shoppi.ng Center. .
By existing C-2 zone cod'e standards, 40 parking spaces are
required for the banquet room and the dining room. The
motel complex has a total of 27S parking spaces and when
all uses of the motel complex are taken into consideration,
the food service area uses have the required parking space.

However, it should be noted that the parking areas, in
general, are substandard. Stall sizes are approximately
8'6" (7' 6" a't some locations) by 16' 8", parking stalls are
not hairpinstriped, unused portions are not landscaped,
and there are no parking spaces labled for the handicapped.
In addition, trash areas and mechanical equipment are not
screened.
The subject conditional use permit is for the dining room,
the banquet room, and the coffee shop uses only and does
not cover any proposed changes outside of the restaurant
area,

Pursuant to the provis~on of the California Environmental
Quality Act, the Planning Department reviewed the proposed
conditional use permit and determined that the proposal would
not have a significant effect on the environment. A Nega-
tive Declaration has been prepared and filed for this project.
The Planning Commission in its approval or denial of the
propos ed condi.tional use permi t must make the determination
that the proposed project would or would not have a substan-
tial adverse impact on the environment,
RECOMMENDATIONS
The Planning Department recommends app.roval of C. U. P. 74 -l,S
subject to the following conditions:
,1. The conditions as outlined in the attached report
froIIl the Department of Public Works shan be com-
plied with to the satisfaction of the Director of
Publ ic Works.

tion and redecoration will involve.some structur~l alterations
thus requiring the conditional use permit.
PROPOSAL AND ANALYSIS
The restaurant which pre?ently seats 41 persons ~nd contains
approximately,925 square feet gross floor area .is located,on
the 110rthwest corner of the motel complex and is situated
in close proximity to the motel lobby and reservation desk.
The proposed modernization and redecoration will increase the
seating ~apacity from 41 seats to 50 seats ,using booth arrange-
ments. The restroom facilities are consistent with those,
recently required in the restaurants in the Santa Anita Fashion
Park Shopping Center.
By existing C-2 zone code standards 10 pa'rking spaces are re-
quired for the restaurant. The motel complex has a total of
27S parking spaces and when all uses of the motel complex are
~aken into consideration, the restaurant use has the required
parking space.

The subject conditional use permit is for the restaurant use
only and does not cover' any proposed changes outSIde of the
restaurant area.
