RESOLUTION NO. 858
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR A GYMNASTICS
SCHOOL AT 142 WEST LIVE OAK AVENUE.
WHEREAS, on June 25, 1974, San Gabriel Valley Gymnastic
Center filed an application to operate a gymnastics school, Planning
Department Case No. C.U.P. 74-11, on the property commonly known as
142 West Live Oak Avenue, more particularly described as follows:
Lot 9 of Tract 13935, in the City of A~cadia,
County of Los Angeles" State of Californi'a, as
per Map recorded in Book 285, Pages 13 and 14
of Maps in the office of Los Angeles County.
WHEREAS, a public' hearing was held' on sa1d mat.ter on
July 9, 1974, at which time all interested persons were g,i yen full
opportunitY to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF' THE CITY OF
ARCADIA, HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data ,submitted by the Planning
Department in the attached staff report is true and corr,ect.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.

2, The use applied for at the location indicated is
properly one for which a conditional use permit is ,authori zed.
3. The site for the proposed use is adequate in size,
and shape to accommodate said use, and all yards, parking, loading,
landscaping anq other features required to adjust said use with
the land and uses in the neighborhood.
4. The site abuts streets'and highways adequate in
width and pavement type to carry the kind of traffic generated
by the proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan,
6. The use applied for will not have a substantial
adverse impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grant's a 'condi tional
use permit to operate a gymnastics school upon the following con-
ditions:
1. That the property shall be improved and maintained
in accordance with the plans which are on file in the subject
Case No. C.U.P. 74-11.
2. All wooden platforms on the exterior of the building
shall be removed.
3. Driveway on side of building shall be one way and
shall be identified by painted directional signs at both ends.

4. Parking spaces on side-of building shall be at a
45 degree angle.
5. A five foot landscape'buffer with permanent irrigation
system, shall be provided between parking area and sidewalk and
a three foot high solid masonry wall shall be placed between land-
scape buffer and parking area.
6. Parking spaces shall be a minimum of8~ feet wide,
shall be marked by hairpin stripes and be provided with concrete
wheel stops 2~ feet from the building.
7. Minimum of three percent of the parking area shall be
landscaped and provided with a permanen~ irrigation system.
8. Parking layout and landscape plans shall be approved
by the Planning Department.
9. That the gasoline tank and, pump be removed OT the
tank be filled subj ect to the approval of the Fire Department.
10. That at least 12 parking spages be provided to the
satisfaction of the Planning Department.
11. That all signs shall comply with code.
SECTION~. The secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

APPLICATION

This application filed on June 25, 1974, by the San Gabriel
Valley Gymnastic Center, is for a conditional use permit to
operate a gymnastic school at 142 West Live Oalso Avenue.
PRESENT LAND USE AND ZONING
.
The subject property is zonedC-M and is developed with a
commercial building. Properties to the north are zoned C-l
and C-M and are developed with a dry cleaning business; pro-
perties to the south in Temple City are zoned R-l and de-
veloped with single.family dwellings; properties to the east
and west are zoned C-M and developed with commercial uses.
PROPOSAL AND ANALYSIS
The applicant proposes to utilize an existing commercial
building to conduct a gymnastic school. The school is pre-
sently operating at 146 West Live Oak under C.U.P. 73-4.
Classes will consist of approximately 12 students from 6 to
IS years of age. Hours of instruction will be between 10:00
a.m. and 7:00 p.m.
Equipment for the facility will consist of floor mats,
parallel and high bars, rings and balance beams.
The only alterations which will be made to .the building.will
be the removal of a wooden loading platform presently con-
structed.along the east and south perimeters of the building
to make room for additional parking. The school will occupy

approximately.6,600 square feet of space. General C-M re-
quirements of.five spaces per 1,000 square feet of gross.
floor area would require 33 parking spaces. This is not
considered to be a realistic requirement for this use. Most
students will not be of driving age and will have to be
dropped off and picked up by their parents. In addition,
the class size .is relatively small. The plot plan submitted
by the applicant indicates' 19 parking spaces. Most of these
parking spaces, . plus the . driveway a}.ong the side of the
building would be substandard.
.
The Planning Department feelsapproxilllately 12 space.s is
more realistic for the site. These spaces would meet code
requirements relating to .stall size. If 45o.angle parking
is provided, the substandard width of the driveway shou14
not be a problem. Concrete wheel stops are also required.
Because .the.parking area fronts Dn a street, a five foot
landscaped border is required, as is a three .foot high solid
ornamental masonry wall between the landscape buffer and the
paved parking area. In addition, three perc,nt of the interior
of the parking area should be landscaped. All landscaped
areas should be served by a permanent irrigation system.
The Planning Department feels the proposed use of the building
would .be .an improvement. over the existing use as an egg
farm inasmuch as the exterior appearance of the building
would be.improved.and the noise and congestion resulting from
truck traffic and loading would be eliminated.
Pursuant.to the provision of the California Environmental
Quality:Act,.the Planning~Department reviewe~the proposed
condi tionaI . use permit :'an'd" determined ,that. the proposal would
not have.a .significant effect. on the' environmenL" A Negative
Declaration has been prepared and filed for this project.
The Planning Commission. in its approval or denial.of the
proposed conditional.use.permit must make the determination
that. the proposed project would or would not have a sub-
stantial adverse impact on the environment.
RECOMMENDATION
Because the proposed use would be consistent with the sur-
rounding uses, the Planning Department recommends approval
of C.U.P. 74-11 subject to the following conditions. It
