RESOLUTION NO. 741
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR A HIGH SCHOOL
AT 501 NORTH SANTA ANITA AVENUE.
WHEREAS, there was filed. with this Commission on June 3,
1971, the application of'Mr, Paul Disselkoen to continue a four-
year Christian high school, Maranatha High School, a one-year permit
having been issued on August 26, 1970, on property known as 501 North
.
Santa Anita Avenue, Arcadia, more specifically described as follows:
Lot 26 of Tract No, 17329 and that portion of
.Lot 15 'of Tract No. 17329, in the City of
Arcadia, County of Los Angeles, State of Cali-
fornia, as per map recorded in Book 446,
pages 26 and 27 of Maps, in the office of the
County Recorder of said County and those por-
tions of Cornell Drive and Windsor Road, as
shown on said map, lying southerly of a line
that is parallel with and distant 50 feet
southerly, measured at right angles, from the
southerly line and easterly and westerly
prolongation thereof, of Lot 14 of said Tract
No. 17329,
WHEREAS, a public hearing was duly held on said matter
before this Commission on June 22, 1971, at which time all interested
persons were given full opportunity to be heard and to present
evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The subject site is an existing two-story
church located on the northwest corner of Santa Anita Avenue and

Colorado Boulevard and is zoned R-3. Apartments are north, east,
and west in Zones R-3, M-l and R-3 respectively. Autcimobileservice
stations are east and southeast in Zone M-l. A car wash and service
station are south in Zone M-l, and the Santa Fe Railroad right-of-way

The area of the subject site is
with the existing building having

a gross floor area of approximately 15._~OVsquare feet. The applicant
proposes to occupy an exis.ting church faCility and operate a four-
year private Christian high school eventually with a staff of
eighteen and a student body of two hundred.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.

2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized,
3. The site for the proposed use is adequate in size and
shape to accommodate .said use, and all yards, parking, loading,
landscaping and other features required to adjust said use with the
land and uses in the neighborhood,
4, The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use,
5, The granting of such conditional use permit will not
adversely affect the general plan,
SECTION 3, That for the foregoing reasons, subject to
approval of the City Council, this Commis,sion grants a conditional
use permit for the use of said property to continue a four-year
. Christian high school, Maranatha High School" for five years sub-
ject to compliance with all applicable regulations of the Arcadia
Municipal Code and upon the following con~itions:

1. This conditional use permit shall expire five years
after it becomes effective,
2 ,Maximum student enrollment shall not exce,ed two hundred.
,3, No outdoor physical education activities shall be per-
mitted on this site.
4, All conditions required by the Arcadia Fire Chief and
State Fire Marshal shall be complied with to the satisfaction ,of the
Chief and Marshal.
5, In the interest of safety, the driveway~ on Colorado
and Santa Anita shall be clearly marked as entrances only and all
traffic shall be required to exit via Cornell Drive, Windsor Road
and Newman Avenue,

6. All unloading of passengers or students ~hall take
place on the site.
7, Due to the existance of power poles on the front and
rear of subject site with existing overhead services from the rear,
it is recommended that undergrounding not be required.
8, All students and faculty who drive vehicles to school
shall be issued parking permits requiring them to park in one of the
fifty-four parking spaces on the site, If more than fifty-four
parking permits are issued, additional off-street parking s,hall be
provided therefor.
9. The existing sign shall be remove~ and a sign'may be
constructed similar to the one proposed by the applicant and filed
with the Planning Department, the design and location, of which
. shall be subject to approval by the Planning Department and the
Director of Public Works.

SECTION !,. The Secre tary shall certify to the adoption of
this resollltion and shall callse a copy to be forwarded to the City,
Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resollltion was adopted

501 NORTH SANTA ANITA
APPLICATION
This application was filed on May 24, 1974, by Maranatha
High School, and proposes to increase the floor space of
the existing library 380 square feet.
PRESENT LAND USE AND ZONING
The subject site is zoned R-3 and is presently developed
with the Maranatha High School.

The property to the east across Santa Anita Avenue is zoned
M-I and developed with a gas station and apartment .dwellings.
Property to the south is zoned C-2 and developed'with a gas
station and car wash. .Property to the west is zoned R-I and
undeveloped. Properties to the north are zoned R-3 and
"developed with apartment dwellings.
HISTORY
This proposal to increase the floor space of-the existing
library by 38'0 square feet is ,a request for an addition to a.
facility (the library) which was previously granted a con-
ditional use permit (C.U.P. 70-8).
PROPOSAL AND ANALYSIS
The proposed addition to the existing library is to be located
at the northeast corner of the existing library. The addi-
tion will contain 380 square feet. The purpose of the exten-
sion is to improve the existing library by. providing space
for microfilm, a listening lab, records, four study tables,
a magazine rack, and additional book shelves. This addition
is to improve the existing library, not to increase enroll-
ment.

The addition is designed to blend in with the existing building
through inclusion of tiled roofing and similar landscaping.
Pursuant to the provision of the California Environmental Quality
Act, the Planning Depart~ent reviewed the proposed conditional
use permit and determined that the proposal would not have a
significant effect ,on the.environment. A Negative Declaration
has been prepared and filed for this project.
The Planning Commission in i,ts approval or denial of the pro-
posed conditional use permit.mustmake the determination that
the proposed proj'ect would or would not have a substantial
adverse impact on the environment.
RECOMMENDA TI ON
The Planning Department recommends approval of conditional use
permit C.U.P. 74-10.
