RESOLUTION NO. 856
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDING A
CHANGE IN THE GENERAL PLAN RELATING TO
PROPERTY KNOWN AS 1150 WEST COLORADO STREET.
WHEREAS, a public hearing was held on June 25, 1974, for
the purpose of considering a change in the General Plan on certain
property located at the southeast corner of the intersection of
Colorado Street and Michillinda Avenue, Lot No. 1 of Parcel Map
4903 which is shown in the current General Plan as low density resi-
dential (3-4 dwelling units per acre); and
WHEREAS, all interested persons were given full opportunity
to be heard and to pres,ent evidence.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
makes the following recommendations and finds a's follows:
SECTION 1. That said property should be reclassified and
shown in the General Plan as General Commercial.
SECTION 2. The Planning Commission finds that said property
is not conducive to low density residential development; that re-
classification to general commercial will create an incentive to
upgrade the property, and act as a buffer between the existing com-
mercial uses located to the west and northwest, the freeway located
to the north and the traffic on b.oth Colorado Street and Michillinda
Avenue, and adjacent eJCisti~g and future single family residential
uses and that the public convenience, necessity and general welfare
justify the proposed change.

SECTION 3. The Secretary shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission of the City of Arcadia
held on the 25th day of June, 1974 by the following vote:
AYES: Commissioners Clark, Coghlan, Huddy
NOES: Commissioner Reiter
ABSENT: Commissioners Erickson and Hegg

APPLICATION
At its regular meeting of May 28, 1974 the Planning Commission
dire~ted that a general plan change be initiated for a portion
of the Eaton ,Property ,located on the southeast-torner,of
Colorado Street and Michillinda Avenue, having'dimensiOns as
shown on the attached map.
The current general plan designation of the site.is that of
low density ,residential (3-4 DUlAC) which is the same as the
adjoining property within the City of Arcadia, It is proposed
that the general plan be amended to designate the above de-
scribed property as general commercial.
LAND USE AND ZONING
The subject site is zoned R-land is developed 'with a restaurant,
a coffee ,shop, and parking area. The buildings have not been
'actively used for the past four years.
The property ,to the east and south of the subject site is
zone'd,R,l and ispre,sently' developed 'with the vacant Eaton
Motel ,and ,Res,!'aurant ,parking area. The Foothill Freeway is
Iota ted:',direc tly north of the property, acros s Colorado Street.
The property to the west, outside the city is in unincorporated
count~,territorr,andis developed with a service station and
City of ,Monrovia Water Department facilities and is zoned C-2,
R-2 and R-l (see' attached'.Land Use and Zoning Map).

HISTORY
On A~ril ~6~ ,1974 ,John M. Youngson filed 'an application for a
zone change for this property, requesting that the zone be
changed from R-l to C-2. The Planning Commission held a public
hearing on this matter on May 14, 1974 and..subsequently recom-
mended, that a:, zone ,change tu. C'.l,' ,Limited' Gommer<:ial, be recom-
mended for the subject ~ortion'of the Eato~Ptoperty. (A
zone change from R-l to R-l 10,000 and R-l 10,,000 P was also
recommended ,for the remainder of the property. This change
would..bring the zoning into conformance with the existing
General Plan designation.)
ANALYSIS
The staff report for Z"74-l dated May 14, 1974 stated that an
envitonmental impact report done for this property in June,
1973" did not, in the opinion of' the Pl'anning"Department, dis-
close any substantial adverse envirohmental 'impacts whi<:h
would result from the designation,of this site as general,com-
mercial. Therefore, pursuant to the provision of the California
Environmental Quality Act, the Planning Department reviewed
the proposed general plan change and determin~d that the pro-
posal would not have a: significant effect on the" environment. '
A Negative ,Declaration has' been prepared and filed for this
project.
The Planning Commission in its approval or denial ,of the proc
posed ,g.eneral plan ,change ,must make the determination that the
proposed project,would,ot would not have a substantial adverse
impact on the environment.
The staff ,report for Z~74-l also states that because of the
commercial ,zoning ,and/or use of the southwest and northwest
corners of Michillinda and Colorado and the presence of the
Foothill freeway on,the northeast corner, the designation of
the subject property ,for general commercial would be consistent
with other,adj.oining,developments and could provide a good
buffer between residential,commercial and traffic uses.
RECOMMENDATI ON
The Planning Department recommends approval of G.P. 74-2.
