RESOLUTION NO. 851 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A ZONE CHANGE FROM R-l TO R-l 10,000 P MID D, AND R-l 10,000 AND D ZONE ON PROPERTY KNOWN AS 1130-1150 COLORADO STREET (EATON PROPERTY) AND RECOMMENDING REGULA- TIONS FOR THE D ZONE. WHEREAS, a public hearing was held on May 14, 1974 for the purpose of considering changing the zone from R-l to C-l and D, R-l 10,000 P and D, and R-l 10,000 and D on the property which consists of all of the R-l zoned property in the block bounded by Michillinda Avenue on the west, Colorado Street on the north, . Altura Road on the east, and the rear lot lines of six R-O and D 15,000 residences on the south. The subject property is commonly known as the Eaton Property; and WHEREAS, all interested persons were given full oppor- tunity to be heard and to present evidence; and WHEREAS, the proposed rezoning is proper and would not adversely affect any adjacent property; NOW, THEREFORE, BE IT RESOLVED: SECTION 1. That the Planning Commission recommends to the City Council that the zoning on that certain property known as Parcel B and more particularly described in Exhibit "A" attached hereto and incorporated herein by this reference be changed from Zone R-l to zone classification R-l 10,.000 P and D. SECTION 2. That the Planning commission recommends to . the City Council that the zoning on that certain property known as Parcel C and more particularly described in Exhibit "B" attached -1- 851 . . . . hereto and incorporated herein by this reference be changed from Zone R-l to zone classification R-l 10,000 and D. SECTION 3. The Planning Commission recommends to the City Council that upon classification of said property in the D zone, the following architectural design zone conditions be imposed: (1) Floor Area., No one-family dwelling shall be erected or permitted which contains less than 1,400 square feet of ground floor area if one story in height, and not less than 1,000 square feet of ground floor area if one and one-half or two stories in height, The space contained within an open porch, open entry, balcony, garage, whether or not it is an integral part of the dwelling, patio, basement, or cellar shall not be considered in com- puting the square footage contained in any such building. The minimum required floor area shall be deemed to include the area measured from the outer faces of exterior walls. (2) Front Yard. There shall be a minimum front yard of thirty feet for lots fronting on Altura Road. (3) Side Yard. There shall be a side yard of not less than five feet for interior lot lines and fifteen feet for the street side of corner lots. (4) Walls, Fences, Hedges. All walls, fences and hedges shall be maintained in good condition and shall not exceed three feet in height in the front yard nor six feet elsewhere. (5) Exterior Building Materials. Materials used on the . exterior of any structure, wall or fence or the materials of any structure, wall or fence which remain exposed shall be compatible -2- 851 . . . with materials of other structures on the same lot and with other structures in the neighborhood. (6) External Building Appearance. The appearance of any structure, wall or fence shall be compatible with existing structures, walls or fences in the neighborhood. (7) Parking. On the PR-l 10,000 portion, parking shall be limited to ground level only. SECTION 4. That the Planning COImnission finds that the public necessity, convenience, general welfare and good zoning practice justify the above recommendations. SECTION 5. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the . City Council of the City of Arcadia.
