That the Planning Commission recommends to the City Council that the zoning on the above described property be changed 'from R-l to R-2 (7.5). SECTION 2. That the Planning Commission finds that the proposed change complies with the General Plan which indicates this area as M:!dium Density Residential and tha,t the public convenience, necessity and' general welfare justify the above zone change. SECTION 3. The Secretary shall certify to the adoption ~ of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. The applicant, Resnick Company, on May 7" 1973., filed for a change of zone from R-l to R-2 for the property loca- ted at 1130-llS0 Colorado Street, the Eaton Property, in order to accommodate a medium density residential planned de- v:elopment. . LAND USE AND ZONING I Outlined in the General Plan Report G.P. 73- 2.. SITE CHARACTERISTJ CS Outlined in the General Plan Report G..P.; 73-2 and the Environmen tal Impact Report. PROPOSAL The applicant proposes to change the ex~sting low den- si ty res idential zone clas sifica tion to a med:ium densi ty residential zone classificatipn. ANAL YS IS . Zone R-2 would permit a maximum of 130 d~elling units (16..262 dwelling units per acre)'. ' However, the applicant proposes to develop this property with a residential planned development (C.U.P. 73-7) consisting of 60 dwelling units (7.S dwelling units per acre). "'Estimated to be derived through convention~l lot and street development. Concern has been expressed by the Planning Commission and Planning Department that the'development of this pro- perty be lirilited to a residential density consistent with the General Plan, yet not as permissive as the existing R-2 zone. After checking with the City Attorney as to the alternatives tha.t were available restricting density, it was concluded that a new zone classificationiwould be the most appropriate method to adoptd' Therefore, attached with this .report is a copy of an R-2 (7.;'S')' zone c~assification which could be placed on the'property' and would limit future development to a maximum density of 7,S'dwel~ing units per a~reand would further require that the development be under a residential planned development. As a part of that process, public hearings would be re- quired and Commission approval would be-necessary. With this new residential zone classification~ should the pro- posed development not b.e completed;' adequate protection would be given to the surrounding residents and community as a whole that any alternative project would be subject to the same procedure that has been'followed in' this project I proposal.
