RESOLUTION NO. 830
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDING A
CHANGE IN THE GENERAL PLAN RELATING TO
PROPERTY KNOWN AS 1130-1150 COLORADO
STREET (EATON PROPERTY).
WHEREAS, on June 26, August 14 and 28, 1973, at the
request of the Resnick Company, public hearings were held on the
proposal to amend the General Plan designation of Low Density
Residential to Medium Density Residential relating to the' property
known as the Eaton Property which consists of all Of the R-l
zoned prope~ty in the block bounded by Michillinda Avenue, Colorado
.
Street, Alt'ura Road and Volante Drive; and
WHERE~S, all interested persons were given full oppor-
tunity to be heard and to present evidence;
~OW, THEREFORE, BE IT, RESOLVED that the Planning
Commission makes the following recommendation and finds as follows:
SECTION 1. That the prope~ty known as the Eaton Property,
shown in the General Plan as Low Density Residential ,should be
reclassified and shown as Medium Density Residential.
SECTION 2. That the subject property is developed with
a restaurant and bungalow type motel and is presently zoned R-l
with a permanent variance for restaurant, motel and parking
purposes. The uses on the site have not been actively used for
the past three and one-half years. The Foothill Freeway is
adjacent to Colorado Street on the north. Properties to the east
. and south are developed with single-family residential uses and
zOned R-O & D 15,000. Property to the west ~s in unincorporated
county territory and is developed with a service station and a
water facility of the City of Monrovia and is zoned C-2, R-2 and
R-l. Property on Colorado west of Michillinda is zoned for and
,developed witn commercial uses.

That a medium density classification will afford a
reasonable transition and buffer between the already developed
low density residential area to the south. and east and the commercial
atmosphere :to the nor.th and west. That zoning procedures can be
established for the property which will insure a good transition and
provide a good planned residential development on the property; and
that the public convenience, necessity and general welfare justify
the proposed change.
SECTION 3. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

The Resnick Company, application of zone change Z-73-3,
Conditional Use P~rmit C.U.P. 73-7, and Tentative Tract
31668, has requested that the City reconsider the General
Plan classification for the propertY'!it ll30~llS0 Colorado
Street, the Eaton Restaurant and Motel site.
The current General Plan designation of the site is
that of Low Density Residential (3-4 dwelling units per
acre), which is the same designation as the adjoining resi-
dential property within the City of Arcadia. The applicant
is ~equesting thai the General Plan be amended to indicate
this. area as Medium Density Residential (7-12 dwelling units
per acre).
The Environmental Impact Report did not, in the opinion
of the Planning Department, disclose any substantial adve.rse
environmenial impacts resulting from the proposed develop- ~
ment. ~~

SITE CHARACTERISTICS
The site cont'ains 8.03 acres and has the' dimensional
characteristics as indicated' on the "Land Use and Zoning
Map." A more detailed site 'deseription-'is' contained in'
the Environmental Impact Report.
ANALYSIS
.
The 'existing zoning 'of thesubject'site"and the sur-
roundirtg residential properties-within Arcadta ate consistent
with the current General' Plan insofar as they are both low
density residential zone classifications.
In order to maintain' consistency between the'~eneral Plan
and the zoning ordi:nance;'a' change' in'the GeI!eral Plan clas-
sification to medium density" residential should logically
be followed by a change in the' 'zoning to'R-2, zone classifi-
cation. The applicant has' applied fot this zone change
(Z-73-3) in order to permit-a specific residential planned
development (C.U.P. 73-7) which" is proposed to be at a unit
dens ity of 7.5 dwelling 'units per acre.
T~e developer anticipates'a'dwelling'unit density of
approximately 2.2 persons per unit within the project area
due to: the adult orientation of the'project. Therefore, a
population increase of approximately 132 residents could be
anticipated.
The average dwelling unit density for the .census tract
which comprises the area west of'Golden West Avenue as reporteq
in the 1970 census is 2.6 persons per unit.
A residential planned development of the-site with 39
dwelling units (as now permitted) with th'e"same 2.6 persons
per unit ratio as in the adjoining-residential neighborhood,
would result in an anticipated population of 101. '
Thus, while these would conceivably be a S4 percent
increa:se in the number of units' over what- is presently per-
mi tted, there would ac1;ually only be a' '31 percent increase
in anticipated population.
However, a carefully conceived'medium density develop-
ment within the General Plan'classifi~ation'range of 7-12
dwelling units per acre could be developed with relatively
little effect on the adjoining neighborhood.

The P.lanningDepartment"believes that..the determina-
tion of the General Plan classification of this property
is basically a policy decision.
RECOw.1ENDATlON
A~ originally proposed, the Planning Department
recommended against the reclassification of the General
Plan. However, with the subsequent adoption of a zone'change
which restricts the maximum dwelling unit density and
which defines the method of development (such as recommended
in the zone change report), a general plan'reclassification
of the. property t.o a medium :density, residential classifica-
tion wbuldnot necessarily be detrimental to the surrounding
area or to the City as a whole, and the ,Planning' Department
would have no objections to such a change.

BEFORE THE
ARCADIA CITY PLk~NING COMMISSION
Notice is hereby given that on Tuesday, August
14, :1973, at the, hour of 7:30 p.m. in the Council
Chambers of the City Hall, 240 West Huntington Drive,
Arcadia, California, said Planning Commission will
hold a public hearing for the reconsideration of the
General Plan classification of Low Density Residen-
tial (3-4 dwelling units per acre) to Medium Density
Residential (7-12 dwelling units p!lr acre) ,"at the
southeast corner of Michillinda and Colorado, commonly
known as the Eaton Property.
