RESOLUTION NO, 824'
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
,CONDITIONAL USE PERMIT FOR A PRE-SCHOOL
AT 1741 SOUTH BALDWIN AVENUE.
.
WHEREAS, on July 9" 1973, an application was filed by
the Arcadia Christian School for a conditional use permit for a
pre-school, Planning Department Case No. C.U.P. 73-12, on the
p~operty commonly known as 1741 South Baldwin Avenue, more particul
larly described as follows:
Lot 8, Block G of the,Santa Anita Land Company,
in the City of Arcadia, County of Los Angeles,
as per Map record~d 'in Book 6, page 157 of Maps
in the office of t~e County Recorder.
Lot cOmmencing North 81010' east 396 feet from
the southwest corner of Lot 8; thence north
8050' 'West 175 feet; thence north 81010 I east
to west line of Baldwin Avenue; thence south
thereon and west on north line of Lemon Avenue
to ~e'beginning part of Lot 8.
WHEREAS, a public hearing'was held on~aid matter on
July 24, 1973. at whi9h time all interested pers~ns were given
full opportunity to pe heard and to present evidence';
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1; The sUbject site is, now developed with an

'existing church facility and zoned R-2. ,The surrounding,properties
are' zoned R-l and developed with single family uses. The applicant
proposes to use the first floor 'of the existing two story Sunday

school building for a pre-school intended for children "~, through
4 years of age. The hours of operation ':woUld be' from 9 a.m. to

12 noon with the, possibility of a second session running from
1 p.m. to 4 p.m Each session would have a maximum ,enrollment ,of
24 children and ~ould be supervised by two adults

and three restrooms. The State Division of Social Welfare Licensing
Bureau requires 810 square feet of floor area and 1,800 square feet
of outdoor recreation (play yard) area along with two restrooms
for a pre-school of this size.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or insurio.us to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to acc9mmodate said use,and all yards. parking, loading,
landscaping and other features required to adjust said use with
the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The g-ranting of such conditional use permit will not
adversely affect the General Plan.
SECTION 3. That for the foregoing reasons, subjeqt to
approval of the City Council, this Commission grants a conditional
use permit for the use of said property for pre-school purposes,
subject to compliance with all applicable regulations of the
Arcadia Municipal Code and upon the following conditions:
1. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. 73-12.
2. All signs Shall comply with code.

3. The facility shall be limited to the first floor of
the existing Sunday school building on this site and the designated'
recreation area.
4. All hours of operation shall be between 9 a.m. and
4 p.m,
5. All requirements of all agencies having jurisdiction
shall be complied with .
6. A six foot high block wall shall be constructed to
separate the outdoor recreation area (play yard) from the rear of
the R-l lot to the north and the remainder of the play yard shall
be fenced.
7. This permit shall be nontransf.erable and shall be
. valid for the Arcadia Christian School, only.
SECTION 4. The Secretary shall certi~y to the adoption
of this res'olution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

APPLICATION
This application for a pre-school was filed on' July 9, 1973,
by the Arcadia Chri stian School.
PRESENT LAND USE AND ZONING

The subject site is now developed with an existing church faci-
lity and zoned R-2. The surrounding properties are zoned R-l and
developed with single family uses. .
HISTORY
The Sunday school rooms the app 1 i cant pl ansto use were approved
by the Planning Commission December 14, 1965, as C.U.P. 65-9.
PROPOSAL
The applicant proposes to use the first floor of the existing
two story Sunday'school building for a' pre-school, intended for
children 2 1/2 through 4 years of age. The hours of operation for
thh facility would be from 9 a.m. to 12 noon with the possibility
of a second session running from 1 p.m. to 3 p.m. Each session would
have a maximum enrollment of 24 children and would be supervised by
two adults.
The first floor of the eldsting Sunday school building contains
2,368 square feet and three restrooms. The State Division of Social
Welfare Licensing Bureau requires B10 square feet of floor area
and 1,800 square feet of outdoor recreation (play yard) area along
with two restrooms for a pre-school of this size.' Staff feels that
a six foot high decorative block wall should be used to separate this
outdoor recreation area from the adjoining rear yard area of the R-l
zone and developed lot to the north.

ANALYSIS
Staff finds this proposal to be adequate for the scope of the
facility intended. Due to' the' limited hours of operation and the
size of the church' property ,there' should not be an interface dif-
ficulty between the pre-school and the existing residential area
which surrounds the church.
RECDMMENDA TI ONS
The Planning Department recommends that C.U.P. 73-12 'be' approved
subject to the following conditions:
1. The conditions as outlined in the attached report from the
Department of Public Works shall be complied with to the
satisfaction of the Director' of Public Works.

2. All signs shall comply with code.
3. That this facil ity is limited "to the first floor of the
existing Sunday- school building on this site and the desig-
nated recreation area.
4. That all hours of operation shall be between 9 a.m. to

NOTICE OF PUBLIC HEARING
BEFORE THE
ARCADIA CITY PLANNING COMMISSION
C.U.P. 73-12
TO PROPERTY OWNERS WITHIN A 300-FOOT RADIUS
The Planning Commission of the City of Arcadia, 'California,
will hold a public hearing on Tuesday, July 24,'1973, 'at 7:30 p.m.
in the Council Chambers of the Arcadia City' Hall, 240 West Hunting-
ton Drive, Arcadia, California.

The purpose of the public hearing will be to afford the public
an opportunity to be heard concerning the proposed use of the pro-
perty commonly known as 1741 South 'Baldwin Avenue.
The legal description of the subject site is as follows:
Lot 8, Block G of the Santa Anfta Land Company, in the City
of Arcadia, County of Los Angeles, as per Map recorded in
Book 6, Page 157 of Maps in the office of the 'County Recorder.
Lot com North 81010' east 396 feet from the southwest
corner of Lot 8, thence north 80 50' West 175 feet, thence
north 810 10i east to west line of Baldwin Avenue; thence
south thereon and west on north line of Lemon Avenue to
the beginning part of Lot 8.
The applicant requests a condi:tiona1-use permit to operate a
pre-school for 24 children in existing church.
The proposed plan may be seen in the office of the Planning
Department, 240 West Huntington Drive, 'Arcadia, California, Monday
through Friday between the hours 'of 8:00 a;m'.and 5:00 p.m.
