RESOLUTION NO. 822
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR AN EATING
ESTABLISHMENT AT 143 EAST FOOTHILL
BOULEVARD .
WHEREAS, on June 21, ,i973, an application was filed by ,
Franchise Realty Interstate Corporation for a conditional use
permit to expand and remodel a McDonald's Restaurant, Planning
Department Case No. C.U.P. 73-11, on the property commonly
known as 143 East Foothill Boulevard, more particularly described,
as follows:

The south 235 feet of the east 200 feet of
Lot 4 in Block 90 of Santa Anita Tract in
the C'ity of Arcadia, County of Los Angeles,
State of California, as per map recorded in
Book 34, page 41 and 42 of Miscellaneous
Records in the office of the County Recorder
of said county, EXCEPT ,the west 65 feet
thereof.
WHEREAS., a public hearing was held on said matter on

July 10, 1973, at which time all interested persons were given
full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY RESOLVES AS FOLLOWS:

SECTION 1. The subject site ~s now developed with an
existing McDonald's Restaurant and is zoned C-2; property to
the north, east and west is zoned C-l & D and is developed with
a shopping center; property to the south is zoned C-2 and
developed with a florist shop and adjoi'ns a vacant lot. The
, applicant propos~s to construct an addition to the existing
48 foot 'long bQilaing which would create a total length of 84 feet,
increase the wid th from" 30 feet to 34 f.eet, reroof the entire
building with a mansard style roof, place a brick veneer on all

walls and expand the area for outside eating on the west side
~ of the building.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, and all y,ards, pa;rking, loading,
landscaping and other features required to adjust said use with
the land and uses in the neighborhood,.

4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.

The granting of such conditional use permit will not
adversely affect the General Plan.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional'
use permit for the use of said property for an eating establishment,
subject to compliance with all applicable regulations of the
Arcadia' Municipal Code and upon the following ,conditions:
1. The property shall be improved and maintained in
accordance with the plans which are on file'ih the subject Case
No. C.U.P. 73-11.

2. All signs shall comply with code and all nonconform-,
ing signs shall be removed or made to comply, with the exception

that McDonald's Stock free standing Sign No. 70-50 with a width of'
10 feet and a height of 9 feet '11 inches and surface area of
approximately 53 square feet and a'maximum height not to ex~eed
25 feet, may be permitted.
3. All landscaping and irrigation plans shall be sub-

4. A planter shall be constructed on the west side
either adjacent to the west side of the building or between the
eating area and the parking area.
5. The same modified mansard style roof used on the
front and sides of the building shall also be used on the rear of
the building.
6. All mechanical equipment shall be completely screened
.from view.

SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause, a copy to be forwarded to the
City Council of the City of Arcadia.

APPLICATION
This application for an expansion and remodeling of McDonald's
Restaurant was fil ed on June 21, 1973, 'by' Franchi'se Rea Hy Interstate
Corporation.
PRESENT LAND USE AND ZONING
.
The subject site is now developed with an existing McDonald's
Restaurant and is zoned C-2; property to the north, east 'and west is
zoned C-l & D and is deve.1oped with a shopping center;' property to
the south is zoned C-2 and developed with a florist shop and adjoins
a vacant lot.
HISTORY
The McDonald's Restaurant building was originally constructed
in 1965. The Pl anni ng Commi ss ion in October, 1969, approved C. U. P.
69-11 permitting the front of the building to be expanded 11 feet
for an inside order area.
PROPOSAL AND ANALYSIS
The subject site contains approximately 28,350 square feet with
an existing building of 1,440 square feet. Without adding to the
total square footage of the lot, the applicant plans a substantial
modification of the site. The applicant proposes to:
1. Construct an addition to the existing 48 foot long building
which would create a total length of B4 feet and increase
the total building width from 30 to 34 feet.

2. Re-roof the entire building with a modified mansard style
roof.

3. Place brick veneer on all walls.
4. Expand the area for outside eating"on"the west side of
the building
.
The purpose of this 'expansion is to provide"an inside dining
area with an eDtrance both in front and-on the sides-of the building.
The plot plan for the addition shows' 46 parking'spaces"where 55
spaces now exist, 'Eleven of the 55 existing'-parking~spaces have
access from the adjacent shopping center. 'The l'os!i-of nine spaces
is due to the forward expansion of the- building;' ''rhe-code''requires
57 parking spaces for a building of ,this size. With'the'proposed
increase in bu,ilding area, the parking deficiency-'wouldbe-ll spaces.
Due to the many interrelating commercial uses in this area, staff
does not feel parking wi1'l bea serious'problem.
Dn-site landscaping consists of'a five foot wide planter on the
east s.ide of the site running the length 'of'the parking'lot; a three
foot wide strip of landscaping in the rear of the parking area and
612 square feet of planting area adjacent'to the sidewalk', in the
front of the site. The existing landscaping meets co~e and' would
not be removed by the new addition. In addition 'to the existing
planting shown on the plot plan, staff feels'a' planted area should be
provided adjacent to the west side of the building. This'planting
would break up the visual impact of the 84 foot long side of the west
elevation and also increase the total percentage"of on-site planting.
The applicant proposes a roof~mounted sign in addition to the
existing signs. Staff feels the proposed roof-mounted sign is un-
acceptable and should be deleted along with the existing free-standing
sign. The applicant should work out a new sign program that complies
with code.
RECOMMENDATI DN

1. The conditions as outlined in the attached report from the
Department of Publtc-Works shall be complied with to the

BEFORE THE
ARCADIA CITY PLANNING COMMISSION
C.U.P. 73-11
TO PROPERTY OWNERS WITHIN A 300-FOOT RADIUS
The Planning Commission of the City of Arcadia,
California, will hold a public hearing on Tuesday, July
10, 1973, at 7:30 p.m. in the Council' Chambers of the
Arcadia City Hall, 240 West Hunting,ton Drive, Arcadia,
California.
.
The purpose of the public hearing will be to afford
the public an opportunity to be heard concerning the
proposed use of the property commonly known as 143 East
Foothill Boulevard.
The legal description of the subject site is as
follows:
The south 235 feet of the east 200 feet of Lot 4
in ~lock 90 of Santa Anita Tract, as per map recorded
in ~o~k 34, Page 41 and 42 of Miscellaneous Records
in the office of the County Recorder of said county,
exc~pt the west 65 feet thereof.
The applicant requests a conditional use permit to

The proposed plan may be seen in the office of the
Planning Department" 240 West Huntington Drive, Arcadia,
California, Monday through Friday between the hours of 8:00
a..m. and 5:00 p.m. '
