RESOLUTION NO. 820
A RESOLUTION OF THE PLANNING QOMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR AN AUTOMOBILE
SERVICE STATION AT 211 EAST LIVE OAK AVENUE.
WHEREAS, on June 11, 1973, Mobil Oil Corporation filed
an application for a conditional use permit to alter the exterior
of an existing service station, Planning Department Case No.
C.U.P. 73~10, on the property commonly known as 211 East Live
Oak Avenue, more particularly described as follows:

A portion of Lot 55 of Tract No. 13217, in
the City of Arcadia, County of Los Angeles,
State of California, as per map recorded
in Book 264, pages 26 and 27 of Maps, in
the Office of the County Recorder of said
County:

Beginning at a point formed by the inter-
section of the center lines of Live Oak
Avenue (100 feet in width) and Second
Avenue h60 feet in width); thence North
0055'15 Wes~, along said center line of
Second Avenue, a distance of 50.61 feet
to a point; beginning of a curve with a
radius of 15 feet and the true point and
place of beginning; thence along said curve
which bends northward ~ distance of
25,90 feet (Rec.) to the end of said curve;
thence North 0055'15" West, a distance of
104.18 feet along a line parallel with and
30 feet easterly of the aforementioned
center line of Second Avenue; thence North
89004'45" East, a distance of 122.59 feet
(Meas.) thence South 9050'45" East, a
distapce of, 101. 25 feet (Meas .,), to a point
of a line parallel with and 50 feet northerly
of the aforementioned center line of Live
Oak Avenue; thence South 80009'15" vlest,
along said line a distance of 122,46 feet to
the true point of beginning.
WHEREAS, a public hearing was held on said matter on
June 26, 1973; at which time all interested persons were given
full opportunity to be heard and to present evidence:
NOW, THEREFORE, THE pLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. Subject property is developed with an
existing service station and is zoned C-l; property to the north

is developed with apartments and is zoned R-3; property to the
south is developed with a service station and zoned C-2; property
to the east is developed with a florist and zoned C-lj property
to the west is developed with a service station and zoned C-2 & D.
Subject property is irregular in shape containing approximately
~2,765square feet. The General Plan indicates this as a
commercial area.
The applicant proposed to update and remodel the existing
structure constructed in 1954. The remodeling o.f this site consist?
of:
1. General repair and repainting of the surface
material.
2. Rebuilding the existing pump islands to accommodate
three pumps per island.
3. Changing the lighting.
4. Placing a brick veneer on some of the front, east
and all of the west side of the building.
The basic configuration of the lot and building will
remain the same. The front entrance service bays are to be
retained as this creates less distraction for the residential
property to the north. The existing planting area should be
enlarged and extended along the n~rth and east portions of the
rear parking area because there is inadequate space to place a
planting area adjacent to the pumps. Planting in these areas
will provide an additional buffer between the service station
and the residential area to the north as well as improving
the commercial interface between the service station and the
florest to the east where no wall exists.
SECTION 2. This Commission finds that:
1. The granting ofa conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.

2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, and all yards, parking, loading,
landscaping, and other features required to adjust said use with
the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The granting of such conditional use permit will not
adversely affect the general plan.
6., The proposed use will not substantially increase
vehicular traffic on any street in a residentially zoned district.
7. The proposed use will not lessen the suitability of
any nearby commercially zoned property for commercial use by
interfering with pedestrian traffic.
8. The proposed use is not located near a place of
assembly.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for the use of said property for an automobile service
station subject to compliance with all applicable regulations of
the Arcadia Municipal Code and upon the foliowing conditions:
1. The property shall be improved and maintained in
accordance with the plans which are on file with the Planning
Department as modified by the conditions of this permit.
2. Additional landscaping shall be placed along the
north and east property lines in a raised planter not less than
four feet in width.
3. All signs shall comply with Code,.
4. An irrigation plan shall be submitted for approval
of the Planning Director.
5. The building alterations shall comply with all

. plans, colors and materials submitted to the Planning Department.
6. Any change in lighting shall meet Code requirements.
7. Restrooms shall be screened to meet Code requirements.
8. All utilities shall be installed underground.
9. All surface drainage shall be ~ntercepted and
conveyed under sidewalk to street gutter.
10. Two tree wells shall be constructed at locations
designated by the Department of Public Works and 15 gallon trees
shall be planted as follows: one liquid amber on Second Avenue
an'd one bottle brush on Live Oak Avenue.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

ARCADIA CITY PLANNING .COMMISSION

TO PROPERTY OWNERS WITHIN A 300-FOOT RADIUS
The Planning COIlIIllission of the City of 'Aroadia, ,California,
will hold a public hearing on Tuesday, June 26, 1973, at 7:30 p.m.
in the Council Chambers of the Arcadia City Hall, 240 West Huntington
Drive, Arcadia, California.
The purpose of the public hearing wiil be to afford. the public
an opportunity to be heard concerning the proposed use of the pro-
perty conunonlyknown as 201 East Live Oak., the ,northeast corner of
Second and Live Oak.

The legal description of the subject site is as follows:
A portion of Lot 55 of Tract No. 13217, in the City of Arcadia,
County of Los Angeles, State of 'California; 'as per map re-
corded in Book 264, Pages 26 and 27 of Maps, in the Office of
the County Recorder of said County;
Beginning at a point formed by the intersection of the center
lines of Live Oak Avenue (100 feet in width) and Second Avenue
(60 feet in width) ; thence North 00 55' 15" West, along said
center line of Second Avenue, a distance of 50.61 feet to a point;
thence North 800' 09'ls" East., .a. distance of 47.91 feet to the
beginning of a curve with a radius of 15 feet and ,the true point
and place of beginning; thence along said curve which bends north-
ward a distance of 25.90 feet (Rec..).. to the end 'of said curve;
