A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR A RESTAURANT
AT 101 WEST HUNTINGTON DRIVE.
WHEREAS, on May 7, 1973, an application was filed by

That po~tion of Lot 1 of Tract No. 949 in
the City of Ar~adia, County of Los Angeles,
State of California, as per map recorded in
Book 17, page 13, of Maps, in the office of,
the Recorder' 'of said County, described as
follows:

Beginning at the most southeasterly corner
of Lot 1 of said Tract No. 949 in Huntingto,n
Drive; thence north 380 33' east along the
southeasterly line of said lot a distance of
383.60 feet, more or less, to the intersection
with a line which is parallel to and distant
north 300 feet, 'measured at right angles from
the south line of said Lot 1; thence west
along said parallel line, 299.22 feet; thence
south 300 feet to the south line of said
Lot 1; thence east along the south line of
said Lot 1, 60.16 feet, more or less, to the
point of beginning.
EXCEPTING therefrom that portion of said land
described as follows: Beginning at the
southeasterly corner of Lot 1 of said tract;
thence north 380 33' 00" east along south-
easterly line of said Lot, 63.93 feet to the
true point of be~inning; thence continuing
north 380 33' 00 east 319.67 feet; thence
west 5.12 feet parallel with and said

WHEREAS, a public hearing was held on said matter on
May 22. 1973. at which time all interested persons were given full
opportunity to be heard and to present evidence;
NOW. THEREFORE. THE PLANNING COMMISSION OF THE CITY OF
,
ARCADIA HEREBY RESOLVES AS FOLLOWS:

SECTION 1. Subject property is developed with a motel
and is zoned C-2. Property to the north is zoned R~l and
developed with single-family homes; to the south property is
zoned C-2 and developed with a bar; property to the east is zoned
C_2 & D and is developed with an auto sales facility; property to
the west is zoned C-2 and is developed with an office building and
a small auto body shop. Subject property is irregular in shape,.
containing approximately 47,997 square feet. The existing
buildings were constructed in 1938 and are to be removed as a part
of this proposal. The applicant plans to close the Hunting,ton
Drive driveway entrance and, create a new driveway entrance from
Santa Clara Street. Landscaping tor the site includes saving many
of the existing well-developed elm. oka, ash and palm trees as
well as creat~ng a landscaped berm which would screen the parking'
lot ~rom Santa Clara Street.
The applicant proposes a six 'foot high decorative block
wall with a landscaped area separating the north portion of the
parking lot from the rear of the adjoining R-l zoned properties. The
restaurant structure consists of three levels with a maximum
building height of 37 feet at the highest point of the sloping
. ~oof. Eighty parking spaces are proposed for this site which
is the number required by code. The supply and trash pickup area
consists of two designated parking spaces used for these purposes
only between 7:30 a.m. and 11:00 a.m. Trash storage is contained

inside the proposed building. ~here is one sign proposed for this, site

which complies with code and is trimmed in wood to match the
building. Area of the sign is 96 square feet total both faces.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the propo~ed use is adequate in size
and shape to accommodate said use, and all yards, parking, loading,
.
landscaping, and other features required to adjust said use with
the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and ,pavement type to carry the kind of traffic generated by
the proposed use;

5. The granting of such conditional use permit will
not adversely affect the general plan.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional,
use permit for the use of said property for restaurant purposes,
subject to compliance with all applicable regulations 'of the
Arcadia Municipal Code and upon the following conditions:
1. The property shall be improved and maintained in
~ accordance with the plans which are on file in the subject
Case No. 73-6, provided that landscaping at the north edge of
the parking lot shall be increased in width to 9'3" by reducing
the length of the adjoining parking stalls by 2'6".

2. The building shall comply with all plans, colors
and materials submitted to the Planning Department.

RE: Hungry Tiger Restaurant --- CUP under Planning Resolution
No. 814 adopted by the Planning Commission on June 12, 1973
and approved by the City Council on June 27, 1973.
That architects advise that the preliminary plans as they
existed at the time of the CUP hearings did not take into account
the fact that under our Code areas occupied by machinery are
co~puted for the purpose of calculating parking.
The preliminary plans contemplated an occupancy load of
200-235 persons and it appeared that the 80 spaces provided for
parking would be adequate.IM
In preparing the working drawings, it became necessary to
. provide additional space for inside ~~M~~~ mechanical equipment
totaling approximately 2,300 square feet. The addition of this
area has not changed the architectural concept of the building
and the appearance remains substantially the same.
The restaurant is requesting that theappoval of the ~-
changes be expedited because of the critical character of their
,
finandal arrangements. If the Council approves, a procedure
could 6e followed which is not expressly provided for in the Code
but would provide adequate hearings and would provide adequate
opportLmity for all interested persons to express their views on
the proposed changes. The procedure would be for the Planning
Commission to review the proposed changes and give its recommendation

SUBJECT: CHANGES IN THE HUNGRY TIGER RESTAURANT
C.U.P. 73-6
101 WEST HUNTINGTON DRIVE
The City Council on September 18, 19~3, referred
this item to the Planning Commission for their conside.ra-
tion of proposed changes made in the Hungry Tiger
Restaurant plans.
Due to changes in design and placem~nt of mechanical
and kitchen equipment, the shape of the building has
been altered since it was originally approved as C.U.P.
73-6 on June 12, 1973. The addition of this area has
not changed the architectural concept of the building
and the appearance remains substantially the same.
The alterations to the approved plans-consist of an
additional 890 square feet, of which 207' square feet is
for mechanical wells which are attached to the side of
the building, and contain air conditioning, heating and
electrical systems as well as a fire place. The' remaining
area of 683 square fee,t will be utilized for an office
and as space for labor-saving kitchen equipment. In addi-
tion to the mechanical wells, Hungry Tiger now plans an
outside area which will be used for trash storage, chiller
and electrical transformers. This area will be enclosed
with a block wall and completely screened from view by
a landscaped berm.
The seating capacity of the building will remain at
235 people with 80 parking spaces in the same layout as
originally approved. Hungry Tiger's plans remain the same
in regard to the site plan, low level lighting, parking
lot'layout, colors and materials, signing and the preser-
vation of the existing well-developed elm, oak,ash and
palm trees.

The Planning Department staff does not believe
that the added floor area would result in a more intense
use of the restaurant than anticipated'by"the earlier
plan approved as a part of the conditional use permit
and does not; therefore', obj ect to the approval of the
revised plan. '
The Planning Commission should consider the revised
plan and make its recommendations which would'be for-
warded to the City Council for its consideration.
