RESOLUTION NO. 812 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA MAKING RECOMMENDA- TIONS RELATIVE TO ZONING ON PROPERTY KNOWN AS 610-670 AND 625-671 NAOMI AND THE REAR OF PROPERTY KNOWN AS 623-661 CAMINO REAL. WHEREAS, a public hearing was held on April 24, 1973, for the purpose of considering changing the existing R-l zone to Zone R-3 on property commonly known as 610-670 Naomi Avenue, 625-671 Naomi Avenue and the rear 196 feet of property known as 623~661 Camino Real Avenue; and WHEREAS, all interested persons were given full opportunity . to be heard and to present evidence; NOW, THEREFORE, BE IT RESOLVED: SECTION 1. That the Planning Commission recommends to the City Council that the zoning on property commonly known as 610-670 and 625-671 Naomi 'Avenue be changed from R..:l to R-3. Said property is described as, follows:: Lots 5 through 14, Lots 18 through 27 and' the westerly 81.4 feet of Lot 17 of Tract No" 4611 in the City of Arcadia; County of Los Angeles, State of California, as per map recorded in Book 51, page 82 of Maps in the office of the County Recorder. SECTION 2. That the Planning Commission recommends to the City Council that the zoning on property commonly known as the rear 196 feet of 623-661 Camino Real remain R-l. Said ~ property is described as follows: Lot 4 through 8 except the southerly 150 feet of said lot~ ana the easterly 100 feet of Lots 1 and 2 except the southerly 36 feet of said Lot 2 of Tract No. 5907 in the City of Arcadia, County of Los Angeles, State of California, as per map recorded in Book 63, page 67 of Maps in the office of the County Recorder. -1- 812 v . . '. . . SECTION 4. That the Planning Commission finds that the proposed changes on the property on Naomi Avenue are, consistent with the General Plan and are justified by the public convenience, necessity and general welfare. That the Planning Commission finds that the proposed , , changes on the rear 196 feet of the property on Camino Real would create certain undesirable results. If this property were rezoned to R-3, the remaining 150 feet of R-l property should not be used as an access route to the R-3. So, the R-3 property would have to . be consolidated with R-3 property on Naomi Avenue for development purposes. The practical result of this would be that the owners of property on Camino Real would have to sell to the o~ners on Naomi. Further, the proposed zoning presents a possibility that multiple-family structures could be developed on both sides of a single-family residence fronting on Camino 'Real unless all of the rear portions were developed concurrently as a single project.. SECTION 5. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the Ci~y of Arcadia , I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the Planning Commission of the City of Arcadia held on the 8 th day of May , 1973, by the following vote: . April 24, 1973 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: ZONE CHANGE Z-72-9 APPLICATION This report was prepared by the City of' Arcadia'Planning 'Depart- ment at the request of the Planning-Commission and-inclndes.'the area for which a zone' 'change application had been filed by Ri:chmark DevCo and other properties' in this area which are under separate and private ownership. . PRESENT LAND USE AND ZONING The subject area is zoned R-l and developed with single family residential strUctures. Property to the north is zoned C-2, C-2 &'H and PR-l and is de- veloped with commercial office uses. Property to the south and east is zoned R-l and developed with single family residences. Property to the west is zoned C-2 and C-2 & H and developed with general "commercial uses. PROPOSAL This application proposes to effect zone changes that will con- form to the recent General Plan designation that has been 'applied to the subject area. Richmark DevCo filed an application for a zone change on several I properties located on Naomi Avenue and rear portions of several propertie~ located on Camino Real Avenue. This application gave cause for the Planning Department to undertake a study to revise the City's General Plan in the subject area. ~he City Council approved a change to the General Plan on March 20, 1973. The subject property involved is as 'follows: . Naomi Avenue - north side between Baldwin ,Avenue 'and Lovell Avenue (625 through 671 Naomi) Current zoning R-l General Plan designation - high density residential Proposed change toR-3 . . . , ' . . Z-72-9 2 Naomi Avenue - south side-between 'Baldwin Avenue and'Lovell A.enue (626 through 670 'Naomi) Current zoning R-l General Plan designation - high density-residential Proposed change to R~3 Richmark DevCo proposes to change the zone from R-l"to R-3 on the rear portions of property on camino Real Avenue .. The' proposal is to develop the rear 196 feet with high density residential uses and retain the front 150 feet 'for single family uses, I\NALYSIS The zone change on Naomi' Avenue would "bring' about'conformance to the General plan and hopefully encourage development suitable to the revised designation. The Planning Department has"studied the matter of changing the zoning on the rear portions' "of 'the property on Camino Real Avenue with this revised proposal. The successful development of the rear por,tions of these lots would be better accomplished if the entire area were de- veloped as one project, however, that is not the case, It would then become necessary to place restrictions 'on the remaining areas to provide for similar developments. This in effect means R-3 'property on Naomi Avenue could not be developed until more land was 'acquired from Camino Real rear lot areas as the Arcadia Municipal Code 'would not permit the development of these rear portions with access from Camino Real Avenue. The inclusions of development restrictions on these 'properties in the past has not served to encourage development, only hinder it. Rezoning rear portions of deep lots could also set precedences that would be applied to other areas of the City. RECOMMENDATION , ",,1"1 D The Planning Department recommends that property 'located on th~ north side of Naomi Avenue including 625 through 671 Naomi, be changed from R-l to R_3 with a parking overlay, thus 'permitting the existing parking lot and providing for future parking lot development. NOTICE OF PUBLIC HEARING BEFORE THE ARCADIA CITY PLANNING COMMI5SION z-n-9 TO PROPERTY OWNERS WITHIN A 300-FooT RADIUS RICHMARK DEVCO, owner in escrow of real property located within the City of Arcadia, California, and hereinafter described, has filed with the Planning Commission of the City of Arcadia, an application requesting a zone change from Zone R-l to Zone R-3 on the following described property. . NOTICE IS HEREBY GIVEN that on Tuesday, April 24, 1973., at 7: 30 p.m., in the Council Chambers of ,the City Hall, 240 West Huntington Drive, Arcadia, California, said Planning Commission will hold a public hearing on the proposed zone change, and an opportunity will be afforded to persons particularly interested, and the public generally, to be heard on all matters concerning said zone change.
