FOR AN AUTOMOBILE SERVICE STATION AT 171 EAST LIVE OAK AVENUE . WHEREAS, on March 6, 1973, Shell Oil Company filed an application for a conditional use permit to add an automobile washing faCility in the third bay of the existing service station and to add an equipment storage room, Planning Department Case No. C.U.P. 73-3, on the property commonly known as 171 East Live Oak . Avenue, more particularly described as follows: Those portions of Lots 4 and 5 of Tract No. 12670, in the City of Arcadia, County of Los Angeles, State of California, as per map recorded in Book 245, pages 47 and 48, of Maps, in the Office of the County Recorder of said County, described as follows: Beginning at a point in the south line of said Lot 5, distant westerly thereol) 12.15 feet from the westerly terminus of the curve i~ the. boundary of said Lot 5 having a radius of 15-feet and a length of 21.22 feet as shown on said map; thence westerly along said south line 137.17 .feet; thence northerly parallel with the east line of said Lot 4 and southerly prolongation of said east line to the south line of the land secondly described in the deed to the City of Arcadia recorded on October IB, 1957, as Instrument No. 3859 in Book 558B9, page 395, of Official Records, in the Office of the County Recorder of said County; thence easterly and southerly along the boundary of the land secondly described in said deed to the southerly terminus of the curve therein concave southwesterly having a radius of 15 feet and a length of 23.56 feet; thence southerly along a line parallel with and distant westerly 12 feet, measured at right angles from the east line of said Lots 4 ,and 5 to the beginning of a tangent curve concave northwesterly having a radius of 15 feet, said curve at its southerly terminus being tangent to the south line of said Lot 5 at the point of beginning; thence southwesterly along said curve 21. 22 feet to the point of beginning. . -1- BIO .(' . . . WHEREAS, a pubiic hearing was held on said matter on March 27, 1973, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA. HEREBY RESOLVES AS FOLLOWS: SECTION 1. Subject property is developed with a service station and zoned C-2 & Dand l'R-3. Property to the north is zoned , , R-2 and R-l and developed with single-family dwellings and duplexes; to the south, property is zoned C-2 and developed' with commercial buildings; to the east, property is zoned C-l, R-3 and R-2.and developed with a donut shop, nursery, miniature golf and professional , . offices. Subject p:r:operty is irregular in shape, 140 feet by 148 feet, and contains approximately 20,720 square feet with a building of 1,485 square feet. The service station was constructed in 1959 and on September 28, 1965, the Planning Commission adopted Resolution 563, (c.u.P. 65-5) approving the addition of the third service bay. On November 1, 1972., the Planning Commission adopted Resolution 759 granting C.U.P. 71-18 for modernization of the existing old Shell service station, at this time the service station was brought up to current standards. The applicant proposes to convert the existing third bay, of the station into an automobile washing facility and construct an addition at the rear of the building. The addition to the build- ing would be 8 feet by 15 feet and is for the purpose of equipment' ~ storage. The exterior of the addition would be the same height and materials as the existing structure and should match the service station in appearance. This addition would add 120 square feet to the existing structure. The auto washing machine proposed for this stie would be contained in one service bay and is permitt~d -2- 8101 . . . . . by a recent text amendment. Equipment proposed for this site is designed to control drainage and, due to the absence of the hot air blower, noise would not be significant; also all soaps and waxes are bio-degradable. SECTION 2. This Commission finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. 2.. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, and all yards" parking, loading, landscaping, and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts stre.ets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the general plan. 6. The proposed use will not substantially increase vehicular traffic on any street in a residentially zoned district. 7. The proposed use will not lessen the suitability of any nearby commercially zoned property for commercial use by interfering with pedestrian traffic. 8. The proposed use is not located near a place of assembly. SECTION 3. That for the foregoing reason~ subject to approval of the City Council, this Commission grants a conditional use permit for the use of said property for an automobile service -3- 810 . . . station subject to compliance with all applicable regulations of the Arcadia Municipal Code and upon the following conditions: 1. An automobile washing facility and an equipment storage room shall be added in accordance with approved plans on file in the PlariningDepartment in said Case No. C.U.P. 73-3. 2. All signs shall comply with the Code. 3. Additional landscaping shall be provided adjacent to the building addition as approved by the Planning Departmento SECTION 4.
