B09 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A ZONE CHANGE FROM R-l to R- 3 ON PROPERTY KNOWN AS 646-656 NAOMI AVENUE. WHEREAS, public hearings were held on December 12, 1972, and March 27, 1973, for the purpose of considering changing the zone from R-l to R-3 on property known as 646-656 Naomi Avenue, . more particularly described as follows: Lots 22, 23 and 24 of Tract 4611 in the City of Arcadia, County of Los Angeles, State of California, as per map recorded in Book 51, page 82 of Maps in the office of the County Recorder; WHEREAS, all interested persons were given full opportunity to be heard and to prese)1t evidence,; NOW, THEREFORE., BE IT RESOLVED: SECTION 1. That the Planning Commission recommends to the City Council that the zoning on the a,bove described property be I changed from R-l to R-3, and that as a condition to said zoning, I the front 12 feet of said property be dedicated for street purposes. SECTION 2. That the Planning Commission finds that t~e : , proposed change complies with the General Plan which indicates thi9 area as high-density residential and that the public convenience, necessity and general welfare justify the above zone change. . SECTION 3. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. March 27, 1973 TO: PLANNING COMMISSION FROJ:I: PLANNING DEPARTMENT SUBJECT: ZONE CHANGE APPLICATION Z-72-9 648-656 NAOMI AVENUE This item has been continued pending the City' Councils' recon- sideration of the General Plan designation for.this area. The City Council at 'its regular meeting of' March 20, 1973, approved an amendment to the General Plan for Naomi Avenue between Baldwin and Lovell ,Avenues. The Council approved that the north side of Naomi be changed from Planned Commercial to High Density Residential and to Commercial Office, and that the south side of Naomi be changed from Planned Commercial to High Density Residential. It is anticipated that the City Council will adopt a 'resolution to this effect at their next regular meeting. RECOMMENDATION. The Planning Department recommends that the lots fronting on Naomi Avenue be rezoned R-3and that the areas of the lots'fronting on Camino Real Avenue be deleted and remain in zone classification R-l,and that future more intensive development of this latter area be in the form of new cul-de-sac Subdivisions or other similar R-l development. While the line on the General Plan separating the High Density Residential designation from the Low Density Residential designation is not a definitive line the pianning Department'believes that a specific zoae change with the irregular .southerly limits would cause future problems with the development. and 'maintenance-of 'the adjoining R-l area. TheJ;e is a 'special 70 foot from center line (40 feet from pro- perty line) setback on Naomi Avenue. The Planning"Department'recom- mends that this special setback be'modified to 25 feet from" property line. . . . Z-72-9 2 The recommendation from' the Public, Works Department includes a dedication for an' 'additional 12 feet, this, 'wouJ:d result in a possible future 84 foot right-of-way' The'Planhing Commission may wish to give serious consideration to this condition. This application was submitted by Neal Scribner for Ric,hma<rk Development Company (owner in escrow) and requests changing existing R-l and R-2 zoned properties to R-3. < PRESENT LN~D USE AND ZONING The subject site is developed with single family dwellings and zoned R-l and R-2. The properties to the north are developed with single-family dwellings and zoned R-1 and R-2. The properties to the east and south are developed with single -,family dwellings and zop.t;ld R-l. The properties to the west are developed with single-family dwellings, general commercial, and City Water Departmen,t facili ties and zoned R-2, C- 2 and C-2 & H. It should be noted that on February 20, 1962, the City Council adopted Ordinance No. 1168 conditionally rezoning 625-639 Naomi Avenue (north side) and 626-670 Naomi Avenue (south side). The classification was to be changed from ,R-l and R- 2 to C- 3, & D upon compliance wi th certain conditions. Attached is a copy of a brief zoning history of the area which was presented last year to the City Council during the General Plan hearings on this area. PROPOSAL . The applicant proposes to change the existing R-l and R-2 zoning of the subject property to z.one R-3 in order to allow fo,r the deve lopment of a high densi ty residential development. . . . Z-72-9 2 ANALYSIS The applicant's reques ted zone change to zone R- 3 is not consistent with the City's General Plan which indicates this property as Planned Commercial along Naomi Avenue and Low Densit"y Residential (5-6 dwelling units per acre) along Camino Real Avenue. The conditional commercial zone change conditions of Ordinance 1168 tre not conducive to the development of properties in this area of Naomi Avenue. The conditional comm"ercial rezoning of this area has had the effect of contributing in great part to the decline of this area for low density residential use. The Planning Department does not believe that the present General Plan Planned Commercial classifi- cation of this area will lead to the satisfactory de- velopment of these properties. . RECOMMENDATION Prior to the Planning Department's arriving at a recommendation for this specific zone change request, the department would urge the Planning Commission and City Council to re-examine the General Plan classifi- cation of this area, which mayor may not lead to a change in the General Plan. The Planning Department feel~ that an in depth study of the area is warranted and is prepared to pro- ceed with such a study.
