RESOLUTION NO. 806
A RESOL~ION OF THE PLANNING COMMI~SION
OF THE CITY OF ARCADIA RECOMMENDING
AMENDMENTS TO THE ARCADIA MtmICIPAL CODE
RELATING TO STREET SETBACK LINES.
WHEREAS, a public hearing was held on February 13, 1973,
for the purpose of considering changing the provisions of
Chapter 3, Article 9 of the Arcadia Municipal Code relating to
street setback lines; and
WHEREAS, all interested persons were given full oppor-
tunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
. ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The Planning Commission recommends to the
City Council that the following sections of the Arcadia Municipal
Code be .amendedor repealed as follows:'

SECTION 2. The Planning Commission finds that the publiq
necessity, convenience, general welfare and good zoning practice
justifY the above recommendations.
SECTION 3. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
Ci ty of Arcadia held on the 27th day of Feb. , 1973, by the

PLANNING COMMISSION
T.A. 73-1
Notice is hereby given that on Tuesday, February
13, 1973, at the hour of 7.30 p.m., in the Council
Chamber of the City Hall, 240 West Huntington Drive,
Arcadia, California, said Planning Commission will
hold a public hearing for the consideration of re-
vising the Estahlished Setback Regulations on La Cadena
Avenue, Holly Avenue and EI Monte Avenue.

At said public hearing an opportunity will be
afforded to all interested persons, and the public
general, to be heard on the item set forth above.

REVISION OF ESTABLISHED SETBAC;K REGULATIONS
ON LA CADENA AVENUE, HOLLY AVENUE, AND
EL MONTE AVENUE
The Planning Department has initiated Text Amenc;lment
proceedings for the consideration' of" revising the Esta-
blished Setback Regulations on"La Cadena Avenue, Holly
Avenue and E1 Monte Avenue. 'The present setback regula-
tions were established by Ordinance 257 in May, 1931, and
amended by several subseque,nt ordinances. These setbacks
were established under different zoning and land use
condi tions than presehtly exis,t, with the result that the
setback regulations are unnecessarily stringent and modi-
fication requests are sought for virtually all proposed
projects, particularly in the high density residential
areas.
1. LA CADENA AVENUE is bordered by R-3 zoned high
density residential property which requires a 25 foot set-
back from the property line. Presently there are five
(5) established setback lines along La Cadena Avenue, from
55 feet to 65 feet of ~enter line (25 feet to 35 feet
from property line).
It is recommended to change the existing established
setback lines to a uniform setback of 55 feet from center
line. This will bring the setbacks into conformity with
the zoning regulations for high density residential pro-
perty, and alio keep a measure of protection against side
yard encroachment. It is recommended that the following

2. HOLLY AVENUE is bordered by low, medium and high
density residential areas, requiring 25 feet and 30 feet
setbacks from the property line. Presently there are
seven (7) Established Setback Lines for the Avenue, from
50 feet to 70 feet of center line (20 feet to 40 feet from
property line). This mul tiplici ty of setbacks has resulted
in having 50 structures which are presently nonconforming
with respect to the Established Setback Lines. It is
recognized, however, that deep setbacks are desirable on
Holly Avenue, as it is a secondary arterial linking
Huntington Drive to Live Oak Avenue, and serves as a prin-
cipal thoroug~fare for traffic to and from 'Santa Anita
Race Track. It is anticipated that Holly Avenue will have
a significant increase in traffic with the completion of
the Regional Shopping Center. According to Public Works,
road-widening may become necessary, and deep setbacks, if
adhered to, would facilitate an orderly widening program
which would provide for less disruption and impact to the
adj oining residential uses. It ,is recommended, the.refore.,
to keep the deep setbacks, but to'modify them in order to
bring them into semblance of uniformity. . Modifica tion re-
quests would continue if the deep setback requirements are
maintained, however, all such requests should be reviewed
in light of the possibility of future street widening.
It is recommended that the following sections of the Arcadia
I Code be changed to read as follows:

3. EL ,MONTE"AVENUE has a uniform width of 80 feet
which is adequate for'the present flow 'of traffic, as well
as proj ected future n,eeds, and 'no plans now' exist for the
widening of the Avenue.
The Avenue -is 'bordered by loW' densi ty residential
and a small portion pf commercial property", requiring set-
backs of 25 feet and 30 feet f,rom the property line. There
are presently ten (10) Established Setback Lines .along
El Monte Avenue which 'have 'resul ted in a ',number 'of"Modifica-
tion requests. Six 06) 'of the ten (lOY'Estabi ished Setbacks
are a uniform 80 feet "from 'center line." Two (2) of the
remaining four (4) are respectively 65 feet and 6V feet
from center Line, because of' their immediate proximity to
the Arcadia Wash. The remaining two (2) are "respectively
setback 65 feet and 70 feet from center' line.
It is recommended that the ten (10) Established Set-
backs be eliminated in' favor of a uniform setback of 65
feet from center line (25 feet from property line). Since
the property bordering El Monte Avenue is either R-O or
R-l, the a,bove recommendation will coincide with the zoning
regulations for minimum setbacks in low density residential
I zones, and will also insure against side yard encroachment.
It is recommended' that the following sections of the
Arcadia Code be changed to read as follows:
