Highlights: Staff welcomed new Library Board of Trustee Pardha Akdemkam, and the Director
met with him one-on-one to answer any questions and provide a brief introduction to the Library
Board packet and meeting protocol. The Director also met with the newly appointed Executive
Director of Southern California Library Cooperative (SCLC) Christine Powers. As a member
library, Arcadia Public Library utilizes California Library Services Act funding to provide
PressReader to our community as well as supplemental grant funding. In addition, SCLC
provides advocacy support at the California State Library that would be almost impossible for us
to do individually. Lastly, it is a great opportunity for Library Directors to collaborate and share
best practices regarding experiences and challenges that are like ours. Ms. Powers had the
opportunity to visit the Arcadia Library and receive a tour of the facility and meet some of the staff.
Her goal is to visit all members of the SCLC membership. As July begins a new fiscal year, this
month was about making a new start. The last addition to the staff breakroom was an ice maker
about seven years ago--prior to that, all furnishings had been donated. Administration took the
opportunity to refresh some of the 25 years or older equipment with new appliances. Staff
regularly use the break room, not only for breaks, but for lunch and dinner breaks as well. Another
new addition was a comment/suggestion form for staff to submit their thoughts anonymously
about things they like, things they do not, what is working, and what is not. There have been a
few questions that have come through already and have been answered collaboratively by
Administration. This is a tool to provide an additional internal communication tool for all staff; it
does not replace regularly scheduled staff meetings or one-on-on communication. This month,
Human Resources brought over new City employees for a brief introduction to the Library and
Museum. Many city employees do not live in Arcadia and oftentimes are unaware of the many
services also available to them. The new security guard service, Citiguard, started in August. This
was an opportunity for staff to review security and closing procedures as well as to clarify
expectations of staff and security guards. Four additional security cameras were installed inside
the Library, providing coverage in public areas that previously had very little or no coverage. Staff
attended the City’s 120 Birthday Celebration and Concert in the Park at the beginning of the
month. There is always a big turnout for the last concert of the summer as it is also National Night
Out. Assembly member Mike Fong held a community meet and greet in the Library’s auditorium.
Staff attended the Arcadia Chinese Association’s Installation of Officers. The Friends of the
Library held a book sale in the Cay Mortenson Auditorium.
Adult Programs, Classes, Technology Literacy, and Events: There were six attendees for
the July Bookish meeting, which featured Anywhere You Run, by Wanda M. Morris, and seven
for The Personal Librarian, by Marie Benedict, in August. Patrons watched and discussed Utama,

a 2022 Bolivian film, at The Movies You Missed on July 19. Fourteen attendees enjoyed both the
movie, dessert, coffee, tea, and hot cocoa offered at the program. Patrons celebrated the end of
summer programming with a Summer Movie Night in August. Patrons had an evening of action
and adventure as they watched Top Gun Maverick, with 21 in attendance. CraftABLE, take-home
craft kit program for adults with intellectual, cognitive, and/or developmental disabilities, is
attracting increased interest. July participants were supplied with the tools to build a paper house:
all 40 kits were claimed by mid-July. In August participants were supplied with the tools to build a
fun and interactive DIY story cube; 43 kits were claimed.
Adult Summer at Your Library 2023 (SAYL) was a
resounding success! Staff worked hard to build an
engaging summer reading program and were rewarded
with a 90 percent participation increase from last year:
265 adults registered for the program, as opposed to 137
in 2022. Participants read 212,758 minutes (as opposed
to 134,242 in 2022) and earned 1,555 reading badges.
There were two sessions of the Walking Book Club in
July: staff and patrons strolled through local
neighborhoods, discussing the books everyone was
reading, and exchanging recommendations. Twelve
walkers participated.
Learn Your Lore! helped participants explore their families’ history. In July, Adult Services staff
filmed a Tech Tip sharing digital literacy resources about spam. Attendees learned about the
dangers it poses and the different ways to protect their information.
In August, Staff filmed an introductory video on Bard, Google’s AI
platform, as part of the Tech Tip video series. Patrons learned about
Bard and how to use it to their advantage—the video has been viewed
77 times. Smart Squad continues to support the library’s digital literacy
goals through computer assistance, helping eight in July and 13 in
August. In August, Teen Smart Squad volunteers attended their
quarterly training session where staff provided insight on new
resources, such as Lifeline, and discussed teaching and problem-
solving tools.
July’s and August’s Highlighted History Questions: A patron wanted to know why Arcadia is the
“Community of Homes.” Staff researched the history of the City Seal. In 1937 the seal showed
the agricultural industries of the city (orchards, poultry and rabbit raising). The top of the seal read
“Arcadia the Queen City.” In 1971, Mayor James Helms proposed a major change to update the
seal. It was evident that Arcadia had gone through a transition and was no longer an area of vast
acres of land, ranches, or vineyards, but rather a sedate community of homes surrounding the
Arboretum. Ordinance 1429 was passed on May 18, 1971: the new seal read “Community of
Homes” and displayed the iconic peacock, Queen Anne Cottage, San Gabriel Mountains, and
orange groves. In August, a graduate student from Dartmouth College was completing her thesis
on Mexicans or Mexican Americans using the SG Mountains for recreation. Staff provided her
with information from the U.S. Census Reports, Arcadia city directories, as well as some photos,

articles, and book recommendations. These items were vital to the completion of her research.
August’s historical photo celebrates National Vinyl Record Day (August 12). The featured
historical photo shows the record listening center at the Library. Taken in 1962, a year after the
new location's grand opening, this captures a patron in musical reverie, while a staff member
behind the desk stands poised to answer any reference question. On the right side, a telephone,
card catalog, and a timeless clock, complete the setting.
Teen Programing: The Teen SAYL program reflected staff’s hard work to create an engaging
summer reading program dedicated to teens. The high school students connected with staff’s
efforts as reflected by the 40% participation increase from SAYL 2022. A total of 90 teens
registered for SAYL, earning 565 reading badges and reading 80,923 minutes, showcasing their
commitment to reading. One student won the grand prize of a Nintendo Switch. Writer's Quest
was a success. The Writer's Quest workshops took five teens on a journey of written expression.
On July 1, program attendees shared their written works, garnering applause, and feedback from
their fellow writers.
Book-loving teens enjoyed Ascendance of a Bookworm, the Japanese light novel read for the
Bookworm Gathering book discussion group. The discussions were lively as seven teens shared

their thoughts on the story and other books they had read over summer break. Over the course
of SAYL, the Teen Treasure Hunt was extremely popular. Weekly “challenges” were posted on
the digital sign for teens to discover and attempt and over 30 treasure chests were claimed. Teens
were so excited to do their “unboxings,” crafting, talking to staff, reciting literature, taking photos,
and using critical thinking to solve clues and earn treasure.
Adult and Teen Services staff applied for and were awarded a $10,000 Inspiration Grant to build
a Teen Graphic Design Club. The grant process was completed on July 31. The Teen Graphic
Design Club helped library staff build and enhance the graphic design skills of high school
students through high-value STEAM programming. The goal-oriented program utilized the
powerful and intuitive digital illustration app, Procreate, to teach graphic design, enabling students
to see the results of their creative efforts as they transformed their designs into stickers and digital
art. The Teen Graphic Design Club met four times over two weeks, with each program focusing
on teaching students the digital illustration app Procreate, as well as conducting basic and
intermediate drawing exercises, sticker design, and teaching Cricut machine software and Cricut
machinery maintenance. The final step involved instructing students in the sticker printing
process. In addition to teaching graphic design to students, the Teen Graphic Design Club
ensured the sustainability of the program through a peer-to-peer training initiative. Library staff
trained high school volunteers, created necessary documentation, and empowered teens to take
on leadership roles, guiding their fellow high school students in the graphic design process. The
project involved the Arcadia Public Library, local Arcadia teens, and local organizations such as
Girls Who Code and Arcadia High School’s Engineering Club.
School began in August with a warm welcome from the library, which was readily embraced by
the returning students. To celebrate the first day of high school on August 16, staff hosted a
Welcome Back Ice Cream Party. This program not only marked the start of a new school year but
also provided an opportunity for teens to come together: 146 teens attended. Not surprisingly,
since school started the demand for textbooks, study rooms, and Chromebook chargers has
increased significantly. Teen Zone reopened as well. By letting teens study, socialize, play games,
and occasionally enjoy staff-provided programs in the Auditorium, Teen Zone addresses the
socialization needs of our students, while simultaneously balancing the needs of other patrons.
Teen Zone was visited 426 times in August. The Teen Advisory Group (TAG) met to plan Fall
programming and the Teen Graphic Design Club and Teen Zone coverage.

Children’s Programing: Participation in the Children’s Summer at Your Library increased this
year: 1,107 kids (infant to fifth grade) and 238 youth (grades six to eight) participated in the 2023
reading program and logged 693,554 reading minutes (or 11,559 hours). Participants increased
their recorded reading time by 38 percent over last year’s program. There were 1,095 active kid
and youth participants who actively logged throughout the program (a 51 percent increase from
last year) and 744 who completed the program (a 71 percent increase).
Performer Kiddle Karoo entertained 212 children and
their families with an interactive performance that
featured puppets, a room full of bubbles, beach ball fun,
and lots of singing and dancing.
Magician Dave Skale hosted two summer finale
shows and wowed the 386 program attendees
with re-appearing coins, a magic carpet trick, and
more. The special performers were generously
funded by the Friends of the Arcadia Public
Library.

During July, 758 children, ages 4 months to 7 years, and their families attended storytime
programs. The thirteen early literacy programs offered tips for caretakers and emphasized letter
recognition, vocabulary acquisition and language development, conceptual learning, reading
comprehension, and more for young readers. July’s Exploratorium programs were attended by
311 children and their families. The programs provided hands-on STEM activities and crafts that
encouraged critical thinking, problem-solving, socialization, and playtime as an opportunity to
learn new things. The four StoryCraft programs provided read louds by teen volunteers and
themed crafts for 198 children and their families.
There were 60 visits to the Read Aloud Club. During the
sessions, participants, ages 6 to 10 years, read aloud to teen
volunteers who listened attentively, provided
encouragement, and encouraged dialogue about the books.
The Children’s librarian assisted kids in selecting material
appropriate for their reading level and ability as well as
discussed with the adult caregivers ways to support their
young readers. A grandparent whose three grandchildren
attended all six programs throughout the summer noted the
improvement in their reading skills.
Middle schoolers spent time at the Library connecting with each other and participating in various
challenges to win gift card prizes.

Children’s Services distributed 176 free paperback books to children through the reading
program, Read Aloud Club, and Discoverer of the Week drawings. Eighteen participants were
randomly selected as grand prizes winners for the Summer at Arcadia Public Library reading
program for youth (grades 6 to 8).
Throughout the month the winners picked up their prizes, including a $50 Roblox gift card, 175-
piece art set, mini-Frigidaire, a speed cube set and more. In July, Children’s Services issued an
end-of-summer survey to patrons and received 118 responses that let staff know the elements of
the 2023 Summer at Arcadia Public Library Reading Program that respondents really enjoyed
and areas for improvement next summer. One respondent wrote, “It motivated my girls to read,
to love to read and read more books than during the school year.” Another person stated, “I see

compile the survey information and use it to inform planning for next year’s program.
Collections: In July, Cataloging and Acquisitions staff finished cataloging and tagging the flannel
board collection and finished cataloging the book prop collection in August; staff have now started
cataloging the big book collection. All these collections are for in-house use only. Staff continue
to catalog and tag the National Geographic bound magazines in the basement. The project to
catalog and tag the Arcadia City Information collection, which is located next to the Adult
Reference Desk, has been completed. The Authority Database projects continue. This is part of
the routine work to keep our databases/catalog up-to-date, consistent, and error-free. MARC
records from Kanopy, CreativeBug, Press Reader, and LinkedIn added to and discarded from our
Library Catalog totaled 20,755 records in July and 47,760 records in August.
Facilities and Technology: Information Systems and Services (ISS) staff continue to work with
City IT on equipment replacements. Staff also are working on the library’s city’s website adding
programs and upcoming events. A credit card reader was installed on the Children’s self-check
kiosk in July, which in August Staff are collaborating with Bywater Solutions on setting and
updates in KOHA and ASPEN and are researching for 3D printer and Chromebook replacements.
In July, Information Systems and Services staff answered more than 282 computer/technical
questions from patrons; and assisted the public with 1,135 public computer sessions, 883 print
jobs, public copiers, and the public Wi-Fi network. In August, the team answered more than 392
computer/technical questions from patrons; and assisted the public with 1,412 public computer
sessions, 1,239 print jobs, public copiers, and the public Wi-Fi network.

Staffing/Training: A new Passport Clerk, Karla Arinaga, started in mid-August; unfortunately,
she resigned her position three days later. Tech Aide Francisco Villanueva left in late August for
two part-time positions at local community colleges. The Account Services Supervisor position
has been filled. A final offer was made to candidate Tiffany Nash. Her first day will be Monday,
September 25. Seven conditional offers were made to fill the Library Aide positions. Candidates
are currently going through the background and live scan process. Two positions still need to be
filled. Shelving Aides continue to assist at the front desk due to staffing shortages. Adult Services
staff attended workshops in July on communication and conflict resolution, as well as AI
integration in Libraries. Children’s Services staff visited two local libraries to observe storytimes.
Collaboration: In July, Children’s Services partnered with four local preschools, including Arcadia
Community Church, Arcadia Early Learning Center, Arcadia Episcopal Preschool, and The
Church of the Good Shepherd Children’s Center, to provide summer reading programs at their
sites. These off-site summer reading programs were enjoyed by 168 children, who completed 193
activities and listened to 227 books. The Children’s Librarian delivered popsicles to each site in
celebration of their accomplishments. The off-site reading programs have enabled staff to extend
the Library’s reach into the community and meet patrons where they were, created an awareness
of Library services, and continued to champion summer reading for the very young. In August,
Adult Services staff reached out to Library Speakers Consortium, Evanston Public Library and
Altadena Public Library to discuss their Repair Café’s, Sustainable Arcadia, and to local boba tea
shops to discuss future programming. Adult Services staff also attended a Chinese Historical
Society Meeting. The Adult Services Principal Librarian served on an interview panel for Whittier
Public Library. The Principal Librarian for children’s services attended BEBS Co-Facilitation
Meeting and met with a representative from the Music Center to discuss possible programming.
Community Outreach/Volunteers: At the beginning of July, Library and Museum staff attended
the Patriotic Festival, sharing a booth with Arcadia Beautiful.

Administration, Children’s Services, and Adult and Teen
Services took turns attending Recreation’s Summer
Concerts to promote Library and Museum Services.
In July, Children’s Services recruited and trained 58 teen
volunteers to assist with summer services. Throughout
summer the Children’s Services volunteers contributed
1,535 service hours staffing the summer rewards table,
assisting with weekly programming, preparing social
media content, putting together craft kits for storytimes,
cleaning specialty collections, organizing supplies, writing
book reviews, and working to label nonfiction materials
with accelerated reader levels. Some volunteers left
behind kind words about their summer experience. One
teen wrote, “Thanks so much for the opportunity to give
back to the community that raised me!! Props to the
library staff!”
Sixth grade student Aaron Chu hosted a three-part “Conquer the Cube” program for children ages
seven to 12 years. The 18 participants learned and used algorithmic layers to solve a Rubik’s
Ninth grade student Katelyn Liu led her final Wow! That’s STEM program of summer and showed
22 kids, ages seven to 14 years, how to make and launch a catapult. Ms. Liu’s program generated
very positive feedback and requests that she return for future programs. She also provided
feedback about her experience leading STEM programming at the Library stating, “I feel that I’ve
learned and grown so much in the experience of planning, preparing, and providing Wow! That’s
STEM programs for the library. Planning and preparing for these programs has improved my time
management skills, especially as I was balancing it with school and other extracurricular activities
in the winter and working around travel in the summer. These workshops have also allowed me
to develop communication skills as I corresponded with [Petra], volunteers, and guest speakers.
I feel that I have also gotten better at working with children, whether it’s giving an interactive
presentation or helping them troubleshoot their projects.” Transition Partnership Program (TPP)
& Workability volunteer, Daniel Chu, worked 52 hours in both July and August. His last day was
August 31.

Marketing and Publicity: In July, Children’s Services’ book displays continued with the theme of
“Create Your Story,” focusing on art, dance, music, and writing. Then in August, the book displays
featured early learning, the first day of school, meet the school staff, and middle school life. The
bulletin boards in the Children’s Room publicized the Summer at Your Library program. With the
start of school in August, Children’s Services’ bulletin boards featured “Back to School,” the
bookmark contest, “The Best Thing about Having a Library Card,” and “Whoooo Loves Books?”
Adult and Teen Services created the following displays in July: summer romance; National Parks
and Recreation month; patriotic protagonists; “graphic novels you are missing out on;” and
magical reads. In August, Adult and Teen Services created the following displays in August: dogs,
vinyl records, video games, space travels, and books that will make you cry. The Library’s social
media presence continues to be robust with Facebook having 1,615 followers, Twitter (X)
capturing 628 followers, Instagram with 1,580 followers, and YouTube with 206 subscribers.

SUMMARY
It is recommended that the City Council approve a Purchase Order for Chinese language
materials in an amount not to exceed $33,500. Sufficient funds are available in the City’s
Fiscal Year 2023-24 Operating Budget to support this purchase.
DISCUSSION
Tsai Fong provides certain international language titles at a discounted price. This vendor
provides English translation titles and invoices necessary to purchase titles in Chinese,
Vietnamese, and Korean. The Arcadia Public Library uses the services of Tsai Fong as
a sole-source supplier because this is an important feature in assisting with cataloging
purchased titles valued by the City’s increasingly diverse population.
The estimated cost for Fiscal Year 2023-2024 is $33,500. Sufficient funds are available
in the City’s Fiscal Year 2023-24 Operating Budget. Therefore, it is recommended to
approve this purchase order with Tsai Fong.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”), and it can be seen with certainty that it will h ave no impact on the
environment. Thus, this matter is exempt under CEQA.
FISCAL IMPACT
Sufficient funds have been approved in the City’s Fiscal Year 2023-24 General Fund
Operating Budget.

SUMMARY
The Fiscal Year 2022-23 Capital Improvement Plan (“FY 22-23 CIP”) allocated funding
for a new family restroom at the Arcadia Public Library. The budget includes $104,500 in
Building Forward Grant funds that the Library and Museum Services Department was
awarded by the California State Library for the project. To ensure that the City is receiving
the highest quality of service and most competitive pricing for the design-build project, the
Public Works Services Department (“PWSD”) solicited a formal Request for Proposals
(“RFP”). Only one proposal was received, and it significantly exceeded the estimated
budget for the project.
It is recommended that the City Council reject the one proposal received for design-build
services for the Library Family Restroom Project and direct staff to solicit additional
proposals at a later date.
BACKGROUND
The FY 22-23 CIP budget included $220,000 for the construction of a new family restroom
in the Children’s area of the Arcadia Public Library, with costs split evenly between the
Capital Outlay Fund ($110,000) and the anticipated grant funds ($110,000). The Library
and Museum Services Department was ultimately awarded $104,500 in Building Forward
Grant funds, reducing the total project budget to $214,500. After the grant was awarded,
a project site inspection was conducted by PWSD staff. During the inspection, the need
for a more extensive remodel of the two existing restrooms was identified, which the family
restroom would be built in between. These restrooms were last remodeled in 1984, and
while some improvements would be made as a result of constructing the family restroom,
additional remodeling could be done at a lower cost by adding it to the scope of work for
this project.

The additional improvements added $90,000 to the total project budget. Since the grant
amount could not be increased, staff requested a budget appropriation for the additional
funds. On February 21, 2023, City Council approved two resolutions for the Arcadia
Library Family Restroom Project: Resolution No. 7481, authorizing the acceptance and
execution of Building Forward Grant funds in the amount of $104,500; and Resolution No.
7482, amending the FY 22-23 CIP budget and authorizing a supplemental budget
appropriation of $90,000 for the project, bringing the total project budget to $304,500.
DISCUSSION
A Notice Inviting Bids was published in accordance with City Council Resolution No. 7483,
and proposal packages were provided to companies that perform this type of work. On
July 13, 2023, the City Clerk received one proposal with the following results:

PWSD staff contacted companies that received the RFP to inquire as to why they did not
submit a proposal and the responses varied. Some companies felt that the project was
too small of scale, while others did not have the ability to take on the project at this time.
The project budget was reevaluated, and it was determined that it should not be
increased. Staff will review the scope of services in the RFP to see if changes are needed
before seeking additional proposals. Given that the proposal is nearly twice the current
budget, it is recommended that the bid be rejected.
ENVIRONMENTAL ANALYSIS
This Project is considered a Class 1 exemption as defined in Section 15301(a) “Existing
Facilities” projects of the California Environmental Quality Act (“CEQA”), which exempts
projects consisting of the minor alteration of existing public structures.
FISCAL IMPACT
Funds in the amount of $220,000 have been budgeted for the Library Family Restroom
project as part of the FY 22-23 CIP budget, with costs being split evenly between Capital
Outlay Fund and anticipated grant funds. The City was ultimately awarded $104,500 in
Building Forward Grant funds, reducing the initial project budget to $214,500. An
additional appropriation of $90,000 from the Capital Outlay Fund was granted for the
remodeling of the adjacent restrooms, bringing the total project cost to $304,500. The
total cost paid by the City should total approximately $200,000.

LIBRARY MATERIALS SELECTION POLICY
It is the function of the Arcadia Public Library to select a variety of materials that will fulfill the
Library’s mission statement:
It is the mission of the Arcadia Public Library to bring people, information and ideas
together to enrich lives and build community through equal access to materials and
services that meet the educational, informational, historical and individual interests
of a diverse community.
Responsibility for the selection of library materials rests with the Director of Library and Museum
Services. Under the Director’s supervision, selection is delegated to the professional members of
the staff.
The purpose of the Library Materials Selection Policy is to ensure that the Library provides
materials in a variety of formats, taking into consideration the varied tastes preferences,
languages, interests, reading abilities, and physical limitations accessibility needs of the public
served and the limitations of library funds. This Materials Selection Policy gives assurances that
the Library’s collection will include:
1. Standard classics representative of American and international cultures.
2. Contemporary works providing patrons with an appreciation of the varied trends in modern
thought, expression, and world culture.
3. Materials supporting both sides of controversial issues, giving readers an opportunity to
develop their critical sense, and to arrive at intelligent though often opposite conclusions.
Individual items, which in and of themselves may be controversial or offensive to some, may be
selected if their inclusion will contribute to the range of viewpoints in the collection as a whole and
the effectiveness of the Library’s ability to serve its community. Individual authors and creators of
works may also be controversial due to their viewpoints or personal actions. Their works may also
be included if the work will contribute to the Library collection. Their works will not be removed

In selecting materials for purchase, adding gift materials, or when items are being
evaluated for retention or replacement, the Librarian takes into consideration some or all
these attributes:
1. Literary, artistic, historical, scientific, or intellectual merit
2. Timeliness and significance of the subject.
3. Reliability and accuracy of factual material.
4. Relationship to other materials and adequacy of coverage in subject area
5. Depth and diversity of viewpoint
6. Reputation/significance of author
7. Local/regional/national significance
8. Community need, interest, demand for a specific item, including local industrial, business
and professional needs and interests.
9. Advance notices and pre-publication announcements supplied by publishers and
professional reviewing services.
10. Opinions expressed by reviewers in review media.
11. Cost of the item in relation to funds available.
12. Physical condition of the item and space limitations.
13. Duplication of material already in the Library.
14. Availability of material in nearby libraries if local interest is limited to small or specialized
groups.
Budget and space limitations require a focus on materials that appeal to a broad range of users,
rather than the academic, highly technical, or otherwise specialized collections which are the
missions of the area’s universities and research institutions. These items may be available
through the Library’s Interlibrary Loan Service. LAC
The selection of Library materials is not informed by who may encounter them. All Library users,
including minors ages 17 years and younger, may access all materials in the Library. Parents
and legal guardians have the responsibility to provide oversight of what their child or teen reads,
listens to, and/or views. The Arcadia Public Library does not act en loco parentis and is not
responsible for what resources a child inadvertently reads, listens to, or views at the Library.

Electronic Databases and Resources: Arcadia Public Library subscribes to various online
databases and eBook platforms. Content for some of these is selected by Arcadia Public Library
staff, the Southern California Digital Library (for eBooks and resources, the Southern California
Library Cooperative (SCLC), and/or the California State Library. Some of the platforms for e-
resources are preloaded with content, and therefore Arcadia Public Library does not control or
make collection decisions for all digital materials to which our patrons have access. (Sacramento

Arcadia Public Library generally follows the following criteria for the purchase or selection of
electronic resources:
1. Ease of use and remote access potential.
2. Agreements for cooperative support of consortium resources.
3. Hardware, software, networking, and storage requirements.

6. Availability and access rights in line with Southern California Digital Library (for eBooks
and resources, the Southern California Library Cooperative (SCLC), and/or the

GIFTS TO THE LIBRARY
The Arcadia Public Library welcomes gifts of library materials and monetary contributions. These
gifts help enrich the ability of the Library to fulfill its mission. The Library accepts:
MONETARY CONTRIBUTIONS
The Library is pleased to accept direct contributions and bequests, which are placed in its Gifts
and Grants trust account, the Children’s Reading Program trust account, or in the Teen Reading
Program trust account. The City of Arcadia, and consequently the Library as a City department,
is a tax-exempt organization and donations to the City are given the same treatment as gifts to a
501{c}(3) organization. (See City Tax Status Letter in the forms section.)
Per the City Charter, monetary gifts are subject to the approval of the City Council. (Arcadia City
Charter, Section 809).
Monetary contributions may be made for Memorial or Honor Books. Using these funds, the
Library will purchase a book (or books) in a requested subject area, in keeping with its Library
Materials Selection Policy. A special bookplate will be placed in the book naming the honoree.
(See special Memorial and Honor Book form in the forms section.) The Library cannot guarantee
that an item will be kept in perpetuity and cannot take responsibility for notifying a donor if an item
is lost or withdrawn.
Contributions and bequests are also accepted by the Library’s support organization, the Friends
of the Arcadia Public Library. This group is fully qualified as 501{c}(3) organization and donations
are tax-exempt.
DONATIONS OF MATERIALS
Donated books, paperbacks, and other library materials in good condition can often be used to
enhance the Library’s collection. Materials are evaluated for inclusion using the criteria in the
Library Materials Selection Policy.
Items not needed by the Library may be sold by the Friends of the Arcadia Library in their
bookstore.
Neither the Library nor the Friends can accept donations of magazines, VHS tapes, audio
cassettes, obsolete audiovisual materials, encyclopedia sets, or materials in poor condition.
Neither the Library nor the Friends can take responsibility for returning unwanted items to a donor.
Upon request, donors will be given a blank Materials Donation Form. (See the Materials Donation
Form in the forms section.) Internal Revenue Service Regulations do not permit the Library to
place value on donated materials.

HISTORICAL MATERIAL AND PHOTOGRAPHS
In an effort to preserve and make accessible the history of Arcadia, the Library is interested in
receiving donations of materials about the history of Arcadia, its people, institutions, and
businesses. A Deed of Gift, assigning copyright to the Library along with open and unrestricted
use, must be completed for each item. (See Deed of Gift in forms section.)
Photographs, slides, ephemera, pamphlets, maps, or other archival materials relating to the
history of Arcadia and the surrounding area (Arcadia only?) may be added to the Library’s
collection on the approval of _______________________ (who?). Gifts will be evaluated
according to their relevance to the history and development of Arcadia, as well as the Library’s
ability to physically preserve them and make them available to the public. Images selected for
inclusion in the collection are stored archivally and made available to the public online (?) Images
which have restrictions placed on their use will note be accepted, although some exceptions can
be made (Santa Monica PL)
All gifts become the property of the Arcadia Public Library and may be utilized, sold, or disposed
of in the best interests of the Library.
DISPOSAL OF LIBRARY MATERIALS POLICY
This policy safeguards that withdrawn library materials are disposed of in an orderly and legal
manner and identifies disposal methods.
The Board of Trustees of the Arcadia Public Library authorizes the Library Director, or
designee(s), to withdraw and dispose of library materials.
To maintain a collection of materials that best serves the community, the Library must periodically
withdraw library materials (books, magazines, DVDs, CDs, etc.) (Print, electronic, audiovisual,
etc.) from the collection for a variety of reasons according to library best practices.
Some or all of the following criteria may be used when selecting items for weeding or withdrawal
from the Library’s collection:
1. Poor Condition.
2. Infrequent use/lack of demand.
3. Out of date or inaccurate Information.
4. Obsolete format.
5. Available elsewhere.
6. Updated/more comprehensive edition available.
7. Number of copies within the collection/duplication.
8. Space limitations.
9. Availability in another format such as print or electronic. (Denver, Sacramento, etc.)
Library materials will be disposed of accordingly:
1. Materials will be transferred to the Friends of the Arcadia Public Library to be disposed
of at their discretion in the most appropriate and efficient manner by a third-party vendor.
2. If the materials cannot be disposed of, they will be recycled or discarded in an
appropriately sustainable manner.
Patrons are not allowed to purchase or receive withdrawn material directly from the Arcadia Public
Library staff. All sales must go through the Friends of the Arcadia Public Library Bookstore.

REQUEST FOR EVALUATION RECONSIDERATION OF LIBRARY
MATERIALS
Library patrons who want to file a complaint regarding Library materials will be asked to fill out the
Request for Evaluation of Library Materials form. Residents of the City of Arcadia (or “Service
Area?) are permitted to request a resource be reconsidered by the Library. Once an item has
undergone the reconsideration process, it cannot be reconsidered by the Library (regardless of
who requests the reconsideration) for one (1) year. (Sacramento PL—note that they stipulate 5
years)
In addition, patron requests that material, information, or references be removed from History
Office databases, or other Library databases, cannot be honored. Patrons will be directed to the
initial provider of the material or to the vendor for the resolution of their concerns.
The Director of Library and Museum Services, or a member of the professional staff designated
by the Director, will review the Request for Evaluation of Library Materials taking into
consideration the Library Materials Selection Policy and review media. The Director of Library and
Museum Services will respond to the patron in writing in a timely fashion after receipt of the
completed Request for Evaluation of Library Materials form. Accompanying the decision will be
copies of relevant reviews, the Book Selection Policy, the Library Bill of Rights, and/or the
Freedom to Read and Freedom to View statements. The Director of Library and Museum Services
will provide the Library Board with a copy of the completed Request for Evaluation of Library
Materials and the written response.
The decision of the Director may be appealed in writing to the Library Board. [Will we be changing
this?] The Board will evaluate in open meetings the work according to criteria in the Library
Materials Selection Policy. After the evaluation, the Library Board will notify the patron by mail of
its decision. All decisions by the Board are final. Until such review takes place, and a decision is
made, no removal or restriction of the questioned item shall take place.
Patrons who want to question or express their concerns regarding Library procedure or policy or
register a complaint about staff behavior (wrong location for this) will be asked to fill out the
Statement of Concern or a Comments form.

INTERNET SERVICES POLICY
The Arcadia Public Library is pleased to offer Internet access through a public wireless network,
as well as through public computers, as another service that helps to fulfill its mission to provide
free and equal access to information.
Free wireless access is available to the general public, and in addition, Patrons with a current
Library account are allowed up to two (2) hours per day of free internet usage on the Library’s
public computers. Two-hour guest passes are available for visitors without a Library account, valid
only on date of issue. Library patrons who need more time to complete a project, take a test, or
who have ended their first two-hour session may be given an extension of their session or a
second session at staff discretion and if circumstances permit. Children under the age of 11 years
can be issued guest passes for use under direct parent or guardian supervision.
The Library makes an attempt attempts to filter internet access on public computers, as well as
our wireless service, for pornography. However, filtering software cannot control access to all
materials that an individual may deem inappropriate, or which may be destructive. Therefore,
parents are strongly encouraged to supervise their children’s internet sessions, and users are
urged to use discretion and care when using public computers or wireless access.
Users who believe an internet search has been blocked by the Library’s filtering software in error
can request that a site be permanently unblocked by contacting Library staff by clicking on the
link on the “site blocked” message. No downloads of copyrighted materials without permission.
INTERNET USER’S POLICY
By using the Library’s public computers or wireless network for access to the Internet, users are
subject to and accept the user guidelines as follows:
• Patrons agree not to use the Library’s public computers and wireless network for illegal
activities.
• Patrons agree not to tamper with or damage Library equipment.
Failure to follow these guidelines may result in criminal prosecution, and/or loss of computer
privileges and financial liability.

ARCADIA PUBLIC LIBRARY SOCIAL MEDIA POLICY
PENDING CITY-WIDE REVIEW
For the purpose of this policy, social media are any web applications, site or accounts created
and maintained by the Arcadia Public Library which facilitates an environment for Library staff and
Library users to share opinions and information about library related subjects/issues. The Library
recognizes and respects differences in opinion. In general, comments, posts, images, and
messages on the Library’s social media sites are not intended to be t raditional public forums for
the general exchange of ideas and viewpoints, but a limited forum for discussing Library
programs, services, events, and resources. The Library reserves the right to monitor content
before or after it is posted to Library owned social media sites and accounts. The Library reserves
the right to edit and remove any message or posting that it deems, in its sole discretion, to be
inappropriate or in violation of the Library’s Code of Conduct policy. Comments and posts are
welcome; however, they will be reviewed, and the following types of material will be removed:
• Obscene or racist content
• Personal attacks, insults, or threatening language
• Potentially libelous statements
• Plagiarized material or posts in violation of the copyright, trademark right, or other
intellectual property right of any third party
• Private, personal information published without consent
• Comments totally unrelated to the content of the forum
• Hyperlinks to material that is not directly related to the discussion
• Commercial promotions or spam
• Photos or images that fall into any of the above categories
• Abusive or defamatory language and/or personal attack
• Misleading or unfounded information
• Specific and implied threats
• Endorsement of illegal behavior or activity
Notwithstanding the foregoing, the Library is not obligated to take any such actions and will not
be responsible or liable for content posted by any subscriber in any forum, message board, or
other area within the service. The Library is not responsible for the content of any followers’,
friends’ or contributors’ personal accounts or websites that users may view in the course of using
the Library’s social media.
By posting content, the user agrees to comply with these policies and also agrees to indemnify
the Arcadia Public Library, the Arcadia Public Library Board of Trustees, the City of Arcadia, and
its officers and employees from and against all liabilities, judgments, damages, and costs
(including attorney's fees) incurred by any of them which arise out of or are related to the posted
content.
Additionally, the Library reserves the right to terminate a person’s ability to post, comment, or
otherwise participate in the Library’s social media tools when the person repeatedly posts any of
the above listed inappropriate content. Content posted to the Library’s social media sites are
subject to public disclosure and the Open Records Act.

The Library does not collect, maintain, or otherwise use the personal information stored on any
third party site (Facebook, Twitter) in any way other than to communicate with users on that site.
User should be aware that third party websites have their own privacy policies and should proceed
accordingly.
Disclaimer
While the Library makes reasonable efforts to monitor the content of its digital and social media
sites, the Library is not responsible for the content of any external comment or post, and expressly
disclaims any liability for external comments and posts.
3D PRINTING POLICY

The Library’s new 3D printers are available to Arcadia Library cardholders to make three-
dimensional plastic objects using a design that is uploaded from a digital computer file (in STL
format) by a trained staff member or volunteer on a first come, first served basis. In our initial pilot
project, printing will be free of charge.
RESTRICTIONS
The Library reserves the right to refuse the production of any content at any time at the discretion
of Library staff. Examples of objects that will not be produced include, but are not limited to:
• Objects that appear to be unprintable or which are beyond the capability of our TAZ 6
printer and available PLA filament.
• Any object that is unlawful, threatening, abusive, tortuous, obscene, and/or racially,
ethnically, or otherwise objectionable.
• Objects that may be construed as having intent to harm or capability of harming an animal
or person in any way.
• Objects that may infringe upon the intellectual property rights of a third party.
• Objects larger than 11 inches x 11 inches x 9.8 inches (280 mm x 280 mm x 250 mm).
By submitting objects for printing, the patron assumes all responsibility for, and shall hold the
Library harmless in, all matters related to patented, trademarked, or copyrighted materials.

INTER-LIBRARY LOANS

Recognizing that no library can meet all the needs of its patrons, the Arcadia Public Library makes
available inter-library loan services. The Library will request materials from other libraries for its
patrons and supply materials for patrons of other institutions. The Library subscribes to the
philosophy and practices outlined in the “Inter-library Loan Code for the United States” developed
by the Reference and User Services Association of the American Library Association.
The Arcadia Public Library considers inter-library loan requests as circulation records and thus
subject to the Library’s policies on Privacy and Confidentiality.
Patrons must pay an inter-library loan fee for each request as specified in the Library’s schedule
of Fines and Fees. Patrons are also responsible for any charges made by the supplying library.
In addition, patrons are responsible for payment for any item that is lost or damaged before its
return to the Arcadia Public Library. No refunds will be issued.
The Library does not loan reference materials, fragile items, most audiovisual materials and
current items.
There is no guarantee that a requested item will be obtained, nor can the delivery date of an item
be guaranteed. Patrons are limited to submitting a maximum of five requests at one time.
Patrons must honor any restrictions placed on items by the supplying Library, as well as the due
date set by the Arcadia Public Library. If items are returned after the due date, overdue fines will
be collected. If an extension of a loan is requested, the Library will try to have the loan period
extended; however, there is no guarantee that an extension will be granted, and items are subject
to recall by the supplying library.

REPRODUCTION OF LIBRARY MATERIALS
General Library Materials
The Library recognizes the need for patrons to make copies of various Library materials. In order
to To facilitate copying, self-service photocopy machines and printers for computers are made
available. A per page fee is charged.
Historic Library Materials
The Library also provides a mechanism for the reproduction of its historic photographs and local
history materials. Because of their rare and fragile nature, these materials may not be borrowed.
Arrangements may be made for patrons to bring in their own equipment, have a professional
photographer make copies on the premises, have Library staff make digital copies or work though
the Library’s designated photographer.
Charges for Photographic Reproductions: Patrons will be responsible for the cost of the
reproduction of the materials; these charges are payable directly to the photographer or the
Library if staff makes copies in any media. In order to To help the Library preserve the material,
the patron will also be responsible for the cost of creating an archival quality negative if the Library
does not already own one.
Use Charges: Patrons will also be responsible for paying use charges directly to the City of
Arcadia at the time an order is placed. Use charges fall into the following categories:
Private or non-profit use: this fee is for one-time use of an image by individuals or non-
profit groups.
Commercial use: this fee is for one-time use of an image in publications, media, electronic
media or public display.
The Director of Library and Museum Services shall have authority regarding use of historic
materials and interpretations of policy decisions. Appeals may be made to the Library Board of
Trustees in writing.
Credit: The Arcadia Public Library must be given credit as the source of an image when it is used
in any publications, media production, web site or public display. The credit line should read:

Confidentiality of Patron Information
Background
The Arcadia Public Library protects the confidentiality of patron information as part of its
commitment to intellectual freedom. Confidentiality and privacy are essential to free speech,
free thought, and free association.
Information Collected
The Arcadia Public Library collects Anonymous Information and Personally Identifiable
Information. Anonymous information is information that does not identify specific individuals and
is automatically transmitted by your browser. This information can consist of:
The URL of the website you previously visited.
The domain names and/or IP addresses which are numbers that are automatically assigned
your computer whenever you are connected to the Internet.
The browser version you are using to access the website.
This information is used to collect statistics on use of the City/Library’s website.
Personally Identifiable Information:
The Library will collect only information needed to contact library users, such as mailing
address, email, phone number, etc. in order to ensure the proper notification, lending, and return
of library materials and collections of fines. Records will be retained for the shortest length of
time necessary to facilitate library operations.
Individuals may submit their name, email, address, postal address, telephone number or other
identifying information in order to receive library services such as borrowing privileges, access
to public computers, Wi-Fi, databases, receiving personal responses to questions, receiving
Library promotional materials, or being added to specific mailing lists. The Library does not sell,
rent, or otherwise distribute information to outside parties except for possible uses related to the
recovery of materials. However, library records may be subject to disclosure to law enforcement
officials under provisions of the USA PATRIOT Act Uniting and Strenthening America by
Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act (USA PATRIOT
Act) and under some circumstances, librarians may be forbidden to disclose that certain records
have been requested or obtained.
The Library will make every reasonable effort to protect your privacy. It restricts access to your
personally identifiable information to those employees that will respond to your request. The
Library does not intentionally disclose any personal information about our users to any third
parties inside or outside the Library. The Library only collects personally identifiable information
that is required to provide service. You can decline to provide us with any personal information
on any site on the Internet at any time. However, should you choose to withhold requested
information, the Library may not be able to provide you with the online services dependent upon
collection of that information.

Borrower Records
Confidentiality extends to all records with identifying information about patrons, including their
requests for information and materials and their loan transaction. It also includes their use of
Library computers and the online sites and resources they access. The Library will keep patron
information confidential and will not disclose this information except as necessary for the proper
operation of the Library, upon consent of the patron, pursuant to subpoena or court order, or as
otherwise required by law.
Third Party Partners
The Library works with third party partners to provide certain services to Library patrons.
Information a patron submits to the Library may be provided to these third parties so they can
assist the Library in providing certain services. Patrons are encouraged to read and become
familiar with the privacy policies of these third party partners.
External Websites
The Library website also contains links to external websites not maintained by the Library. The
Library cannot be responsible for patron privacy when visiting other websites. Once patrons link
to another website, they are no longer subject to the Library’s Confidentiality of Patron
Information policy, but the privacy policy or statement, if any, of the website they have linked to.
Remote Access to Electronic Resources and Web Server Usage Tracking
The Library may track the usage of the Library website and other library systems and services
accessed through Library servers.
The Library automatically collects and stores: the untitled name of the domain and host from
which you access the Internet; the Internet protocol (IP) address of the computer you use; the
browser software you use and your operating system; the date and time you access the
Library’s sites; and the Internet address of the site from which you linked directly to the sites.
The Library uses this information only as anonymous aggregate data to determine the number
of visitors to different sections of the Library’s website and to help make the sites more useful.
The Library does not use the information to track or record information about individuals.
Remote Access Databases
Many of the Library’s electronic databases can be freely accessed from anywhere by anyone
with a valid Arcadia Public Library card. The vendors of some of these databases collect
statistics such as the names of the databases used, how often they are used, and whether they
are used in the Library or by remote access. The vendors provide the statistics to the Library.
Database vendors used by the Library do not track personal information or specific queries
submitted to the databases.

This policy applies to all Library patrons. The responsible adult listed on the minor’s account of
patrons under the age of 18 may have access to their child’s borrowing record. Otherwise, this
policy fully applies to minor patrons.
Security
The library operates "secure data networks" protected by industry standard firewalls and
password protection systems. Only authorized individuals have access to the information
provided by our users.
When a library application accepts credit cards or any other particularly sensitive information for
any of its services, it encrypts all ordering information, such as your name and credit card
number, in order to protect its confidentiality.
Non-Library Websites
Non-library websites may be linked through the library's website. Many non-library sites may or
may not be subject to the Public Records Act and may or may not be subject to other sections of
California Code or federal law. Visitors to such sites are advised to check the privacy statements
of such sites and to be cautious about providing personally identifiable information without a
clear understanding of how the information will be used.
Procedures for Handling Requests for Library Records
The Library, in accordance with California Government Code 7927.100 and 7927.105,
recognizes its responsibility to protect library circulation records and other records that identify
borrowers. However, statistical reports of patron use, records of fines imposed on borrowers,
and records of fines collected by the Arcadia Public Library
Library staff who are approached by a law enforcement officer or agent with any request or court
order to examine or obtain the library records of any library user will ask for identification and
direct the officer or agent to the City Librarian or other designated person in charge. The City
Librarian or designated person in charge will review the request or search warrant and seek the
advice of the City Attorney.
Search warrants signed by the court are immediately enforceable. Staff will request
identification and a copy of the warrant. Staff may request that the agent or officers direct
inquires through the City Librarian or the designated person in charge. The City Librarian or
designated person in charge may request time to scan/email the warrant to the City Attorney for
verification. If the officer or agent wishes to immediately enforce the search warrant, staff
should not interfere but should proceed to notify the City Librarian or designated person in
charge of the search.

(2) Any written record or electronic transaction that identifies a patron’s
borrowing information or use of library information resources. This includes, but
is not limited to, database search records, borrowing records, class records, and
any other personally identifiable uses of library resources, information requests,

(b) This section does not apply to either of the following:
(1) Statistical reports of patron use.
(2) Records of fines collected by a library.
(c) All patron use records of a library that is in whole or in part supported by public
funds shall remain confidential. A public agency, or a private actor that maintains or

(1) By a person acting within the scope of the person’s duties within the

Guidelines for Personal Belongings Brought into the Library
Be watchful of personal possessions. The Library is not responsible for lost, damaged, or
stolen personal property. Unattended belongings may be removed by Library staff and put
in Lost and Found.
Library or Security staff may prohibit the entry of persons when staff determines that their
belongings are, in the aggregate, large in size or quantity. Items such as a backpack, book
bag, briefcase, purse, etc. are permitted. Musical instruments are allowed but must not
be played without consent of the Library staff.
Personal belongings shall not obstruct aisles, walkways, and corridors, working spaces,
and reading areas of library facilities.
Bedrolls, blankets (except for young children) or other types of sleeping gear are not
permitted in library facilities.
Bicycles, shopping carts, or other large wheeled conveyances are not permitted.
Wheelchairs and strollers or other ADA assistive devices are permitted if being used for
transport of an adult or child. Skates, skateboards, and collapsible scooters must be
carried. Bicycles should be stored in designated bicycle racks outside.
Guidelines for Minors and Dependent Patrons
Staff are available to assist children with Library materials or services. However, the
Library is a public building with staff trained to provide public library services. The Library
is not equipped, and it is not the Library’s role, to provide long or short-term child or
dependent adult care.
Parents and caregivers are responsible for monitoring and regulating the behavior of their
dependents.
Children under the age of 11 may not be left unattended in or on the grounds of the Library.
For the safety and comfort of children or dependents, a responsible adult or caregiver over
the age of 14 must remain with their child or dependent while they use the Library.
Children seven and older may attend Library programs without a parent or caregiver;
however, the parent or caregiver must remain inside the Library during the program.
Unattended children will be asked to call their parents or guardian for pick-up. If staff is
unable to reach the parents or caregiver , the Arcadia Police Department will be contacted.
Enforement
Enforcement options may include:
Authorized Library staff and/or Arcadia Police officers may intervene to stop prohibited activities
and behaviors. Failure to comply with these rules may result in 1.) Withdrawal of a person’s
permission to remain on Library property. 2.) Issuance of a Notice of Exclusion from Library
property for a period of one day to 30 days or longer as applicable by law.
Children ages 4 to 12 years may register for the program and read 5 books to
earn one gift card redeemable for a free In-N-Out hamburger, cheeseburger, or
cheese sandwich.
Children will log book titles online using the Library's "Cover to Cover Club"
database.
Kids who do not yet read may earn credit by having books read to them.
Those titles must be logged into the "Cover to Cover Club" database.
Participants may visit the Jerry Broadwell Children's Room upon reading and
logging 5, 10, or 15 book titles.
Children may earn up to three gift cards during the six-week program.
Gift cards will be available while supplies last.

https://www.ArcadiaCA.gov/library beginning Saturday, October 7, 2023.
All books titles must be logged and earned gift cards claimed by

In observance of National Vinyl Record Day (August 12), our featured historical photo
shows the record listening center at the Arcadia Public Library, 20 W. Duarte Road, which used
to keep collections of vinyl records. Taken in 1962, a year after the library's grand opening, this
captures a patron in musical reverie, while a staff member behind the desk, stands poised to
answer any reference question. On the right side, a telephone, card catalog, and a timeless
clock, complete the nostalgia of this scene.

THURSDAY, JULY 20, 2023
CALL TO ORDER – Chair Miriam Carter called the meeting to order at 4:33 p.m., in the
Conference Room of the Library.

ELECTION OF OFFICERS AND APPOINTMENT OF LIAISON

Chair Carter nominated Trustee Renfrew for the position of Chairperson. The motion was
seconded by Trustee Seaver and approved by a voice vote.

REPORTS FROM LIBRARY TRUSTEES / LIAISONS
Trustee Akalamkam introduced himself to the Library Board. He worked with Disney for nine years
as an engineer. He has a background in IT. He volunteers with UC Riverside with the Design
Thinking Program, Boy Scouts, and he is also a board member at a Temple. He speaks four
languages, has two children, a daughter who is currently studying at UC Davis, and a son who is
in 11th grade. His wife has been working with Disney for 14 years. Additionally, Trustee
Akalamkam asked what types of books are being provided to students? He would like to see a
snack bar run by volunteers to generate money. He would also like to research other libraries to
see what else we can do. He noted that the Glendale Library is very lively. He asked about
teleconferencing for a few meetings because some Thursdays will be a little difficult for him to
attend.
Trustee Liao reported that Law Day was well attended on Saturday, June 24. There were 27
lawyers who volunteered and 25 to 27 ACA volunteers on the day of the event. ACA provided
lunch for the lawyers. There has been a lot of positive feedback from the public, who would like
more Law Day events, even monthly. Almost all the City Councilmembers attended Law Day.
Additionally, about 50 percent of the attendees were Arcadia residents. Next year Law Day might
be in a different venue. It was noted that it was a little too crowded in the Library Auditorium.
Chair Renfrew thanked Trustee Liao for helping generate sales in the bookstore on Law Day. She
also reported that she met with some of the Friends of the Library members in July, to create a
calendar of events for the year. A membership drive is coming soon.
REPORTS FROM THE DIRECTOR
Announcements / Statements / Future Agenda Items
Director’s Update: Director Bradley congratulated newly elected board members. She
discussed recent contracts Administration staff are working on, including the recent RFP for a
new security company. Trustee Seaver asked how we rank each security company and Trustee
Akalamkam asked if we only have security during library hours. The Director explained the
procedures for a Professional Service Agreement and added that the Library is lucky to have a
supportive city who sees the need for a safe place. Trustee Akalamkam stated that having security
gives the public a sense of security.
Monthly Statistical Report: June 2023: Trustee Seaver suggested that we separate the
statistics gathered during Covid-19, by adding a separate column on the right-hand side,
indicating Covid-19 numbers. He mentioned that the numbers were interesting to see, but not
relevant. The statistical comparison should compare previous numbers (pre-Covid/when the
library was fully open) and present numbers. Director Bradley responded that she would present
the new version at the next meeting.
Trustee Seaver moved to not include statistics gathered during Covid-19 on the monthly statistical
report for comparison with current numbers. Also, to create a new monthly statistical report, which
only shows Covid-19 numbers, but does not include figures for comparison. Trustee Liao
seconded the motion.

Additionally, the Library’s gate count is higher than the previous month. Director Bradley also
noted that the circulation numbers are lower this year compared to 2022. Last year, staff were
discarding items in preparation for RFID. This year’s numbers are more accurate since we have
completed the RFID project.
Monthly Report Narrative: June 2023: Chair Renfrew explained the monthly narrative report to
Trustee Akalamkam, which is a compilation of services, events, programs, etc. that Library staff
offers the community. Director Bradley highlighted the Exploratorium program by Children’s staff,
which are drop-in weekly STEM activities with no registration required.
Trustee Seaver moved that the Board is impressed by the volume and quality of monthly activities
as recorded in the narrative. The motion was seconded by Trustee Carter.

Financial Report: June 2023: The new financial report, requested by Trustee Seaver at the last
meeting, was presented to Library Board members. He would like to see the report in Excel
format. Board members asked if the Library could ask for an increase in the budget. Director
Bradley explained that we can ask for an increase in the budget during the budget process and
further explained how the budget process works. Trustee Seaver would like a one sheet version
that shows expenses for materials (books) only. Chair Renfrew mentioned that she has had a
request from a member of the public for computer learning classes to return. Trustee Akalamkam
asked who manages the Arcadia website; Director Bradley explained that each city department
is responsible for updating and editing their own pages.
Budget Update: The budget is done and has been approved by City Council. Office Coordinator
Elizabeth Manzano is opening the books for the new fiscal year.
Staff Reports: Director Bradley reviewed each staff report with Library Board members. Chair
Renfrew asked what CEQA means, which stands for California Environmental Quality Act. Its
intent is to inform the public about any environmental effects and is required in each staff report.
Staff Update: Library Services Manager Alba reported that a new Library Aide recruitment will
open on Monday, July 24. We currently have nine vacancies to fill. Additionally, after recruiting
for several months for the Account Services Supervisor, a conditional offer has been made to a
candidate.
Policy Manual: Director Bradley briefly explained the process for reviewing the policy manual to
Library Board members. Library staff will also be reviewing the policy manual soon. A discussion
followed about book banning and what the library’s process is per the Policy Manual. Director
Bradley informed Board members that the Library has not had many challenges over the years.
She also advised Library Board members to review the Collection Development and Social Media
policies.
Gilb Museum of Arcadia Heritage: The new Museum Education Coordinator, Daniel Estrada,
is settling in. A paleontologist from the Alf Museum will be present on Dino Day at the Museum.
The program takes place on Saturday, August 19, at 1:30 p.m. Museum staff and volunteers are
keeping busy, and the staff is currently working with two Getty interns.
Calendar of Activities for Adult and Teen Services: July 2023: Teen Zone will start on the first
day of school, Wednesday, August 16. Director Bradley mentioned that the English Conversation
Class is returning in mid-September on Thursday’s from 10 a.m. to 12 p.m. The class includes
pronunciation drills and reviewing commonly used vocabulary. Library Services Manager Smith
is currently looking for volunteers. Tutors that speak Mandarin and/or Cantonese are needed.
