RESOLUTION NO, 803
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDING
CERTAIN ZONE CHANGES AND CHANGES IN THE
GENERAL PLAN RELATIVE TO CERTAIN PROPERTY
ON NAOMI AND CAMINO REAL WEST OF BALDWIN
AND ON BALDWIN BETWEEN CAMINO REAL AND
CALLITA.
WHEREAS, a public hearing was held on January 9, 1973,
for the purpose of making recommendations relative to certain
proposed zone changes on certain property on Naomi Avenue and
Camino Real Avenue west of Baldwin Avenue and on Baldwin Avenue
between Camino Real Avenue and Callita Street, hereinafter more
particularly described in Section 9 of this resolution; and

WHEREAS, all interested persons were given full oppor-
tunity to be heard and to present evidence;
NOW, THEREFORE, BE IT RESOLVED that the Planning
Commission makes the following recommendations, determinations
and findings:
SECTION 1. That the property described as Area 1,
commonly known as 9808-9834 Naomi Avenue and 756-818 Naomi Avenue
and 6732-6756 Golden West Avenue, be reclassified from Zone C-l
and C-2 to Zone R-3.
SECTION 2. That the property described as Area 2-1,
except the eaSterly 80 feet thereof, commonly known as 711-733
Camino Real Avenue, be reclassified from Zone C-2 to Zone R-3.

SECTION 3. That the property described as Area 2-2,
commonly known as 741-803 Camino Real Avenue, be reclassified from
ZorteC-2 to Zone R-3.
SECTION 4. That the property described as Area 3,
commonly known as 720-734 Camino Real Avenue, be reclassified from

SECTION 5.
commonly known as 716
That the property described as Area 4,
Camino Real Avenue and 1601-1609 Baldwin
Avenue, be reclassified from Zone R-l to Zone R-3.
SECTION 6. That the property described as Area 5,
commonly known as 710 Camino Real Avenue and 1505 Baldwin Avenue,
be reclassified from Zone R-l to Zone C-2.
SECTION 7. That the Planning Commission finds that the
proposed zone changes are in greater conformance with the General

cnaracter, and that said residential charac.t.er should be preserved.
3. That property values will be stabilized and enhanced
by. the proposed changes in zone..
4. That the residential character of the area will

slowly deteriorate under the present zoning.
5. That under the present zoning a considerable mixture,
of uses could occur creating undesirable conditions.
6. That no commercial development has taken place on
the property which is zoned commercial for more than five years.
7. That the R-3 zoning as compared to the R-2 zoning
will provide incentive for upgrading the improvements and assembling
some of th~ smaller lots in.to larger parcels.

8. That each of the three lots excluded from the recommen-
dation for rezoning in Area 3 are developed with R-2 intensi~ies, apd
properties adjacent to and westerly of said Area 3 on the south
side of Camino Real Avenue are zoned and developed for one-family
residences and that because of these factors the property should
remain R-2; that the easterly 80 feet of Area 2-1 is excluded be-
caus'e the property has just been sold for the purpose of constructing
a commercial office building which will provide a desirable tran-
sitional use.
9. That the public convenience, necessity and general
welfare justify the proposed zone changes.
SECTION 9. S,aid property is described as follows.:
Area 1. Those portions of Lots 5 and 6, Block A of Sant~
Anita Land Company's Tract as shown on map recor,ded in Book 6,
page 137 of Maps in the office of the Recorder of Los Angeles County,
described as follows.: Begim'ling at the intersection of the southerly
line of Naomi Avenue (55 feet wide) and the easterly line of Golden
West Avenue (60 feet wide); thence easterly 762 feet along said ,
southerly line; thence southerly 305 feet parallel with said easter,ly
line; thence westerly parallel with above mentioned southerly line
to the easterly line of Golden West Avenue; thence northerly along.
said easterlY line to the point of beginning.

Area 2-1. That portion of Lot 8, Block A of Santa Anita I
Land Comp~ny's Tract as shown on map recorded in Book 6, page 137
of Maps in the office of the Recorder of Los Angeles County,
described as follows: Beginning on the north line of Camino Real
Avenue 211.35 feet easterly of the southwest corner of said lot;
thence continuing easterly along said north line 308.79 feet;
thence northerly 176.1 feet ~arallel with the westerly line of
said lot; thence westerly 308.79 feet parallel with the southerly
line of said lot.; thence. southerly in a direct line to the point
of beginning.
Area 2-2. Those portions of Lots 7 and 8, Block A of
Santa Anita Land Company's Tract as shown on map recorded in
Book 6, page 137 of Maps in the office of the Recorder of Los Ange~es
County describeq as follows: Beginning on the north line of Camino
Real Avenue 66 feet westerly of the southeast corner of Lot 7 of I
said tract; thence northerly 300 feet parallel with the easterly I
line of said lot to the northerly line thereof; thence easterly. I
166 feet along the northerly line of Lots 7 and 8; thence southerly
123.9 feet parallel with the westerly line of said Lot 8; thence I
easterly 111.35 feet parallel with said northerly line; thence

as follows.: Beginning at the northwesterly corner of said lot;
thence easterly along the northerly line thereof 396 feet; thence
southerly parallel with the westerly lot line 300 feet to the
southerly lot line; thence westerly along said southerly lot line
to the westerly lot line; thence northerly along last said .line td
the point of beginning, EXCEPT the westerly 182 feet thereof known
as 738 to 750 West Camino Real Avenue.
Area 4. Those portions of Lots 1 and 4 of Block G of
Santa Ani ta Land Company I s Tract as s.hown on map recorded in Book '6.,
page 137 of Maps in the office of the recorder of Los Angeles
County, described as follows: Beginning at the intersection of the
northerly line of said Lot 1 and a line parallel with and distant
easterly 396 feet from the westerly line of said lot; thence easterly
75 feet along said nqrtherly line; thence southerly parallel with
said westerly line 160 feet; thence easterly parallel with said
northerly line 140 ,feet to the westerly line of Baldwin Avenue
92 feet wide; thence southerly along last said westerly line 344.64
feet; thence westerly parallel with said northerly lot line 460.30
feet; thence northerly parallel with said westerly line to the
northerly line of said Lot 4; thence easterly along last said lot
line 246.30 feet; thence northerly parallel with said westerly lot

cribed as follows: Beginning at the intersection of the southerly
line of Camino Real Avenue (60 reet wide) and the westerly line of
Baldwin Avenue (92 feet wide); thence southerly along said westerly
line 160 feet; thence westerly parallel with said southerly line
140 feet; thence northerly parallel with said wes,terly line 160
feet; thence easterly along said westerly line 140 feet to the
point of beginning.
SECTION 10. The Secretary shall certify to the adoption
of this resolution.
