RESOLUTION NO. g02 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A ZONE CHANGE FROM R-l TO R-2 ON PROPERTY LYING SOUTHWEST OF FOREST AVENUE AND FIRST AVENUE PRESENTLY ZONED R-l. WHEREAS, a public hearing was held on January 9, 1973, for the purpose of considering changing the .zone from R-l to R-2 on the property lying southwest of Forest Avenue and First Avenue which is presently zoned R-l, more particularly described as follows: Beginning at the southeast corner of Lot 7, Tract No. 3112, as per map recorded in Book 29, page 68 of Maps, in the o~fice of the Recorder of Los Angeles County; thence norther:y 150 feet along the easterly line or' said Lot 7; thenc.e westerly 62.5 feet parallel with the northerly line of said Tract; thence northerly 50 feet parallel with the easterly line of said Lot 7; thence westerly parallel with above-mentioned norttJ,erly ;Line to a point on a line that is parallel wjth said westerly line of said Lot 7 and distant 2.5 feet westerly therefrom; thence northerly along last said parallel line to above- mentioned northerly line; thence easterly along said northerly line to the southeasterly corner of Lot 74, Tract No. 7820 as per map recorded in Book 83, page 30 of Maps, in the office of Baid recorder; thence northerly along the easterly line of said Lot 74 to the southerly line of Forest Avenue (60 feet wide); thp.nce westerly along said southerly line to the nortb:e~ t2rly line of the Foothill Freeway; thence southeasterly along said northeasterly line to the southerly line of above-mentioned Lot 7; thence easterly along said southerly lihe to the point of beginning. WHEREAS, all interested persons wer~ given full opportunity to be heard and to present evidence; and WHEREAS, the proposed rec.lassifying would not adversely affect any adjacent property; -1- 802 -< . . . . NOW, THEREFORE, BE IT RESOLVED: SECTION 1. That the Planning Commission recommends to t~e City Council that the zoning on the above described property be changed from R-l to R-2. SECTION 2. That the Planning Commission finds that the proposed change would provide uniform zoning within the area and that the publiC convenience, necessity and general welfa~e justify .' the above zone change. I SECTION 3. The Secretary shall certify to the adoption qf this resolution. January 9, 1972 TO: PLANNING CO~WISSION FROM: PLANNING DEPARTMENT SUBJECT: ZONE CHANGE' 2l'~ 7Z -1 0 The Planning Department has in-itiated' zone change pro- ceedings for the consideration of the reclassification of all property lying to the southwest of Forest' Avenue and First Avenue, presently zoned R-l. LAND USE AND ZONING The subj ec,t lots arefi ve CS} individua-I lots zoned R-l, three (3) of which are undeveloped, and two (Z) of which have single family residences. Properties to the north are zoned R-l and R-2 and developed with single family residences. Property to the east is zoned R-2 and is developed with four (4) single family residences and the vacant Monrovia- Arcadia Baptist Church, and one duplex. Property to the southeast is zoned R-2 and is comprised of three (3) vacant lots. The property immediately to the south and west is State-owned freeway property. HISTORY In April of 1965 the State took possession of properties in th.e area, including the ,Southwestern 'portions of Lots 1 and 2, 3 and 4 for development of the Foothill Freeway. This produced a triangle of 'land to the north of the freeway, with eight (8) irregular and triangular shaped lots, including the subject lots. Three (3) of the subject lots (1, 2 and 3) became land-locked, and ,ostensibly useless. Lot 1 was bought by the owners of 711 ,First Avenue and ,forms the tear portion of said lot, but Lots 2 and 3 remain land-iocked and State owned. In May of 1972 the -City Council adopted Ordinance 1451 which reclassified all R-3zoned, property 'in' the area on both sides of First Avenue between the Foothill Freeway and Foothill Boulevard, to "zone -R-2;' This lef.t the 'subject lots in the R-l zone, with the p.roperty:immediate}y adjacent to the east reclassified to zone R-2. . . . : . . 2-72-10 2 The General Plan ,indicates this ar~a to be low density residential. ANALYSIS Lots owners of said lot. R- 2. 1, ,2 and, 3 al'e unimproved.' Lot 1 is owned by the 711 First Avenue and-forms th~rearportion of Presently the lot at 711 First Avenue is zoned Lot 1 is irregular in shape due t,o the freeway construc- tion, and is a total of 8,&59.4 square feet, or .19 acres. It is suggested that Lot 1 be rezoned R-2 to bring it into conformity with the zoning of the properties fronting on Fi rs t Avenue. Lots 2 and 3 are owned by the State, and are zoned R-l~ They have no access to any thoroughfare, and are essentially land-locked and undevelopable. In order to increase the potential for the future use of these lots, 'i tis recommended to rezone the property to R-2. They are composed of 7,925 square feet, or .18 acres. If, how~ver, they are changed to R-2 it may act as an incentive for future use of the land in conjunction with other R-2 property ,development. Lots ~ and 5 are developed with single family residences fronting on Forest Avenue; and both are zoned R-l. Lot 4 is irregular in shape due to. the freeway 'construction, but still cont&ins 7,428 square feet, or .17 acres. Lot 5 is rectangular and contains 6,820 square feet, or .15 acres. Both of these lots, while zoned R~l, are nonconforming with respect to the minimum allowable R-l lot size (7,500 square feet). It is recommended to rezone Lots 4 and 5 to R-2 in order to provide uniformity of zoning with other R-2 property in the area, RECOMMENDATION Rezone the subject ,lots from R-l to R-Z in order to provide uniform zoning within the area; This is contrary to the recommendations ,of the General .Plan; 'however, it is felt that uniformity of zoning in this"par-ticular area is more in conformity with good zoning pr~ctices, .than duality of zoning.
