RESOLUTION NO. 797
A RESOLUTION OF THE PLANNING COMMISSION
OF THE qTY OF ARCADIA ~COMMENDING
AMENDMENTS TO THE ZONING ORDINANCE RELATING
TO SERVICE STATIONS.
WHEREAS, puqlic hearings were held on October 24 and
November 14, 1972, to consider. amending the zoning ordinance
to service stations, at__which..public hearings all interested

persons were given full opportunity to be heard and to present evi~
dence;

NOW, THEREF.ORE, BE IT RESOLVED THAT THE PLANNING COMMISSION
HEREB~ FINDS AND DETERMINES AS FOLLOWS:
SECTION 1. That Section 9220.6 and Section 9275.1.38 of
the Arcadia Municipal Code be amended to read as follows:

"9220.6. AUTOMOBILE SERVICE STATION. A retail business
engaged primarily in the sale of motor fuels, but also supplying
goods and services generally r.equired in the operation of and
maintenance of automotive vehicles."
"9275.1.38. AUTOMOBILE CAR WASH. C-O or any less re-
strictive commercial or industrial zone."
SECTION 2. That Section 9220.6.1 and Se~tion 9275.2.16
be added to the Arcadia Municipal Code to read as follows:
"9220.6.1. AUTOMOBILE CAR WASH. Any building or portion
thereof containing facilities for the washing of automopiles using,
mechanical means."

SECTION 3. That Section 9220.62 be deleted from the
Arcadia Municipal Code.
SECTION 4, The Planning Commission finds that the public
convenience, general welfare, and good zoning pract1ce justify the
above amendments.
SECTION 5. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

BAY

APPLICATION
The applicant. Shell Oil Company. is req~esting
that the City's Zoning Ordinance "Definiti()ns" (Section
9220.6. AUTOMOBILE SERVICE STATION. line 3... "and one
(1) wash rack.....") be amended and expanded in order
to permit automated car wash equipment to be located
completely within a bay of a service station.
The proposed automated equipment would be devoid
of any blower or other nOise-producing drier system(s);
the two-minute car wash would be offered to all customers
"free with any Fi11.-Up." The only change to the service
station bay would De to provide a garage door opening
at each end.
Th'e motorist would drive his automobile into the
bay and remain inside his parked auto while the service
station attendant activates the automated equipment.
The car wash equipmentj consisting of detergent. water.
five rotating brushes and a spray wax finish. would
travel back and forth over the automobile. Upon comple-
tion of the wash and wax cycle. the motorist would drive
out of the bay. ,
It is proposed that no wheel guides or extra curbing
would be located outside of the station bay.

On Friday, October 13, 197,2 and Tuesday, October 24,
two staff members of the Planning Department visited a
similar automated car wash facility on the Enco (Humble
Oil) Service Station, located at the corner of Myrtle and
Huntington Drive in Monrovia. It was observed that no
appreciable noise resulted from the operation of the
facility; water drainage was adequately handled; there was
no interior traffic problem nor was there inter,ference
between motorists using the car wash facility and those
customers stopping to purchase gas, oil or other miscella-
neous automobile items and products.
The Planning Department believes that this use should
be considered as permitted incidental use of a service
station. The proposed use of a service station bay for
an automated car wash which would be incidental to the
primary function of an automobile servic.e station, may not
necessarily be detrimental to the primary use of the sub-
ject property or to the surrounding properties. However,
each proposal for such a facility should be carefully con-
sidered in terms of the specifics of the proposal and its
relationship to the subject property and to adjoining
properties.
RECOMMENDATION
Rather than amending the existing Zoning Ordinance
to specifically include this activity, the Planning De-
partment recommehds the following changes and additions to
the Zo~ing Ordinance definitions:

vice Station. A retail business engaged primarily

or indust,rial zone."
......Section 9275.2.16. be added to the conditional use
permit regulations to read "Expansion of Uses. No
expansion of existing uses or services shall be
permit.ted f.e-l'H.a business unless a new conditional
use permit is filed and approVed for the propesed
expansion."
The Conditional Use Permit process affords the
opportunity for sufficient review of each specific pro-
posal to determine if the proposed s-i te is adequate in
terms of s,ize and circulation and if the proposed use
would harmoniously adjust to the proposed development and
to the surrounding areas,.

APPLICATION
The applicant, Shell oil Company, is requesting that

rack,....") be amended and expanded in order to permit
automated car wash equipment to be located completely
within a bay of a service station.
The proposed automated equipment would be, devoid of
any blower or other noise-producing drier system(s); the
two-minute car wash would be .offered to all customer.s 'Free
with any Fill-Up'._ The only change to the service station
bay would be to provide a garage door opening at each end.
The motorist would drive his automobile into the bay

The existine: third or wash bav utilizine: hand labor is slow. ineffi-
cient. and costly to the customer and public. The automated
mechanical washing machine will greatly enhance the convenience
to the customer with a two minute car wash and at no cost as it will
be merchandized "Free with any Jill-up. "

Mechanical IIi-Bay Car Wash System proposed for this location.
The nearest like installation mav be seen at Mvrtle and Huntinlrton

The MinI'l\litter car wash is a total system for
merchandising a service that e.ncotirages customer
loyalty, promotes traffic, and builds profits in auto-
mobile-related businesses through various methods,
including promotional programs, reduction of clean-
ing costs, and sales of an additional high-profit serv-
ice to' established customers.
The reason the Mini-Mitter is so .successful at
building profits'in such applications is the total-system
concept around which it has been developed. For ex-
ample, the average auto-related facility. easily accomo-
dates the equipment-no special pits or structures are
required. Fu-rther, the system is simple and inexpensive
to operate, and.it is engineered for reliability. These

The Mini-Mitter unit itself is built around a fuU set
of five automaticaUy controlled brushes that contact
