RESOLUTION NO. 793 A .RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT FOR A READING SCHOOL AT 111 AND ll3 EAST HUNTINGTON DRIVE. WHEREAS, on October 9, 1972, American Reading Centers, Inc. filed an application for a conditional use permit for a read.- ing school, Planning Department Case No. C.U.P. 72-14, on the property commonly known as III and 113 East Huntington Drive, more particularly described. as follows: . , The easterly 67 feet of Lot 1 and the westerly 25 feet of Lot 4, Block 75, Arcadia Santa Anita Tract, in the City of Arcadia, County of Los Angeles., State of California, as per map recorded in Book 15, page 89, of Maps, in the office of the County Recorder of said County; and WHEREAS, a public hearing was held on said matter on October 24, 1972, at which time all interested persons were given .. full opportunity to be heard and,to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. The subject property is developed with a store . and a parking lot and zoned community commercial with a D and H overlay (C-C D & H). The property to the north across the public alley is developed with a parking district parking lot, and is zoned C-C D & H. The site contains'approximately 4,305 square feet. The building contains approximately 2,680 square feet. The applicant proposes to remodel the interior of the building, creating two classrooms and a general purpose area. The two classrooms are proposed to accommodate twenty students each. A total of six staff members would be employed. Class sessions -1- 793 v' '. ... '. . would be two hours long. The applicant has stated in,his applica- tion that for the most part students would be dropped off and pic~ed up. There are fi veparking spaces on the site and an additiomi'l 64 in the parking district parking lot. SECTION 2. This Commission finds that: - 1. The granting of a 'conditional use permit as herein- after provided, will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicini ty . 2. The use applied for at the location indicated is properly one for which a conditional use permit, is anthorized. 3. The site for the 'proposed use is adequate in 'size' ... and shape to accommodate said .use, and all yards, parking, loading, landscaping, and other features required.:-to adjust said use with'. the land and uses in the neighborhood. 4. The site abuts streets and highway~ adequate in width and pavement type to carry the kind of'trafficcgenerated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the general plan. SECTION 3. That for the foregoing reasons, subject to the approval of the City Council, this Commission grants a condi- tional use permit for the use of said property for school purposes, subject to the following conditions: 1. The use shall be limited to a reading school which shall be conducted within the existing building~ the interior of . which may be remodeled. 2. The use shall.comply with all laws, ordinances and regulations relating to use of property as a reading school. -2- 793 , . . . 3. The existing five parking spaces shall be maintained for use of the school. 4. The' parking area shall be improved with landscaping and permanent irrigation in accordance with plans submitted to and approved by the Planning Director, provided such ~mprovements ma~ I _ be postponed a reasonable time to 'determine whether such improvements are consistent with plans of the Parking Place Commission. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. There are five parking space. s on the site and an additional 64 in the parking district parking lot. - ANALYSIS There appears to pe ample parking available to meet the needs of the proposed development. It is not anticipated that the proposed use would generate greater traffic problems in this area. The applicant's plan does not indicate any parking lot improvements or landscaping. Mr. Lou Pollard is currently working with the Downtown Parking Districts for the further development and improvement of the parking districts. In this light the requiring of improvements may not be reasonably justified at this time. It is the judgment of the Planning Department that the proposed development and use of this property will not have a "significant" impact on the environment, and, therefore, the preparation of an Environmental Impact Statement is not l'equiredfor the consideration of this item. RECOMMENDATION The Planning Department recommends that this applica- tion be approved subject to the following conditions: 1. The conditions as outlined in the report from the Department of Public Works shall be complied with to the satisfaction of the Director of Public Works. 2. If in the opinion of the Director of Planning the improvement of the Parking District does not appear likely in the immediate future,he may request that landscape, irrigation and parking lot plans for the parking area of the subj ect property be submitted to the Planning Department.
