RESOLUTION NO. 791 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A ZONE CHANGE FROM C-O & D TO R-3 ON PROPERTY KNOWN AS .400-480 WEST HUNTINGTON DRIVE AND 504-642 WEST HUNTINGTON DRIVE. WHEREAS, a public hearing was held on October 10, 1972, for the purpose of considering changing the zone from C-O & D to R-3 on the property known as 400 through 480 ,West Huntington Drive and 504 through 642 West Huntington Drive, more particularly described as follows: South side of Huntington Drive between Baldwin Avenue and La Cadena Avenue: Those portion~ of Lots 6 through 20 of Tract No. 2828' as shown on map recorded in Book 33, page 63 of' Maps in the Office of the Recorder of' Los Angeles County, described as follows: Beginning at the southwest corner of Lot 6, thence easterly along said southerly tract line to the southwest corner of Lot 19; thenge north 111.83 feet along the west line of . said Lot 19; thence due east to the east line of said Lot. 19;. thence north al:ong las t said eas t line 125 feet; thence due east to the west line of' La Cadena Avenue; thence north along last said west line to its intersection with the southerly line of Huntington Drive; thence westerly along 'said Drive to the west line of Lot 6; thence south to the point of beginning. September 12, 1972 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: ZONE CHANGE APPLICATION Z-72-7 SOUTH SIDE OF HUNTINGTON DRIVE BETWEEN BALDWIN AVENUE AND HOLLY AVENUE hf-c:.~t ~t.15 ,r'J, ~~ s J..y~fb The Planning Department has initiated zone change proceedings for the consideration of changing the existing c-o & D zone classification for the property along the south side of Huntington Drive to R-3 zone classification. This action is undertaken as a part of the implemen- tation of the recommendations of the General Plan. LAND USE AND ZONING . The entire study area is zoned C-O & D. The pro- perty to the north across Huntington Drive contains Santa Anita Race Track and zoned S-l, R-1, C-2 D & H; property to the south is zoned R-3, C-2 & D, PR-2, PR-3 ,and developed with single family dwellings, duplexes, apartments, a condominium, and parking lot; property to the east is zoned R-l and R-2 and developed with a church and school, and single family dwellings; property to the west is zoned C-2 and developed with mixed commercial uses. (See Land Use and Zoning Map,) The study area contains 21 single family dwellings, 4 duplexes, 122 apartment units, two convalescent hospitals, a medical complex and professional office. The study area contains approximately 20.55 acres. The predominant land use within the study area is for multiple family residential uses. Existing single family dwellings occupy 16.59% (3.4l acres), multiple residential units occupy 50.35% (10.35 acres), convalescent hospitals occupy 13.45% (2.76 acres), medical complex occupies 12.51% (2.57 acres); education (learning center) business occupies 1.71% (.35 acres) and vacant land occupies 5.38% (1.11 acres). . . . Z-72-7 2 . ANALYSIS City Council Ordinance 1014 (adopted May 20, 1958) changed the zoning of the study area from R-3 to C-O & D. In addition, the ordinance permitted the construction of apartment units. The most recent development in the area was the Monterey Apartments. Approval was recently given for the construction of an apartment building to be located on the vacant property at Huntington and La Cadena. The convalescent facilities located within the sub- ject area are a permitted use in zone R-3 with an approved conditional use permit. The single family and two family dwelling units and medical complex and professional office would be considered non-conforming uses if the property is rezoned to R-3. The General Plan indicates this area to be high density residential. RECOMMENDATION . The Planning Department recommends approval of this zone change for the following reasons: 1. There has been little professional office development within the subject area during the last ten years. 2. There is not the demand for office space within the City to foresee the transition of this area to office use in the next few years. 3. There are other areas within the City already zoned for office use which have not been fully developed. 4. More recent development within the areas has been in the form of h~gh density residential.
