RESOLUTION NO. 788
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDING
AMENDMENTS TO THE SIGN REGULATIONS IN
THE RESIDENTIAL ZONES.
WHEREAS, a public hearing was held on July 11, 1972, to
consider amending the zoning ordinance relating to residential
sign regulations, at which public hearing all interested persons
were given full opportunity to be heard and to present evidence;
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING
COMMISSION HER.EBY FINDS AND DETERMINES AS FOLLOWS:
SECTION 1. That the R-O zone sign regulations be amended

to read as follows:
"9251.1.6. SIGNS. No advertising signs, structures or
devices of any charact,er shall be permitted in any R-O First
One-Family Zone, except the unlighted signs hereinafter in this
Title specified located at least ten (10) feet from adjoining
premises and at least five (5) feet from a paved roadway, provided
that where any sidewalk exists, the location shall be at least
three (3) feet from the sidewalk in the direction of the residence;
provided further that where a wall or hedge prevents the sign from
being loc~ted as provided herein, the sign may be placed immediately
adjacent to the wall or hedge.
9251.1.7. SAME. One (1) sign of not to exceed one (1)
square foot in area and containing only the name of the occupant.

9251.1.8. SAME. One (1) sign not to exceed three (3)
feet in height nor four (4) square feet in area for 'the purpose of
advertising the property for sale, lease or rent, except corner

property may have two (2) such sjgnL In lieu of such sign, one (1)
sign not exceeding four (4) square feet in area may be mounted on
a decorate post and arm not exceeding six (6) feet ip height and
of a design approved by the Planning Department.
9251.1.9. SAME. One (1) directional a-rrow type sign
not to exceed one (1) foot by two (2) feet pointing to the premises
for sale, lease or rent. The sign may contain the words "Open
House."

9251.1.9.1. SAME. Where property is located on a cul-de-
sac, one (1) directional arrow type sign not to exceed one (1) foot
by (2) feet may be placed on private property located at the next
through street intersection pointing towards the "open house"
during daylight hours. This sign shall only be permitted if
(1) the owner of said property consents to such use of his property,
and (2) the house offered for sale is open and attended by the owner
or an authorized representative of the owner during any time the
sign is in place.
925l.1.9.2. SAME. Under each "For Sale" sign three ( 3)
smaller signs not to exceed six (6) inches by twenty-four ( 24)
inches may be placed on the sign support..

9251.1.9.3. SAME. Advertising copy may be placed on both
sides of "For Sale" and arrow type signs..
9251.1.10. SAME. Temporary signs of not to exceed
four (4) square feet in area giving the names of the contractors,
engineers and architects during the period of construction on the
premises.
9251.1.11. SAME. Two (2) temporary signs not exceeding
thirty-two (32) square feet in area each, advertising the property

for sale, erected and maintained in a new subdivision during the
period an active sales campaign is being conduc..ted for such sub-
division, but in no event for a period longer than six (6) months."
SECTION 2. That the R-2 zone sign. regulations be amended
by adding See tion 9253.1.9 to read as follows:
"9253..1.9. SIGNS. Signs as permitted in the R-O zone,
in addition to temporary signs."
SECTION 3. The Planning Commission finds that the public
convenience, general welfare, and good zoning practice justify the
above amendments.

SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission of the City of
Arcadia held on the 25th day of July

As the Arcadia Board of Realtors Multiple Listing Chairman, .at the request
of our Board of Governors, L would appreciate your consideration of two
modifications in the Arcadi.a sign ordinance relating to ,Realtors.' "For Sale"
s,igns .
.
In ,many instances, because of walls, buShes' or ',othei: obstacles (see.attached),
the sign .must be displayed', at. th.e' front edge of the' owner's property line to
be seen. Ordinance 9251.1.6 now',states that the' sign can,be no closer than
5 feet from street line. '
The "For Sale" 'sign is the most ,effective tool the seller has to market 1rl.s
property. BecaUse of landscaping he is now prohibited from using this means.
We would recommend that the ordinance be changed to allow the "For Sale" sign
to be ereCted on any portion.of the owner's premises.
Secondly, because many Realtors are using the heaVy redwood post to display
their "For Sale" signs in the interest 'of esthetics (see .attached) and also
because of landscaping problems, we would re.commend that Ordinanc.e 9251.1.8
increase the maximum height of the "For Sale" s.ign from 3 feet to 6 feet.
Additionally, it was unanimously agreed that we in our own industry police our
signs. We feel str~ngly that the city's police. officers have matters of far
greater importance on which to spend theii: time.
Your consideration in this matter will be greatly appreciated by our Realtors
and their sellers.

It is recommended that the following changes in the residen-
tial sign regulations be considered at the public hearing .set for
July 11, 1972:
I. That the R-O regulations be changed to read as follows:
"9251.1.6. SIGNS. No advertising signs, structures or devices
of any character shall be permitted in any R-O First One-Family
Zone, except the unlighted signs hereinafter in this Title specified
located ~t least ten (10) feet from adjoining premises and at
least five (5) feet from a paved roadway, provided that where any
sidewalk exists, the location shall be at least three (3) feet
from the sidewalk in the direction of the residence.
9251.1.7. SAME. One (1) sign of not to exceed one (1)
square foot in area and containing only the name of the occupant.
9251.1.8. SAME. One (1) sign not to exceed three (3) feet
in height nor four (4) square feet in area for the purpose of
advertising the property for sale, le~se or rent, except corner

This sign shall only be permitted if (1) the owner of said

representative of the owner during any time the sign is in place.
9251.1. 9.2. SAME. Under each "For Sale" sign three (3)
smaller signs not to exceed six (6) inches by twenty-four (24)
inches may be placed on the sign support. '
9251.1.9.3. SAME. Advertising copy may be placed on both
sides of "For Sale" and arrow type signs.
9251.1.10. SAME. Temporary signs of not to exceed four (4)
square feet in area giving the names of the contractors, engineers
and architects during the period of construction on the premises.
9251.1.11. SAME. Two (2) temporary signs not exceeding
thir.ty-two (32) square feet in area each, advertising the property
for sale, erected and maintained in a new subdivision during the
period an active sales campaign is being conducted for such sub-
division, but in no event for a period longer than six (6) months.
9251.1.12. SAME. Sigtll!! used to advertise the sale of the
property shall be removed within two (2) weeks after an agreement
has been executed for the sale and purchase of the property. Signs
used to advertise a lease or rental shall be removed upon execu-
tion of the agreement for lease or rental.
II. That the R-2 regulations be changed so as to provide
the same regulations as the R-O zone. (The R-l zone already has
the same regulations as the R-O zone.)

SUBJECT: REAL ESTATE SIGNS IN RESIDENTIAL ZONES
The Arcadia Board of Realtors has requested me to draft
certain amend merits to the sign ordinance for your consideration.
Section 9251.1.6 which regulates signs in the R-O and R-l
zones reads as follows:
"SIGNS. No advertising signs, structures or devices of
any character shall be permitted in any R-O First One-
Family Zone, except the unlighted signs hereinafter in
this Part specified located not nearer than ten (10)
feet to the adjoining frremises nor nearer than five (5)
feet to a street line. '

I would propose that the restrictions on the location of signs
be changed to permit a sign at any location which is at least
five (5) feet away from the curb or, in the event that there is
a sidewalk or walkway, that the sign be located on the owner's
side of the sidewalk or walkway.
The Realtors have a new type of sign that is approximately
six (6) feet in height and is aesthetically acceptable, I
believe. I will have a picture of one at the meeting of May 23.
At the present time, Section 9251.1.8 restricts the height of
signs to three (3) feet. I would propose that this restriction
be maintained for the conventional type of sign and that an
exception be made for a sign of six (6) feet in he~ght if it
meet@ certain design criteria approved by the Commission.
The Boar9 of Realtors proposes a blanket change in the
height regulations from three (3) feet to six (6) feet, but some
of the photographic examples that they furnish, which I will show
you at the meeting, suggest that a three (3) foot height is
proper for the conventional signs currently in use.

Sign regulations similar to the R-O and R-l should be
established for the R-2 and R-3 zones.

sales people of their responsibility in policing our own
members.

ZOl\1E, shall adhere to the standards and regulations herein provided
as follows:
A. Permanent Signs

B. Temporary Signs
(. 1. LEASE, SALE & RENT SIGNS.
These signs indicate the premise or vacant lot is for lease,
rent or sale.
a. Such sign is to be located not nearer than ten (10) feet
to the adjoining premises nor nearer than five (5) feet to
the street line.
b. This sign, which shall be a ground sign as pro~ided by
Section 3716.2 of this Code (GROUND SIGN: means any
advertising structure supported wholly or in part by uprights
or braces placed upon the. ground), shall not exceed three (3)
feet in height nor four (4) square feet in ,area.
c. There shall be a limit of one (1) such sign on each lot or
parcel of land, except when it is a corner lot, then two (2)
such signs may be used, one (1) such sign per street front.
d. One each "For Sale" ("For Rent" & "For Lease") sign, three (3)
smaller signs not to exceed 6" X 24" may be placed on the sign
support.
