RESOLUTION NO. 787 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A CHANGE FROM ZONE R-l AND R-2TO R-3 ON PROPERTY KNOWN AS 404-526, 415-437, AND 471-509 WEST DUARTE ROAD, 1111-1117 LA CADENA, AND 1107-1115 HOLLY AVENUE. . WHEREAS, a public hearing was held on July 11, 1972, for the purpose of considering changing the zone from R-l and R-2 to R-3 on the property known as 404-526 West Duarte Road, 415-437 West Duarte Road, 471-509 West Duarte Road, 1111-1117 La Cadena Avenue, and 1107-1115 Holly Avenue, more particularly described as follows: Beginning at the intersection of the northerly line of Lot 55, Tract No. 3430, as shown on map recorded in Book No. 42, page 32, of Maps, in the office of the Recorder of Los Angeles County and the westerly line of Hoily Avenue, as shown on said map; thence southerly along said westerly line to a point that is 200 feet northerly of the southerly line of Tract No. 4090 as shown on map recorded in Book 43, page 47, of said map records; thence westerly parallel with said southerly line 277 feet; thence southerly parallel with said westerly line 200 feet to the southerly line of said Tract No. 4090; thence westerly along last said line to a point that is 78 feet easterly of the easterly line of Lovell Avenue 60 feet wide; thence northerly parallel with said Lovell Avenue to the southerly line of Duarte Road, 84 feet wi4e; thence easterly along last mentioned line to the souther)y prolongation of the westerly line of the easterly 16.88 feet of Lot 47 of above mentioned Tract No. 3430; thence northerly along said prolonga q.on and westerly line to a point that is 100 feet southerly of the northerly line of said Lot 47; thence easterly parallel with said lot line and its easterly prolongation to the east line' of La Cadena Avenue, 55 feet wide; thence northerly along last mentioned line to the northerly line of Lot 49 of said Tract No. 3430; thence easterly along said northerly line and the northerly line of Lot 50 of last said Tract to the northeast corner of said Lot 50; thence . -1- 787 J . . . . . ,. . southerly along the eas.terly line of said Lot 50 to the northerly line.. of said Duarte Road.; thence easterly along said Road to the southwest corner of Lot 53'of last said Tract; thence northerly along the westerly line of said Lot 53 to the northwest corner thereof; thence easterly along the northerly line of Lots 53, 54 and 55 of said Tract No. 3430 to the point of beginning; and WHEREAS, all interested persons were given full oppor- tunity to be heard and to present evidence; NOW, THEREFORE, BE IT RESOLVEp: SECTION I. That the Planning Commission recommends to the City Council that the zoning on the above described property be changed from R-l and R-2 to R-3. SECTION 2. That the Planning Commission finds that the .' proposed change complies with the General Plan which indicates this area as high-density residential and the public convenience, necessity and general welfare justify the above zone change. SECTION 3. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. Z-72-6 CHANGE OF ZONE FROM R-l AND R-2 TO R-3 TO COMPLY WITH THE GENERAL PLAN 404-526 WEST DUARTE ROAD; 415-437 WEST DUARTE ROAD; 471-509 WEST DUARTE ROAD; llll-1117 LA CADENA AVENUE; AND 1107-1115 HOLLY AVENUE APPLICATION The Planning Department has initiated zone change proceedings for the consideration of changing existing R-l and R-2 zone classifications along West Duarte Road between Holly and Lovell Avenues to R-3 zone classifica- tion, to bring th~s area into conformance with the General Plan indication of high density residential. The study area contains 13 single family dwellings, two churches and 7 apartment or condominium develop- ments. The two churches and three single family dwellings adjacent to one. of the churches, on church property are in zone classification R-2.The remaining single family and high density residential land uses are in,zone classi- fication R-l. The property north of the study area is zoned R-3 and developed with m~xed low and high density residential uses. Property to the east, north of Duarte Road east of Holly Avenue is zoned R-l and developed with low density residential uses. property to the east, south of Duarte Road east of Holly Avenue i~ zoned R-2 and developed with the Holly Avenue Elementary School. Property to the south is zoned R~l,and developed with low density resi- denti~l uses. Property to the west, south of Duarte Road is in zone C-O &'D and developed with commercial office uses. Property to the west, north of Duarte Road is zoned R-3 and developed with high density residential uses. (See Land Use and Zoning Map.) . . . Z-72....6 2 PROPOSAL AND ANALYSIS The study area contains approximately 21.16 acres. Existing apartments and condominiums occupy 48% (10.13 acres). .single family dwellings 39% (8.25 acres) and churches 13% (2.78 acres). Zone Change Z-72-5, approved by the Planning Com- mission on June 13, 1972, recommends a change of zone from R-l to R-3, for the property a~ 445-461 West Duarte Road which is not included in this zone change considera- tion. . City Council Resolution No. 3356 (adopted March 7, 1961), granted a variance permitting certain properties along Duarte Road to be developed for any R-:-3 use. In. general, the variance included property on the .north side of Duarte Road between Holly and Lovell, and on the south side of Duarte Road between the Church of the Good Shephard and Lovell Avenue. (See attached map.) The Council believed that placing the area in a less restric- tive zone at the time would have served little useful purpose as there were numerous single family dwelling property owners in opposition to this move. The variance expired on March 7, 1971. RECOMMENDA'l'ION The Planning Department recommends approval of this. application for the following reasons: 1. The large number of existing high density resi- dential developments and church uses within the study area and recent high density residential developments within the immediate neighborhood indicate that this area lends itself to high density residential development. 2. The proposed use of the property would be com- patible with the General Plan recommendation of "high density residential." .
