RESOLUTION NO. 783 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT TO ENLARGE THE MONTESSORI SCHOOL AT 1406 SOUTH SANTA ANITA AVENUE. WHEREAS, on May 5, 1972, Mr. and Mrs. Robert Firth filed an application for a conditional use permit to allow the construc- tion of two classroom buildings, and increase the student enroll- ment of the Montessori School, Planning Department Case No. C.U.P. 72-9, on the property corrunonly, known as 1406 SO,uth Santa Anita Avenue, more particularly described as follows: . The south 93 feet of the north 231.25 feet of the westerly 249.40 feet of Lot 17 of the Arcadia Acreage Tract, as recorded in Map Book 10, page 18, Official Records in the office of the recorder of Los Angeles County; and WHEREAS, a public hearing was held on said matter on May 23, 1972, at which time all interested persons were given full opportunity to be 'heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. The subject property is zoned R-l and is used for a Montessori School under a conditional use permit. Dana Jr. High School is located to the north and east of the subject site and zoned R-l. Property to the south and west is zoned R-l anq developed with single-family dwellings. The existing structure contains a . total of 3,202 square feet (not including the cabana which contains 685 square feet) of w)'lich 1,774 square feet is devoted to class- room instruction. The total area of the site is approximately /\ / . / j 23,944 square feet.. Fifty pupils, five years of age and under, -1- 783 " .. . . . /\, o . are enrolled, which is the maximum under the existing permit. The applicant proposes to construct two new classrooms containing approximately 768 and 780 square feet respectively, and remove the cabana. The proposed addition would bring the total amount of classroom space to 3,322 square feet. The applicant proposes an enrollment of 72 pupils, five years of age and younger, and an additional 28 pupils between the ages of six and nine. The City's Uniform Building Code requires fifty (50) square feet of indoor play area per child which would permit a maximum of 95 pupils based upon the existing and proposed building floor area of 4,750 square feet. The applicant indicates the ,school is open between the hou,rs of 8 a.m. and 2 p.m., with staggered class hour sessions so that not all of the students would be arriving or leaving at the same time. The school calendar year would coincide with the public school system. The educational program will be primarily academic and ma,intained in a home-like atmosphere, with no signs or outward appearance of a commercial school. The applicant has indicated he is purchasing the lot directly to the south of the school for his family residence. A staff of eight persons, including the applicants, would be instructing the proposed 100 pupils. The existing swimming pool is empty and has a wooden floor covering over it. Applicant has indicated that the pool will be filled with sand and dirt and landscaped. SECTION 2. This Commission finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. -2- 783 . . . 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. }. The site for the proposed use is adequate in size and shape to accommodate said use, and all yards, parking, loading, landscaping, and other features required to adjust said use with the land and uses in the neighborhood. 4. The site a-buts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the general plan. SECTION}. That for the foregoing reasons, subject to . approval of the City Council, this Commission grants a conditional use permit for a Montessori School, subject to compliance with all applicable regulations of the Arcadia. Municipal Code and upon the following conditions: 1. The school shall be constructed and'maintained in accordance with the plans on file in the subject case, C.U.P. 72-9. Grading and drainage plans shall be submitted to and approved by the Building Department. 2. The total pupil enrollment shall not exceed 95 students and written proof from the State Department of Social Welfare verifying its approval of the site, use and structures on the site as well as maximum number of students for which a license /~. . , will be issued shall be submitted to the Planning Department prior to the is.suance of any building permits. 3. The hours of the use of the outdoor play areas shall be limited to between the hours of 8 a.m. to 4 p.m. . -3- 783 . . . 4. No more than one unlighted sign containing a maximum of four square feet in area, which shall be attached to the building, shall be permitted. 5. The filling and elimination of the swimming pool shall be completed to the satisfaction of the Superintendent of the Building Department. , SECTION 4. The Secretary shall c~rtifyto the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. It,was recommended that a reduction of one parking space be granted inasmuch as the owners , commuted together to the school site. The Planning Department feels that one parking space for every employee (to exclude the owners as they will be residing in the dweiling next to the school) should be pro- . ed. --- The existing swimming pool is empty and has a wooden floor covering over it. Applicant has, indicated that the pool. will be filled with sand and dirt and landscaped.. RECOMMENDATION .
