RESOLUTION NO. 773
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR AN AUTOMOBILE
SERVICE STATION AT THE NORTHEAST CORNER
OF SANTA ANITA AVENUE AND DUARTE ROAD.
WHEREAS, on Feb:ruary 16, 1972, Shell Oil Company filed an
application for a conditional lIse permit for an automobile service
station, Planning Department Case No. C.U.P. 72-6, on the property
commonly known as 916 South Santa Anita AvenlIe, more particularly
described as follows:

Lots 3, 4 and 5 of Block 3 of Tract No. 101
in the City of Arcadia, County of Los Angeles,
State of California, as per map recorded in
Book 13, page 52 of Maps, in the office of the
County Recorder of said County; and
WHEREAS, a public hearing was held on said matter on
March 14, 1972, at, which time all interested persons were given
flIll opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The subject property is zoned C-2 & Hand
is developed with a service station. Property to the north is
developed with a parcel service company and is zoned C-2 & H.
Property to the east is zoned C-2 & H and is developed with an
alItomotive garage. Property to the south is developed with a
service station and is zoned C-2. Property to the west is vacant
. and is zoned C-2.
There is an existing 1,512 square foot service station
on 20,100 square feet of property, approximately 134 feet by
150 feet. The proposal is to remove, the existing pump islands

and install two new island canopies" All four driveway approa.ches
will be relocated. The restrooms will be screened, lighting
facilities will be remodele~ and new and additional landscaping
will be installed.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after prov~ded will not be detrimental to the public health or wel-
fare or injlIrious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
.
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, and all yards,parking, loading,
landscaping, and other features require~ to adjust said lIse with
the land and uses in the neighborhood.
4. The site abuts streets and highways adeqlIate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The granting of such conditional use permit will not
adversely affect the general plan.
6. The proposed use will not substantially increase
vehicular traffic on any street in a residentially zoned district.
7. The proposed use will not lessen the suitability of
any nearby commercially zoned property for commercial use by
. interfering with pedestrian traffic.
8. The proposed use is not located near a place of
assembly.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a condi,tional

use permit for the use of said property for an automobile service
station subject to compliance with all applicable regulations of
the Arcadia Municipal Code and lIpon the following conditions:
1. The existing service station shall be remodeled in
accordance with approved plans on file in the Planning Department
in said Case No. C.U.P. 72-6.
2. Landscaping shall be provided in the following areas:
a. A three-foot wide planter shall be
located along the interior property lines to
a distance equal to the front building line.
b. One hundred fifty sqlIare feet of raised
planting area shall be ,located at the inter-
section of property lines at DlIarte Road
and Santa Anita Avenue.
c. Raised planter areas shall be 10,cated
along the street side property lines, except
for curb cut openings, ,in a manner approved
by the Director of Planning. To the extent
that said area is reduced by using less than
five-foot wide planters, other planter areas
shall be enla'rged.
3. Landscaping and irrigation plans shall be submitted to and
are subject to approval by the Director of Planning.
4. All outside lighting shall be so arranged and shielded
as to prevent any glare or reflection, and any nuisance, incon-
venience and hazardous interference of any kind on adjoining streets
or property.
5. All utilities on the site for direct service to the
use thereon shall be installed underground except as otherwise

'approved by the Council by precise plan of design. The owner or
developer is responsible for complying with the requirements of
this condition and shall make the necessary arrangements as required
by the serving utility companies for the installation o.f s,uch
facilities,.
6. Applicant shall slIbmit complete sign plans prior to.
the isslIance of any blIilding permit; said signs shall comply with
code reglIlations.
SECTION 4. The Secretary shall certify to the adoption

of this resolutio.n and shall cause a copy to be forwarded to the
Ci ty COlIncil of the City of Arcadia.

The Planning Commis,sion of the City of Arcadia,
California, will hold a public hearing on. Tuesday, March
14,1972, at 7:3,0 p.m. in the Council Chambers of the
Arcadia City Hall, located at 240 West .Huntingtcm Drive,
Arcadia" California
The purpose of' the public h~aring .will be to afford
the public an opportunity to be heard concerning the pro-
posed use of property commonly known as 916 South Santa
Anita.

follows:

This application, filed on February 16, 1972, by Shell
Oil Company, for the property commonly known as 916 South
Santa Anita Avenue, is a proposal to modernize an existing
service station. '

PROPOSAL AND ANALYS1S

Subject property is irregu'lar in size, 134 feet by 150
feet, contains approximately 20,100 square feet and the
building contains approximately l,512'square feet. _

indicates a deficiency. The planters between the driveways
on the stre€t side are only three feet wide, code requires

property lines are two feet wide, three feet wide planters
are required by code; and the planting at the intersection of
Santa Anita Avenue and Duarte Road is less than one-hundred
fifty square feet,required.
The existing parking facilities preclude a code approved
driveway width~
REC;OMMENDATION
The Planning Department recommends that conditional use
permit C.[.P. 72-6 be approved subject to the following
conditions: ~~

The applicant is proposing to install canopies over the pump islands,

construct planters and landscape them, and do some "face lifting" type of
work on the service station building.
All required parkway improvements are in and no further improvements
are required at this time.
