RESOLUTION NO. 772
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR A DRIVE-IN
BANK AT 100 NORTH SANTA ANITA AVENUE.
WHEREAS, on February 9, 1972, Union Realco on behalf of
Bank of America filed an application for a conditional lIse permit
for two Drive-Thru banking windows in conjunction with an existing
bank facility, Planning Department Case No. C.U.P. 72-5, on
the property commonly known as 100 North Santa Anita Avenue, more
.
particularly described as follows:
Lots 1 to 6 incllIsive, and 29 to 34 inclu-
sive, in Block 76 of the Arcadia Santa Anita
Tract, in the City of Arcadia, County of Los
Angeles, State of California, as per map
recorded in Book 15, pages 89 and 90 of
Mis~ellaneolIs Records, in the office of the
COlInty Recorder of said County, together
with the portion of that certain 20-foot
alley adjoining said lots, as shown and dedi-
cated on, the map of said tract, which would
pass with a conveyance thereof; and
WHEREAS, a public hearing was held on said matter on
March 14, 1972, at which time ail interested persons were given
flIl1 opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The subject property is developed with an eight-
story office blIilding and is zoned C-C with D and H overlays. Prop-
erty to the north, east and south is developed with a lumber yard,
. small manufacturing businesses, commercial offices, a post office,
parking lots, restalIrants and also zoned C-C with D and H overlays.

Property to the west is developed with commercial offices and zoned
C-l with D overlay, The existing bank is part of the eight-story

Towne Center development. The proposal is to install ,facilities
for two Drive-Thru windows at the rear of the bank.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the plIblic health or wel-
fare or injurious to the property or improvements in such zone
or vicinity.
2. The lIse applied for at the location indiCated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, and all yards, parking, loading,
landscaping, and other featlIres required to adjlIst said use with
the land and uses in the neighborhood.
4. The 'site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use.
5. The granting of slIch conditional lIse permit will not
adversely affect the general plan.
6, The proposed use will not substantially increase
vehicular traffic on any street in a residentially zoned district.
7. The proposed use will not lessen the suitability of
any nearby commercially zoned property for commercial use by
interfering with pedestrian traffic.
8. The proposed lISe is not located near a place of
assembly.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Cominission grants a conditional
lIse permit for the use of said property for a dr.ive-in bank

subject to compliance with all applicable regulations of the Arcadia
Municipal Code and upon the following conditions:
1. The Drive-Thru windows shall be constructed in
compliance with plans on file with the Planning Department in said
Case No. C.U.P. 72-5.
2. The Drive~Thru travel lanes shall be adequately
marked for banking purposes.
3. Complete landscaping, irrigation and lighting plans
for the Towne Center parking lot area shall be submitted to the
Planning Department for approval prior to occupancy.
SECTION 4. The Secretary shall certify to the adoption

of this resolution and shall cause a copy to be forwarded' to the
City Council of the City of Arcadia.

The Planning Commission of the,City of Arcadia,
California, will hold a public hearing on Tuesday, March
14,1972, at,7:30 p.m. iil the Council,Chambers,of the
Arcadia City, Hall" located at 240 West Huntington Drive,
Arcadia, California. ,
The purpose of the public hearing will be to afford
the public an opportunity to be heard concerning the pro-
posed use of property commonly,known as 1.00 North Santa
Anita Avenue.
The legal description of the, subject site is as
follows:
Lots l,to 6 inclusive, and 29 to 34'inclusive, in
Block 76 of the Arcadia Sant~ Anita Tract, in,the
City of Arcadia, County of Los Angeles, State of

APPLICATION
This application, filed on February 9, 1972, by Union Realco
on behalf of Bank of America, is a proposal to construct a Drive-
Thru banking window, using semi-automatic equipment, ,in conjunction
with a bank facility.
PRESENT LAr~ USE AND ZONING
The subject property is developed with an eight-stor~ office
building and is zoned C-C~with D and H overlays.
Property to the north, east and south is developed with a
lumber yard, small manufacturing businesses, commercial offices,
Post Office, parking lots, restaurants and also zoned C-C with
D and H overlays. Property to the west is developed with commercial
offices and zoned C-l with D overlay (-See l./lfie gss aaa Z6hlu~ Mal-').
PROPOSAL AND ANALYSIS )(
The Bank has a total floor area of approximately 10,526 square
feet (including basement) and is situated on a site of approximately
94,546 square ,feet.
The Bank is part of the eight story Towne Center building which
is being developed along with the Great Scot Restaurant (at the
northeast corner of Santa Anita Avenue and Wheeler Street).
On April 13, 1971, the Planning Commission approved C.U.P. 71-3,
a proposal to construct the Great Scot Restaurant. ,Conditions of
approval included that any property within the Towne Center site
shall annex to Parking District No.2, if it was not already in the
District; further, that a modification for reduction in the total .
number of parking spaces as required by Code based upon the combin~d,
gross floor area of the Towne Center building and the Great Scot
Restaurant, be granted. ~^~~

The Planning Commission ratified the Modification Committee's
approval of M-71-8, a request for reduction of 187 spaces in lieu
of 304 spaces required by Code.
A revision of the parking plan has resulted in an increase of
parking spaces frOm 187 spaces to 197 spaces.
Requirements for landscaping for the entire Towne Center site
were covered under C.U.P. 71-3. Detailed landscaping and irrigation
plans for the Great Scot Restaurant were submitted to the Planning
Department for approval. However, detailed landscaping, irrigation
and lighting plans were not submitted for the Towne Center parking
lot area.
The Planning Department feels that the Drive-Thru window for
the Bank would not be detrimental to the site or to the surrounding
area.
RECOMMENDATION
The Planning Department recommends that this application be
approved subject to the following conditions:

That the conditions as outlined in the report from the
Department of Public Works shall be complied with to the
satisfaction of the Director of Public Works.

That the Drive-Thru travel lanes shall be adequately
marked for banking purposes.
