RESOLUTION NO. 768 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT TO CONSTRUCT CLASSROOMS AND ~O DO REMODELING ON CHURCH PROPERTY AT 5705 LENORE AVENUE. WHEREAS, on December 27, 1971, the South Arcadia Friends Church, filed an application for a conditional ~se permit, Planning Department Case No. C.U.P. 72-2, for construction of three class- rooms and the remodeling and expansion of existing office facili- ties on property known as 5705 Lenore Avenue, more particularly described as follows: . That portion of Lot 12 of th~ western two- thirds Rancho San F'rancisq~ito as shown on map recorded in Book 42, pages 93 and 94 of Miscellaneous Records in the office of the Recorder of Los Angeles County, described as follows: Beginning at a point on the north line of Lynrose Street, 60 feet wide, 200.57 feet east of the west line of said Lot l2; thence parallel with said west line north 9050'45" west l65 feet; thence north 80009'15" east 26l feet to the west line of Lenore Avenue, 80 feet wide; thence so~th along last said west line to the north line of Lynrose Street; thence west along last said line to the point of beginning; and WHEREAS, a p~blic hearing was held on said matter on January 25, 1972, at which time all interested persons were given f~ll opportunity to be heard and to present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF . ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. The subject property is developed with a church, sO,cial hall and two classroom buildings and is zoned R-2. Property to the north and west is developed with apartments and -l- 768 j .- . ;..' " . . . ind~strial buildings and is zone~R-3 and C-M & D; property across Lenore Avenue to the east is developed with mixed commercial uses, a church parking lot and pastor's residence and is zoned C-2 and PR-2; property to the south is developed with single-family dwellings and located in County area. The applicant proposes to construct a three-classroom building containing approximately 1,520 square feet for Sunday School use and an additional office are~ containing approximately 687 square feet in accordance with plans submitted to and approved by the Planning Department. SECTION 2. This Commission finds that: l. The granting of a conditional use permit as herein- .. after provided will not be detrimental to the public health or welfare or injurious to the property ,or improvements in such zone or vicinity. 2. The use applied for a t the loca tion ind'ica ted is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, and all yards, parking, loading, landscaping, and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. . 5. The granting of such conditional use permit will not adversely affect the general plan. SECTION 3. That, for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit for expansion of the existing church use -2- 768 /-" . . . subject to compliance with all applicable regulations of the Arcadia Municipal Code and upon the following conditions: 1. The property shall be developed and used in accordance with plans filed by the applicant with the Planning Department in said Case No. C.U .,P. 72-1. 2. A Code approved six-foot high block wall fence shall be constructed along the northerly property line adjacent to the R-3 zone. 3. Any expansion of the pre-school day nursery from the present 70 students per day shall require the approval of the Planning Commission and the State Department of Social Welfare. '. 4. The present operation of the day nursery shall conform to Code (Section 9275.3). 5. The church's parking lot area located across the street on the east side of Lenore Avenue shall be improved with landscaping and irrigation in accordance with plans submitted to and approved by the Planning Department, and the parking places shall be marked. 6. The existing driveway near the north property line on Lenore Avenue shall be closed. 7. The existing asphalt pavement shail be removed from the parkway and a full parkway width sidewalk shall be constructed on Lenore Avenue" leaving tree wells for the existing trees. 8. All drainage from the west parking lot shall be ~ intercepted and piped under the sidewalk to the street gutter. SECTION 3. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. -3- 768 .1"-., .... . D . C.U.P. 72-1 5705 LENORE AVENUE APPLICATION This application filed on December 27, 1971, by the South Arcadia Friends Church, requests a conditional use permit to construct three classrooms for Sunday School instruction, remodel and expand existing office facilities. . 6\ PRESENT LAND USE. AND ZONING, ~ ~~SUbject property is developed with a church, social hall and two classroom buildings and zoned R-2. Property to the north and west is deveioped with apartments and _~__. industrial buildings and zoned R-3 and C-M & D; property~~ G!.&e- to the east is developed with mixed commercial uses ,11~hurch parking lot and pastor's residence and zoned C-2 and PR-2j property to the south is ~eveloped with single family dwellings and located in County area. ~. ~ PROPOSAL AND ANALYSIS The church, educational classrooms and social hall are located on a site containing 48,285 square feet (1.1 acres) at the northwest corner of Lenore Avenue and Lynrose Street. The church building contains 3,647 square feet, the social hall contains 3,600 square feet, and the class- room buildings contain 5,336 square feet. The church currently operates a non-profit pre-school day nursery for approximately 70 children ages two to four, each day with a total weekly enrollment of 137, between the hours of 9:00 a.m. to 11:30 a.m., Monday through Friday. A previous conditional use permit, C.U.P. 68-12, listed the maximum number of day nursery students at 35. . " . . C. U . P. 72..1 2 expansion of the existing minister's office.' The office addition would be, constructed five feet from the Lynrose Street property line. Code requires a ten foot side yard setback. S,taff feels the five feet projection' along the side property line would not be detrimental to the site or to the surrounding neighborhood area. Main entry to the parking lot area is from tw.O drive- ways on Lynrose Street, and from one driveway on Lenore Avenue. Construction of the new classroom building will cause the removal of the Lenore Avenue Driveway., The plot plan indicates a six foot high block wall fence will be constructed along the northerly property line with a six foot high fence separating the parking lot area from the new outdoor play area. The existing' block wall fence surrounding the westerly parking lot area is less than six feet in height and therefore, non-conforming. Code requires a six foot high block wall fence. The existing landscaped areas are not separated with a three foot high solid ornamental masonry wall from the paved parking area as r.equir.ed by Code, and the landscaped areas are deficient in plant materials. The plot plan does not indicate any new plants nor the method of irrigation. Applicant should submit ,a revised landscaping and and irri- gation plan giving specific dimensions of the landscaped areas to determine if three percent of the par.king area is devoted to landscaping. The plot plan indicates 26 parking spaces which is in error as there are only 22 sp'aces in the westerly parking lot andsi:x spaces in the southerly parking area for a total of 28 spaces. Code requires parallel par.king stalls to be 10 feet wide. Applicant should submit, a revised parking lot plan indicating the correct parking' stall size. The westerly driveway should be enlarged to 20 feet in width to accommodate two-way traffic entering 'and leaving the parking lot area. The church presently utilizes' 'two' classrooms in the west wing and two classrooms in' the- north'wiilgfor'nursery school use, one classroom is" used' 'as an' office and the remaining eight classrooms are vacant,. according to the applicant. During Sunday School instruction all of the classrooms are used including portions .of the social hall. According to the applicant, the large Sunday School enroll- ment has resulted in the need to build the additional three- classroom building and to expand their office facilities. D . . C.U.P. 72-1 3 If any expansion of the pre-school day nursery enroll- ment of 70 students is anticipated, app~icant should seek the approval of the Planning Commission in addition to approval from the State Department of Social Welfare. The Planning Commission may wish to consider the church's parking lot are~ located directly across the street which can accommodate an additional 22 cars.' The block wall surrounding the lot is non-conforming, it is less than six feet in height, parking stalls are not adequately marked, the landscaped areas are deficient in plant materials and are not separated with a three foot high solid ornamental masonry wall from,the paved area. In addition, there is a light standard that is aimed directly across the street at the church. According to Code, this light standard should either be taken down or rearranged to light the parking lot area only. . The Commission from time to time in the past has re- funded the filing fees for conditiona~-use permit applications for churches. Applicant requests the same consideration. RECOMMENDATION The Planning Department recommends that this application be approved subject to the following conditions: 1. That the conditions as outlined in the report from the Department of'Public Works shall be complied with to the satiSfaction of the Director of Public Works. . c+r ~ 4. 2.
