RESOLUTION NO. 766
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA MAKING RECOMMENDA-
TIONS RELATIVE TO ZONING IN THE AREA ON
BOTH SIDES OF FIRST AVENUE BETWEEN
FOOTHILL BOULEVARD AND THE FOOTHILL FREE-
y!AY, INCLUDING THREE IRREGULAR PARCELS
ON COLORADO BOULEVARD ADJACENT TO AND
EASTERLY OF THE FREEWAY.
WHEREAS, a public hearing was held on January 25, 1972,
for the purpose of considering changing the existing R-2 and
,R-3 zones to the R-l zone on the following described property:

All property on both sides of First Avenue
between Foothill Boulevard and Foothill
Freeway; 60, 62 and 67'East Floral Avenue;
50, 63 and 05 East Forest Avenue; 105 and
123 East Haven Avenue; 15l East Colorado
Boulevard; and portions of Lots 4 and 5 of
Tract 16772, Map Book 422, pages 27 and 28,
and portions of Lots 1 and 2 of Haven Tract,
Map Book 13, pages 22 and 23; and
WHEREAS, all interest persons were given full oppor-
tunity to be heard and to present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The Planning Commission recorrmends to the
City Council that the portion of said property which is presently
zoned R-2 remain as R-2, and the property presently zoned R-3
be rezoned to R-2.
SECTION 2. The Planning Commission finds that the publiC

necessity, convenience, general welfare, good zoning practice, and
the following findings justify the above recommendations.
a. If the recommendation is adopted, all property on
First Avenue between the freeway and the commercial property
adjacent to Foothill Boulevard will be in the R-2 zone which will

provide a continuity of the R-2 zone which is more desirable than
separating this area into R-2 and R-3 zones.
b. The existing R-2 property should remain with that
zoning because of the location of a substantial amount of the
property along the Santa Anita Wash and the type of existing
developments; the size and shape of most of the parcels are not
ideal for single-family or R-3 development.

c. The parcels of p~operty in the R-3 zone are of such
a size and location that R-2 development is more suitable and such
zoning will permit the nine existing R-l properties to be remodeled,
enlarged and maintained in good condition, whereas present non-
conforming use regulations in the R-3 zone make it difficult to
remodel and maintain a single-family residence.
SECTION 3. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission of the City of
Arcadia held on the 22nd
day of February , 1972, by the

TO PROPERTY OWNERS WITHIN A 300-FOOT RADIUS
Notice is hereby given that on Tuesday, January 25,
1972, at the hour of 7:30 p.m. in the Council Chambers of the
Arcadia City Hall, located at 240 West Huntington Drive, Arcadia,
California, said Planning Commission will hold a public hearing
for the consideration of changing the existing R-2 and R-3 zones
to R~l zone on the following described property:

SUBJECT: ZONE CHANGE APPLICATION NO. Z-72-2 I
REZONING THE R-2 AND R-3 ZONES TO R-l. ZONE
FOR ALL PROPERTY LOCATED ON BOTH SIDES OF
FIRST AVENUE FROM THE FOOTHILL BOULEVARD TO
THE FOOTHILL FREEWAY AND AN IRREGULAR SHAPED
PARCELS ZONED R-3 LOCATED ON THE NORTH SIDE
OF COLORADO BOULEVARD, ADJACENT TO AND
EASTERLY OF THE FOOTHILL FREEWAY.

At the December 7, 1971, City Council meeting" the
Planning Department was directed to initiate zone change
proceedings for the consideration of changing the R-2 and
R-3 zones to R-l zone classification for the area outlined
above. (See attached Land Us,e and Zoning Map.)
During public hearings regarding the General Plan,
both the Planning Commission and City Council were in
agreement with the recommendation of the City's Planning
Consultant, in preserving the character of Arcadia's resi-
dential environment that this area should be developed as
low density residential.
The maj ori ty of this area is developed with 36 s'ingle
family dwellings, 7 duplexes, and 2 apartment buildings.
