RESOLUTION NO. 764 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A DENIAL OF THE REMOVAL OF THE H ZONE IN THE AREA BOUNDED BY HUNTINGTON DRIVE, SECOND AVENUE, CALIFORNIA STREET, FIRST A VENUE, DUARTE ROAD AND SANTA ANITA AVENUE . WHEREAS, a public hearing was held on January 11, 1972, for the purpose of considering the removal of the H Special Height Zone from all property bounded by Huntington Drive, Second Avenue, California Street, First Avenue, Duarte Road and Santa Anita Avenue; and . WHEREAS, all interested persons were given full opportunity to be heard and to present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION l. The Planning Commission recommends to the City Council that the H Special Height Zone not be removed from the property described above. SECTION 2. The Planning Commission finds that the . removal of the H Special Height Zone from all of said property at the present time would not serve the public convenience and general welfare. SECTION 3. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. -1- 764 . , . . . . . January 11, 1971 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: Z-72-1 Removing the "H" special height zone classification from all property zoned C-l D&H, C-2H, R-3H, and PR-3H, bounded by Huntington Drive, Second Avenue, California Street, First Avenue, Duarte Road, and Santa Anita Avenue. By direction of the City Council, the Planning Department has instituted zone change proceedings for the considera- t~ion of the removal of the "H" special height zone classifi- cation from the area outlined above. . During public hearings regarding the General Plan, both the Planning Commission and City Council did not feel that high rise residential would be in keeping with the character of Arcadia's residential environment. There has not been any high rise development within the area and none is foreseen. Even the construction of conventional apartment units has been limited. Real Estate Research Cor- poration in its Community Economic Analysis prepared for the City of Arcadia stated, "We cannot recommend high-rise apart- ment development in the City of Arcadia in the next decade." High rise commercial should be encouraged to locate in other areas of Arcadia where adequate commercially zoned property is available and where such development would not be as detrimental to adjacent residential uses, as would be the case in the area under consideration. Since it will not be possible for me to personally attend the Public Hear ing scheduled for Tuesday, January 11, concerning a proposed change removing the "H" special height zone classification from all property zoned C -1 D&H, C -2H, R-3H and PR-3H in the area bounded by Huntington Drive, Second Avenue, California Street, First Avenue, Duarte Rd and Santa Anita Avenue, I ask permission to submit my thinking to you by letter. Both as a businessman and newspaper publisher for more than thirty years in the city and as the appointed representative of the owner of the property at 6 and 10 North First Avenue, I wish to oppose this change in the strongest of terms. As time goes by, every city in southern California ...ill need and should have a limited area of high rise, high density apartments and it seems to me, as it has from the day the zoning was established there, that this is an ideal area for this type zoning. Otherwise, it is possible that many of the very old, cheaply built houses remaining in this aec- tion from Arcadia's very earliest days will deteriorate even further and Arcadia wi~l find itself with many of the problems of other cities where this kind of condition has been allowed to occur. This, plus the high assessed valuations acquired through improvement of the kind allowed, are good reasons for not interfering with the zoning already there. Furthermore, we do not understand the desire to meddle with long es- tablished zoning, laws on the basis of which property has been purchased l.n I ,~ . ~'-. ."".
