RESOLUTION NO. 763 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A CHANGE FROM ,ZONE R-l TO PR-l ON PROPERTY KNOWN AS 6254 63l AND 635 NAOMI AVENUE AND l30l, l2 3 AND l245 LOVELL AVENUE. WHEREAS, a public hearing was held on January ll, 1972, for the purpose of considering changing the zone from R-l to PR-l on the property kno,wn as 625, 631 and 635 Naomi Avenue and l30l, l243 and l245 Lovell Avenue, more particularly described as follows: . Lots l2, 13, 14 and l6 of Tract No. 46ll in the City of Arcadia, County of Los Angeles, State of California, as per map recorded in Book 51, page 82 of Maps, in the office of the County Recorder of said County; and Lots 8 and 9 of Tract ~b. 8487 in the City of Arcadia, County of Los Angeles, State of California as per map recorded in Book ll4, page 48 of Maps, in the office of the County Recorder of said County; and WHEREAS, all interested persons were given full oppor- tunity to be heard and to present evidence. NOW, THEREFORE, BE IT RESOLVED: SECTION 1. That the Planning Commission recommends to the City Council that the zoning on the above-described property be changed from R-l to PR-l provided that such zoning shall not become effective until the following conditions have been fulfilled: . 1. Dedicate and construct a 30-foot public alley from the easterly terminus of the existing alley to Naomi Avenue. 2. Dedicate southerly 12 feet of lots fronting on Naomi Avenue for future roadway improvement. -l- 763 . . . " " . 3. Construct 8-foot wide sidewalk on existing street alignment on Naomi Avenue. 4. No ingress or egress shall "be permitted on Lovell Avenue. SECTION 2. The Planning Commission finds that public convenience, necessity and general welfare justify the above zone change. SECTION 3. Holman, M.D., (owner in escrow), is a request to change the existing R-l zone to PR-l, in order to permit con- struction of automobile parking facilities. PRESENT LAND USE AND ZONING The subject site is zoned R-l and contaihs six ., c, single family residences on six lots. Three lots front on Naomi Avenue and three front on Lovell Avenue. The property north of the proposed site is developed with parking facilities utilized by an existing medical office building. In addition there is a bank, and two single family residences. Property to the west is developed with parking facilities for a medical office. There are single family residences to the south and east of the subject property. (See Land Use and Zoning Map.) PROPOSAL AND ANALYSIS The applicant is seeking this zone change to pro- vide parking facilities to be used in conjunction with a proposed eight story medical ,office building. The pro- posed building would be located between the existing medical office building and the existing bank building, and front on Duarte Road. The proposed parking would be integrated into the existing parking facilities, thus forming a medical office complex consisting of the two eight story buildings and related parking facilities. Z-71-10 2 Ingress and egress to the parking facilities is proposed on Duarte Road, Naomi Avenue and Lovell Avenue. The following is an analysis of the required parking for both the proposed and existing buildings. Sq. Ft. However, the total 188 parking space deficlencybetween the two facilities does constitute a serious problem. Zone Change No. Z-64-1 approved a change of zone to C-Q D&H to allow the construction of the existing medical building subject to a specific development plan, which permitted the existing parking. Since that time specific parking regulations for professional office and medical and dental office uses have been adopted. These regulations require substantially-more parking than was approved by 2-64-1. . The proposed plan indicates parking areas located over 600 feet from the building. The Planning Department believes that this is an excessive distance particularly for medical office us.es and that such an arrangement would lead to additional on-street parking in the adjoining residential area and within the adjoining commercial areas which are in clo~er proximity to the building. The proposed plan leaves the northwe~t corner of Lovell and Naomi as single family residential. This would ,',' , .- -' -' .., ",' " Z-71-l0 . . 3 ;'('~" . create an undesirable situation for single family residences, and cause future pressures for change to a higher density residential or commercial use. The proposed plan indicates a second driveway opening on Lovell Avenue which would not be conducive to the maintenance of residential property in the area. The preliminary General Plan indicates the properties along Lovell Avenue as low density residential, and the properties along Naomi Avenue, presently zoned R-l, (com- mercial zoning upon compliance with certain conditions) as planned commercial. . In February, 1962, the City Council passed an ordinance conditionally rezoning an area that includes a portion of the subject property from R-l and R-2 to C-3 and D. One of the conditions of the ordinance was a requirement to dedicate thirty (30) feet for the opening of an alley along the easterly side of Lot 14, This requirement would necessitate a change in the proposed parking plan. The use of the properties along Naomi Avenue fOr~parking could be considered as complying with the proposed General Plan. However, such would not be the case ,for the property facing Lovell Avenue. The Planning Department believes that parking structure or similar approach which would provide adequate approximate parking without encroaching into residential areas, would perhaps be a more appropriate solution for the proposed development. In order to permit the construction of the new building a modification of the earlier zone change reso- lution would have to be made. Modifications as to lot width and setbacks would also have to be made. RECOMMENDATION " The Planning Department recommends denial of this application for the following reasons: 1. The proposed use of the properties facing Lovell would not be in compliance with the proposed General Plan. '1 ;, :! t 2. It would subject the corner properties on Naomi and Lovell to pressures which would not be con- ducive to the maintenance of single family resi- dential. However, should the Planning CC)mmission wish to approve this application, the Planning Department recommends that the following be made conditions of such approval: 1. Applicant shall comply with all conditions in the attached report as submitted by the Department of Public Works and shall be complied with to the satisfaction of the Director of Public Works. 2. The applicant shall submit a revised parking plan indicating alley dedications and parking layout which complies with code requirements for walls, landscaping and irrigation. 3. That ingress and egress to Lovell be permitted only at the existing parking lot entrance. . 4. That approval modifying conditions relating to the constl'uction of the existing medical facilities be obtained. I have held this property since 1959 and, during this period, the-re have been many attempts to re-zone the property to encour- age development. I certaiI}ly concur with those who believe the property should be developed in a way that is orderly and beneficial to the City of Arcadia and the nearby residenceli. I believe the proposal of Dr,. Holman to construct a building very similar to that already in place on Duarte Avenue at Lovell Avenue has a great deal. of merit and will b,e very beneficial to the surrounding area. AndI am sur,e that any problems that do arise by its construction will be easily capable of solution and will be br outweighed by the beneficial effects of the building, architecturally and otherwise.
