RESOLUTION NO. 755
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR A RESIDENTIAL
PLANNED DEVELOPMENT AT THE NORTHWEST
CORNER OF BALDWIN AVENUE AND LONGDEN
AVENUE.
.
WHEREAS, on June 23, 1971, Robinson Brothers filed an
application for a conditional use permit, Planning Department
Case No, C.U.P. 71-9, for a residential planned development on
property at the northwest corner of Baldwin Avenue and Longden
Avenue, more particularly described as follows:
The east 234 feet of Lot 8, Block H, Santa
Anita Land Company's Tract, in the City
Arcadia, County of Los Angeles, State of
California, except the north 100 feet of< the
east 127 feet, as per map recorded in
Book 6, Page 137, of Maps, in the office
of the County Recorder of said County; and
WHEREAS, public hearings were held on said matter on
October 12 and October 26, 1971, at which times all interested
persons were given full opportunity to be heard and to present
evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The subject site is 1.26 acres in area, is
zoned R-l, and is substantially vacant except for one single-
family residence, Adjacent properties are in the R-l Zone and
. developed with single-family residences, except that adjacent
property to the wes,t is developed with three single-family dwellings,
The applicant proposes to develop the property with seven single-
family residences as a residential planned development pursuant to
the applicable regulations of the Arcadia Municipal Code,
Sections 9277, et seq., for residential planned developments.

SECTION 2, This Commission finds that a development,
constructed in substantial compliance with the preliminary plans
which have been approved by this Commission and in compliance
with the conditions of this permit, will be well-related to and
will harmonize with existing and future uses of adjacent properties
and circulation patterns thereon; will not constitute a disruptive
element in the neighborhood; and will provide a better environ-
mental design than would be 'possible under standard subdivision
procedures,
The Commission further finds that:
1. The location of the site at the northwest corner of
... Longden Avenue and Baldwin Avenue justifies a waiver of the site
area and parking requirements of Sections 9277.8 and 9277.16 of the
Arcadia Municipal Code, and the requirements of said sections are
hereby waived.
2. The granting of a conditional use permit as herein-
after provided will, not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, and all yards, parking, loading.

landscaping, and other features required to adjust said use with
the land and uses in the neighborhood,
4, The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
5, The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use,
6, The granting of such conditional use permit will not
adversely affect the general plan,

SECTION 3. For the foregoing reasol)s, subject to approval
of the Ci,ty Council, this Commission grants a conditional use permit
for use of said property for' a residential pilanned development
subject to compliance with all applicable regulations of the
Arcadia Municipal Code, except as specifically waived herein, and
upon the following conditions:
****1. Final plans shall be subject to approval of this
Commission, and they shall comply with the preliminary plans.
2. The regula,tions set forth in Sections 8130,20 and
8130,21 of the Arcadia Municipal Code shall apply to all construc-
tion, and the effect of said regulations shall be incorporated
. in the final plans,
3, Final plans shall include grading and drainage
plans which ,have been submitted to and approved by the Department
of Public Works. All drainage which would otherwise flow
across the pubiic sidewalks shall be intercepted and piped under
the sidewalk to the street flow line,
4. Arrangements shall be made with the Edison Company
to install one 7,000 lumen, mercury vapor street light on a
marbelite pole with an underground circuit near the west property
line on Longden Avenue,

5. Sidewalks shall be constructed in accordance with
City standards adjacent to the curb on Longden Avenue.
SECTION 4, The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia,
,H,uADDENDUM TO CONDITION #1: Modification of the archi-
tecture may be made by the Planning Commission at the time final
plans are submitted.

APPLICATION
This application, filed on 23 June 1971 in the name of
the Robinson Brothers, proposes to develop a Planned Unit
Development of eight (8) lots (see attached Ordinance No,
1420 for conditional use. requirements of a P.U.D,). '
PRESENT 'ZONING AND.LAND USE
.
The subject site is zoned R-l single -family with one (l~
house to be removed. The s~rrounding land is zoned R-l and
are occupied by single family dwellings. The adjoining property
to the west'has several rental houses in addition to the main
residence (see attached Ldnd Use and Zoning Map~.
PROPOSAL AND ANALYSIS
.
The applicants propose to develop an eight (8) lot Planned
Unit Development on 'a site of approximately 55,000 sq. ft.
Ordinance would allow for a density of 7,35 dwelling units for
the gross site area, As an increase in density above the base
density is not permitted in a P.U,D" the applicant would be
permitted seven (7) dwelling units rather than the eight (8)
sought in this application, The site is approximately 1,26
acres whereas the Ordinance reQuires a minimum of 3 acres
(9277,8), The Ordinance reQuir"" four (4) parking spaces per
dwelling unit within the development (9277.16). Thirty-two
(32) parkin~ spaces would be requir.ed for the proposed eight
(8) units, while pnlv twenty-nine are indicated in the plan,
The applicants propose to construct a 6 ft. high wood staker
fence along the west property line in lieu of a 6ft,
decorative masonry perimeter wall as requTred by the
Ordinance (9277,17). The Plot Plan fails to indicate a
minimum of 5 ft, of landscaping adjacent to said peripheral
wall (9277,17), '
The applicant's plot plan indicates that no buildings
are to be located within 25 feet of the site's perimeter
(9277.14.) and that none of the proposed structures exceed
two (2) stories on 35 ft. (9277 ,13)..

RECOMMENDATIONS
The Planning Department believes that the granting of
Conditional Use, Permit No, C,U"P,-71-9 is appropriate in
that the proposed development:
(a)
Is well related to existing or planned uses and
circulation patterns in adjacent area;

(b)
Will Not be a disrupting element in the neighbor-
hooq;
.
Will provide a better environmental design than is
possible using a standard subdivision.
The Planning Department would require that seven (7)
dwelling units be permitted rather than the proposed eight
(8) dwelling units, However, the ~lanning Department Staff
suggests, that relief from the 3 acre minimum site requirement
be granted to permit this 'development on the 1,26 acre site,
The Planning Department b~lieves that this P,U,D, proposal would
achieve a more desirable physical development than that
permitted by a conven~ional subdivision.
(c)
Th~ Planning Department recommends approval of this
application subject to the following conditions:
1. That all of the requirements of Ordinapce No, 1420,
Sections 9277 et, seq. of the Arcadia Municipal
Code (Residential Planned Developments) shall be met
with the exception of S~ction 9277\8, the minimum
area requirements.
2, Conditions as outlined in the attached report from
the Department of Public Works shall be complied with
to the satisfaction of the Director of Public Works,
3. Conditions as outlined in the attached report from
the Fire Department shall be complied with to the
satisfaction of the Fire Chief,

Plans for the proposed development have been reviewed and the following should
be made conditions of approval:
1. Install all utilities underground including underground electric service.
2. Construct concrete sidewalk 5 feet wide adjacent to the curb on Longden
Avenue.
3, Make arrangements with the Edison Company to, install one 7,000 lumen
mercury vapor street light on a marbelite pole with underground circuit
near the west property line on Longden.
. 4. All drainage is to be intercepted and piped under the sidewalk to the
street flow line.
5. A complete grading and drainage plan showing existing and finish surface
elevations shall be prepared and submitted to the Public Works Department
for approvaL
