RESOLUTION NO. 753 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A ' CONDITIONAL USE PERMIT FOR AN AUTOMOBILE SERVICE STATION AT THE SOUTHEAST CORNER OF HUNTINGTON DRIVE AND FIRST AVENUE. WHEREAS, on August 31, 1971, Standard Oil Company filed an application for a conditional use permit, Planning Department Case No, C.U.P. 71-17, for an automobile service station on property known as 102 East Huntington Drive, more particularly described as follows: . Lots 33, 34, 35 and 36 in Block 72 of Arcadia, County of Los Angeles, State of California, per map recorded in Book 15, Page 89 of Maps recorded in the office of the County Recorder of said County, Except the west 10,00 feet of Lots 34, 35 and 36. Except the north 10.00 feet of the east 90,00 feet of the west 100,00 feet of Lot 36, Except the north 15,00 feet of the east 45.00 feet of Lot 36. Except the north 15.00 feet of Lot 33; and WHEREAS, a public hearing was held on October 12, 1971, at which time all interested persons were given' full opportunity to be heard and to present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY'OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1, The subject property is presently zoned C-1ID Be H and is developed with a service station. The property . to the north is zoned C-C/D Be H and is developed with general commercial. The property to the east and west is zoned C-1ID Be H and is developed with mixed commercial uses, The property to the south is zoned C-1/D Be Hand PR-3 Be H and is developed with single- family residences, parking and commercial uses, The applicant proposes to replace the existing service station with new facilities. -1- 753 11'" " ... . . . SECTION 2, This Commission finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health,or welfare or injurious to the property or improvements in such zone or vicinity. 2. The use ,applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accomodate said use, and all yards, parking, loading, landscaping, and other features required to adjus,t said use with the land and uses in the neighborhood. . 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5, The granting of such conditional use permit will not adversely affect the general plan. 6, The proposed use will not substantially increase vehicular traffic on any street in a residentially zoned district, 7, The proposed use will not lessen the suitability of any nearby commercially zoned property for commercial use by interfering with pedestrian traffic. 8. The proposed use is not located near a place of assembly, . SECTION 3, That for the foregoing reasons, subject to approval of the City Council, this Commission grants' a conditional use permit for the use of said property for the reconstruction ,of an automobile service station, subject to compliance with all applicable regulations of the Arcadia Municipal Code, particularly -2-' 753 . ~ .. . . the provisions of the zoning regulations relating to drive-in businesses, and upon the following conditions: 1, The property shall be developed and maintained in accordance with the plans on file in Planning Department Case No, C.U.P. 71-17, 2. All signs shall comply with the zoning ordinance. . 3, Landscape and irrigation plans shall be submitted to and approved by the Planning Department before any building permit hereunder is issued, 4. All utilities shall be installed underground, 5. All lighting shall be directed or shielded so as to prevent any undue glare or reflection on adjoining streets or property. 6, The owner and lessee of the subject property shall dedicate a l5-foot radius corner cut-off at the corner of First Avenue and Huntington Drive, 7. The southerly driveway on First Avenue shall be shifted north approximately three feet to provide space to relocate the street light betwee~ the driveway and the alley to the south, . 8, All curbs along Huntington Drive adjacent to the property shall be reconstructed so as to conform to the existing curb to which it will connect on the east. 9. Two tree wells shall be constructed in conformance with City standards in the sidewalk on Huntington Drive and $37 shall be deposited with the City for the planting of two trees. 10, The applicant shall obtain a permit from the Division of Highways for construction within the right-of-way'6n Huntington Drive" -3- 753 . . ..:..... . . .' ,. This application was filed on August 31, 1971, by Standard Oil Company for the property commonly known as 102 East Huntington Drive, and proposes to construct a three bay service station. PRESENT LAND USE AND ZONING, The subject property is presently zoned C-1/D & H, and is developed with a service station. The property to the north is zoned C-CID & H and is developed with general commercial. The property to the east and west is zoned C-1ID& H and is developed with mhed commercial uses, The property to the south is zoned C-1/D & Hand PR-3 & H, and is developed with single family residences, parking and commercial uses, (See attached Land Use & Zoning Map) PROPOSAL AND ANALYSIS . The applicant proposes to replace the existing service station with new facilities. The new service station would preclude most of the problems that the existing station now has in regards to parking. The station presently has a problem with patrons of the bank (adjacent to the station) utilizing the station's parking facilities, Staff observed several people using the service station spaces rather than the parking in the rear of the bank reserved for patrons" A'bumper i~ planned to be located on the eastern pro- perty line of the servi~e station, adjacent to the access alley for bank parking. August 31, 1971 TO: Planning Department FROM: Public Works Department SUBJECT: CUP 71-17 - Service Station at First and Huntington Plans for the proposed development have been reviewed and the following should be made conditions of approval: 1. Dedicate a 15-foot radius corner cut-off at the corner of First and Huntington. 2. The southerly driveway on First Avenue shall be shifted north about 3 feet to provide space to relocate the street light between the alley and the driveway. 3. Install all utilities underground. . 4. The existing curb on Huntington Drive is too high to allow a car door to open. Closing the existing driveways and opening new ones will require reconstructing most of ,the curb and sidewalk so it is suggested that the remaining portion also be reconatructed to permit curbside parking, which conforms to the improvements constructed in front of the bank to the east. 5. Construct 2 tree wells in the sidewalk on Huntington Drive and deposit $37.00 with the City for two parkway trees to be planted by the City. 6.
