SUBJECT: CONDITIONAL USE PERMIT APPLICATION
NO. C.U.P. 71-17
SOUTHEAST CORNER OF HUNTINGTON DRIVE
AND FIRST AVENUE
APPLICATION
.
This application was filed on August 31, 1971, by
Standard Oil Company for the property commonly known as 102
East Huntington Drive, and proposes to construct a three
bay service station.
PRESENT LAND USE AND ZONING,
The subject property is presently zoned C-1/D & H,
and is developed with a service station. The property to
the north is zoned C-CID & H and is developed with general
commercial. The property to the east and west is zoned
C-1ID& H and is developed with mhed commercial uses, The
property to the south is zoned C-1/D & Hand PR-3 & H, and
is developed with single family residences, parking and
commercial uses, (See attached Land Use & Zoning Map)
PROPOSAL AND ANALYSIS
.
The applicant proposes to replace the existing service
station with new facilities.
The new service station would preclude most of the
problems that the existing station now has in regards to
parking. The station presently has a problem with patrons
of the bank (adjacent to the station) utilizing the
station's parking facilities, Staff observed several people
using the service station spaces rather than the parking in
the rear of the bank reserved for patrons"
A'bumper i~ planned to be located on the eastern pro-
perty line of the servi~e station, adjacent to the access
alley for bank parking. This partition would discourage
servi~e station parking by patrons of the bank.

1. All conditions as outlined in the attached report
from the Department of Public Works shall be co~-
plied with to the satisfaction of the Director of
Public Works.
.
2, The Planning Department recommends that a three
foot wide raised planter extend the entire length
of ,the east property line interrupting briefly for
the telephone booth.
a, In addition a three foot wide raised planter
shall extend from the property line to the front
building line at the southwest corner,of the lot,
b. The planter at the intersection of East Hunting-
ton Drive and First Street shall be extended to
the new concrete approach on Huntington Drive,
c, Staff suggests that the planter proposed for the
side of the building be extended around the
corner, interrupting at entrances to the build-
ing and continuing along to the first bay.
3, The revised landscap~ and irrigation plans shall be
subject to approval of the Planning Department,
4, All signs shall comply with the zoning ordinance.

FROM: Public Works Department
SUBJECT: CUP 71-17 - Service Station at First and Huntington
Plans for the proposed development have been reviewed and the following should
be made conditions of approval:
1. Dedicate a 15-foot radius corner cut-off at the corner of First and
Huntington.
2. The southerly driveway on First Avenue shall be shifted north about
3 feet to provide space to relocate the street light between the alley
and the driveway.
3. Install all utilities underground.
.
4. The existing curb on Huntington Drive is too high to allow a car door
to open. Closing the existing driveways and opening new ones will
require reconstructing most of ,the curb and sidewalk so it is suggested
that the remaining portion also be reconatructed to permit curbside
parking, which conforms to the improvements constructed in front of
the bank to the east.
5. Construct 2 tree wells in the sidewalk on Huntington Drive and deposit
$37.00 with the City for two parkway trees to be planted by the City.
6. Construction within the right-of-way of Huntington Drive will require
a permit from the Division of Highways.

The LAW REQU IRES that the conditions set forth below
be clearly estobl ished before a Conditional Use Pennit
~ be granted,)
EXPLAIN IN DETAIL WHEREIN YOUR CASE CONFORMS
TO THESE FIVE CONDITIONS:
"
A. That the granting of such Conditional Use pennlt will rot be detrimental to the public
health or welfare or injurious to the property or improvements in such zone or vicinity.
The, granting of this Conditional Use P!3.rmi t will allow the owner
an opportunity to rid th,e City of a substandard development, and
permit the removal of a aetrimental affect i~ the vacinity in
which it is located. It will further allow fo~-the'redevwlopment
of a present low-productive parcel of land, The granting of this
Permit "ould also eliminate a land use liability and stimulate
further development and redevelopment in the general area to the
best interests of the community.
B. That the use appl jed for at the location indicated is properly one for which a Conditional
Use permit is authorized. The property under consideration is presently
IDcated in the C -1 , Limited, Commercial Zone ,and developed with an
Automobile Service Station having been in existence since the early
1940s. The use applied for is to redevelope the subject property
and the location is properly one for which a Conditional Use Permit
is authorized pursuant to Section 9275,1.40 of the Arcadia Municipal
Code.
C. That the site for the proposed use is adequate in size and shape to accommodate said use,
and all yards, spaces, walls, fences, parking, loading, landscaping, and other features
required, to adjust said use with the land and uses in the neighbor:hood. The site for
the proposed redevelopment of the exist~ng use is adequate in si,ze
and shape, being l4S feet in width, 185 feet in depth, and contain-
ing 26,825 square feet of net land area, The subject property will
accomodate said proposed redevelopment to a better advantage than
the present use now operates, The proposed site redevelopment and
reorganization will allow for greater yard areas and more useable
open space, more convenient vehicular traffic circulation, a greater ,
abundance of landscaping, and other related features and ammenities
which will sufficiently adjust the existing use to the present land
configuration and be more compatible with other qses within the
vacinity in which it is located.
- 2-
.
.
I.
.
1
.
D. That the site abuts streets and highways adequate in width and pavement type to carry
the kind of traffic generated by the proposed use. The property in question
presently has 145 feet of street frontage along First Avenue on
the west, 185 feet of street frontage along Huntington Drive on
the north~ and 185 feet of secondary alley frontage access along
the south~ Such existing streets and alley are .dequate in width
and construction design to carry existing traffic generating ca-
pad ty .
E. That the granting of such Conditional Use permit will not adversely affect the comprehensive
general plan. The granting of this Conditional Use Permit will not
adversely affect the Comprehensive General Plan, since such permit
will allow the redevelopment of an existing use and thereby imple-
ment the land use element tbward its ultimate provisions, goals
and objectives,
NOTE: The City Planning Commission is required by law to make a written finding
of facts from the showing applicant makes that beyond a reasonable doubt
the five above enumerated canditions apply.
