RESOLUTION NO. 750
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR AN AUTOMOBILE
SERVICE STATION AT THE NORTHEAST CORNER
OF SANTA ANITA AND LIVE OAK ,AVENUES.
.
WHEREAS, on July 23, 1971, Mobil Cil Corporation filed
an application for a conditional use permit, Planning Department
Case No. C.U.P,. 71-13, for an automobile' service station on property
known as 2632-2640 South Santa Anita Avenue, more particularly
described as follows:
Lots 6 and 7 and a portion of Lot 9, Tract
No. 11438, in the, City of Arcadia, County of
Los Angeles, State of California, as per Map
recorded in Book 234, Page 22 of Maps~ in the
office of the County Recorder of said County;
and
WHEREAS, a public hearing was held on August 10, 1971,
at which time all interested persons were given full opportunity
to be heard and to present evidence; and
WHEREAS, after tentative approval of the Mobil Oil
Corporation proposal, the owner of the property requested that
Standard Oil Company be substituted for Mobil Oil Corporation;
and
WHEREAS, Standard Oil Company has filed plans in said

Case No. C.U.P. 71-13 which are substantially similar to those
approved for Mobil Oil Corporation.

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The subject site is presently in Zones PR-3,
C-l, and C-O & D and is developed with a service station and a
restaurant. Adjacent property to the, north is zoned PR-l and is
developed with a single-family residence; property to the east is

8. The proposed llse is not loca'ted near a place of
assembly.
SECTION 3. That for the foregoing reasons, sllbject to
approval of the Ci1;y COllncil, this Commission grants a condi1;ional
llse permit for the use of said property for the constrllction of
an alltomobile service station, sllbjectto compliance with all
applicable regulations of the Arcadia Municipal Code, particularly
the provisions of the zoning reglllations relating to drive-in
businesses and upon the following condi1;ions:
1. This permit shall not have any force or effect unless
and until said Lot 6 is reclassified to Zone C-l within ninety (90)
. days.
2. The property shall be developed and maintained in
accordance with the plans for a Standard Oil Company service
station on file with the Planning Department insaid Case
No. C.U.P. 71-13, except the trash enclosure shall be placed on
the north side of and next to the station in accordanc,e with the
plans approved by the Planning Department.
3. Signs shall be permitted only as shown on the plans
on file in said case, except that auxiliary signs and price-of-
gasoline signs shall be permitted in accordance with the sign
ordinance.

4. A six-foot high solid masonry wall shall be constructed
next to the property line adjacent to the property which is developed
with a residence;, provided said wall shall be thirty-six (36)
inches in height for twenty-five (25) feet adjacent to the Santa
Anita Avenue 'property line.
5. A five-foot landscaped buffer strip shall be planted
and maintained adjacent to all walls. All landscape plans, including
permanent irrigation plans, shall be submitted to and approved by
the Planning Department before any building permit hereunder is iSSlled.
6. All lltilities shall be installed llnderground.

APPLICATION
This application to remove and reconstruct a service
station was originally filed on July ,23, 19.71, on behalf of
Mobil Oil Corporation. The original application was con-
currently filed with Zone Change Application No. Z-7l-9"a
proposal to reclassify lot 6 of Tractl143B from PR-3 to
C-l. The application is for th~ property commonly known as
2632-2640 South Santa Anita Aven\le. Both applications were
approved by the Planning Commission. Conditional Use Permit
No. C.U.P. ,71~13 is now applicable, to the property. Zone
Change No. Z-7l-9. will become effective December 2, 1971,
Standard Oil Company is now the lessee of this property
and has submitted plans to remove and.reconstruct a,three
bay service station.
PRESENT LAND USE
The,subject site is developed with a ,service station
and restaurant. A map illustrating the existing zoning and,
land usage of the area is att~ched. The property, to the
north is zoned PR-1 and is developed with a single' family,
residence. The property to the east is zoned C~O & D con-
taining one, vacant lot and ,one single family residence, The
property to the south is zoned C-2 and is developed with
general commercial stores and parking. The proper"ty to the
west ,is zoned C-2 and is developed with a service station
and general commercial stores.
PROPOSAL AND ANALYSIS
The proposal is to remove the existing service station,
andrecopstruct a three bay front entry service station.

The p~oposed building contains approximately 2,550 square
feet. Building materials consist of a steel structure with a
full height slumpstone veneer. All doors are glass, framed in
aluminum. The roof is composed of concrete tile. The pump
canopies proposed are steel with concrete tile roofs.
Landscaping does n~t ~eet code req~rements pertaining.

along the street side property lines (except, for driveway cuts).
In addition, pOlyloom" or artificial planting is proposed to
be uS,ed in som'e areas. Irrigation plans are not indicated.
The proposed free standing sign projects into a public right-of-
way.
RECOMMENDATION
The Planning Department recommends approval of C. U . P'.
71-13' (amended) subject to the following conditions:
1. Those conditions of approval as outlined in the report
submitted by the Department of Public Works shall be
complied with to the satisfaction of the Direc,tor of
Public Works.
2. Lal!dscaping:
a. Staff suggests that the planter proposed for the
north side of the building be extended around the
corner; thu~ enabling frontage on Santa, Anita Avenue.
b. NO,artificial plants will be used in, landscaping.
c. Raised planters shall be located along the street
side property lines except for curb cut openings.
3. All outside lighting shall be so arranged and shielded
as to prevent any glare or reflection, or any ny.isance,
inconvenience, and hazardous, interference of any kind
of adjoining streets or property.
~. A six foot high solid masonry ~all shall be constructed
to separate commercial and residential property lines.
When the wall reaches a point 25 feet back of the
street side property line, it shall decrease to a
height of thirty (30~ inches.
5. AI:). signs shall comply with the Zoning Ordinance.

6. Revised landscape and irrigation plans shall be
submitted subject to approval of the Planning

is zoned C-2 and is developed with a service station and a shopping
center. The applicant proposes to modernize and reconstruct the
existing service station. A portion of the structure will extend
onto Lot 6 which is presently zoned PR-3.

SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at"the location indicated is
properly one for which a conditional use permit is authorized when
said lot is reclassified to Zoner C-l.

3. The ~ite for the proposed use is adequate in size
and shape to accommodate said use, and all ya~ds, parking, loading,
landscaping, and other features required to adjust said use with the
. land and uses in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the general plan.
6. The proposed use will not substantially increase
vehicular traffic on any street in a residentially zoned district.
7. The proposed use will not lessen the suitability of
any nearby commercially zoned property for commercial use by
inter.fering with pedestrian traffic.
8. The proposed uS,e is not located near a place of
assembly.

APPLICATION
This application was filed on July 23,1971, by
Mobil Oil Corporation for the property commonly known as
2632-2640 Santa Anita Avenue and proposes to develop
a modern, three (3) bay service station.
This application has been filed concurrently with
zone change application No. Z-71-9 which proposes to
reclassify lot six (6) of Tract No. 11438 from PR-3 to
C-l.
PRESENT LAND USE AND ,ZONING, '
The subject site is presently in zones PR-3, C-1,
and C-O & D and is developed with a service st~tion
and restaurant. A map illustrating the existing zoning
and land usage of the 'area is attac~ed. The property
to the north is zoned PR-1 and is developed with a
sing1,e family residence. The property to the east is
zoned C-O & D containing one vacant lot and one single
family resi~ence. The property to the south is zoned
C~2 and is developed with general commercial stores
and parking. The property to the west is zoned C-2 and
ts developed with a service station and general commer-
ci al stores.
PROPOSAL AND ANALYSIS,
The applicant proposes to develop a modern three
bay service station.
The application for a zone change for Lot 6 is
essential to this application as the main building for
the proposed service station will stand partially on

in C-O or less restrictive zones, therefore necessitating
a conditional use permit.
There are three driveways planned on both Live nak
Avenue and Santa Anita Avenue. Only two driveways are
permitted on each street according,tothe zoni~g ordi-
nance. However, staff feels the added driveways are sub-
stantiated as this would help traffic flow for the proposed
service station and the existing restaurant.
Restrooms presently planned to be located facing
Live Oak Avenue shall be located to the rear of the
bui)din~ and en~rance shall be ,screened from view of-
adjacent property or street right-of-way by solid decor
screening.
RECOMMENOATIONS
.
The Planning Department recommends approval of
this application subject to the,following conditions:
1. Free standing identification sign shall not
revolve. Moving signs or signs with any
moving parts is prohibited by code.
2. A five foot landscaped buffer strip shall be
planted and maintained adja~ent to all walls
that are required under Title 3, C-1 zone.
Interior lot planter shall be a minimum of
three feet wide around perimeter,of'project.
3. A six foot high so~id masonary wall shall be
constructed on interior property li~es. When
the wall reaches a point 25 feet back of the
street side property line, it shall decrease
to a height of thirty (30) inches.
4. Applicant's proposal, if approved, shall comply
to all COnditional Use Regulations pertaining
to drive-in businesses.
