Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES September 7, 2023 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Salazar called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE – Chairperson Salazar ROLL CALL OF COMMISSIONERS PRESENT: Charlene Martinez, Joyce Platt, Nilo Salazar, Donna Salter, Steve Sherman, and Margaret Swope EXCUSED: Kathrynn Penny ABSENT: Robert Bolster A motion was made by Commissioner Salter seconded by Vice-Chairperson Swope and unanimously carried to excuse Commissioner Penny. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1.PUBLIC COMMENTS - None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Vice-Chairperson Swope reported the Senior Friendship Club is doing well. The Senior Friendship Club meets on Thursdays at 11:00am at the Assistance League. Club members welcomed new member Mark McCormick. Every week there are fun activities such as karaoke, birthday celebrations, bingo, and more. Commissioner Platt reported she was happy to attend the Mayor’s Breakfast on September 6. Commissioner Platt reported the Travelers general meeting will be on September 29, with guest speakers from the Sierra Madre Search and Rescue Team. The Sierra Madre Search and Rescue Team is a non-profit volunteer organization that responds to calls from individuals who need help in the mountains and wilderness. Commissioner Platt reported on upcoming trips provided by the Travelers Club. On September 20, participants will be able to enjoy the Almansor Colorful Singers cast followed by a nice lunch. On September 26, participants will visit Riley’s Farm, the oldest ranch in Oak Glen where they can enjoy bluegrass music and a hayride. Commissioner Salter reported she attended the Mayor’s Breakfast and said it was a nice event. Commissioner Salter said she is looking forward to the last POPS Concert on September 8, at the Los Angeles County Arboretum. Commissioner Sherman reported members from the Men’s Club play cards at the Arcadia Community Center on Mondays followed by enjoying lunch at the Senior Meals Lunch program. Commissioner Sherman asked about advertising the Senior Men’s Club in the Connection Newsletter. Deputy Director of Recreation and Community Services (DDRCS) Candice Cheung informed and reminded Commissioner Sherman that although members from the Men’s Club play cards at the Community Center, it is not an official meeting. DDRCS Cheung stated that if the Club would like to meet and hold their official meetings at the Community Center and be advertised in the Connection, then their Club would be required to obtain a certificate of insurance. DDRCS Cheung also stated that the Assistance League still welcomes the Men’s Club, however, they would have to sign the Assistance League waiver. Commissioner Martinez reported on Family Promise program, a non-profit organization that provides services to families in need of shelter and homes. The Assistance League provides Family Promise with donations of shoes, clothing, backpacks, school supplies, hygiene items and more. Commissioner Martinez reported the Bargain Box is now filled with many fall items, including clothes, the popular Barbie dolls, costumes, and so much more. Chairperson Salazar reported that the Golden Senior Club members are doing well and enjoying their weekly meetings, activities, and exercises. Chairperson Salazar mentioned he has been trying to have someone from the Police Department return his call but has not heard back. Chairperson Salazar would like to invite an officer as a guest speaker to a meeting to talk to members on what seniors need to look out for as far as staying safe in public areas and at home. DDRCS Cheung asked him to check back with her in a few days if he does not hear back from the Arcadia Police Department and she will assist with a return call. REPORT FROM CITY COUNCIL MEMBER LIAISON City Council Member Sharon Kwan reported April Verlato will be sworn in at the City Council Meeting on September 19, as the next Mayor. After the meeting, April Verlato will have refreshments at her home. City Council Member Kwan reported there are people or organizations who attend City Council meetings asking for donations or they will ask and bring up ideas how the City should spend money. Although the ideas are great, City Council Member Kwan wanted to say the City of Arcadia has many great resources and organizations and said the City does not need more organizations, instead, we need to continue to support the current ones that are available. City Council Member Kwan wanted to give the Senior Citizens Commission the opportunity to provide feedback and suggestions regarding this matter. City Council Member Kwan reported that City Council approved street banners for Veterans which will be available in 2024. Lastly, City Council Member Kwan said a letter was mailed to Southern California Gas Company requesting information on high gas bills, however, the City has not received a response. 2. CONSENT CALENDAR a. Regular meeting minutes of August 2, 2023. Recommended Action: Approve It was moved by Commissioner Salter seconded by Commissioner Sherman and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. Recreation Supervisor (RS) Gina Hernandez DDRCS Cheung reported on behalf of Supervisor Gina Hernandez. DDRCS Cheung reported the Blood Pressure Check program is available the second Tuesday of each month at the Community Center where seniors can walk in for free to have their blood pressure checked between the hours of 10 to 11am. DDRCS Cheung reported there were 107 seniors on the annual day trip to Doheny Beach. Everyone looks forward to this summer excursion where they enjoy a fun day that includes transportation to and from the beach, lunch, snacks, refreshments, and time to relax. DDRCS Cheung announced the first senior Moon Festival luncheon will be held at the Community Center on Friday, September 22. The event will include lunch, entertainment, and raffle prizes. Registration is open to anyone who is 50 years of age or older. b. Report of Recreation and Community Services Director DDRCS Cheung reported on behalf of Recreation and Community Services Director, Sara Somogyi. DDRCS Cheung announced the upcoming citywide Moon Festival special event taking place on Saturday, September 30, at City Hall Lawn. This is the first Moon Festival event the City is hosting in collaboration with the Arcadia Chinese Association and the Arcadia Chamber of Commerce. The event will have food trucks, entertainment, activities for children, and free moon cakes. DDRCS Cheung announced the Recreation and Community Services Departments new Recreation Supervisor for special events, Emily Buchanon, will now oversee the City’s special events. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 462 Blood Pressure Check Free blood pressure check is available every month on Tuesdays, from 10-11am in the Community Center. 13 Bridge Bridge is available every Wednesdays from 10am-1pm. Card games can help improve memory and cognition, it also enhances motor skills and promotes socialization. 58 Chess Club Chess is available every Thursday from 9:30 to 11:30am. The game of chess can help increase creativity and problem-solving skills and improve concentration and reading skills. 12 Classes Exercise plays a vital role in health and contributes to bone density improvement, increased muscle strength, flexibility, and can also reduce stress. Some of the classes offered are line dance, cardio plus, art, chair yoga, Zumba and more. 1,852 Coffee with the Mayor On the third Tuesday of the month, seniors listen and chat with the Mayor about City issues and topics of personal interest. 35 Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 129 Visitors Monthly Revenue $378 Information & Referral Intakes This program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their daily living concerns. 18 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors with free vision care. Prospective clients are screened to make the necessary arrangements for their free service. 3 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. 4 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets every Friday at 1pm. 96 Monday Dance Monday Dance is held the first, third, and fifth Monday of each month. This program provides a good element for participants and has a good ratio of male and female dancers. 133 Monthly Bus Pass Dial A Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 20 Senior Meals Program A nutritious meal is provided Monday-Friday. For many seniors, this is the only hot meal they have daily. 1,245 Average/Day 62 Table Tennis Table Tennis is available Monday-Friday, from 8am-4pm. Seniors could drop in and play to exercise and socialize. Equipment is provided at the front desk. 219 Taste the Town Taste the Town is a monthly program where each month participants meet up at different restaurants, have lunch, and socialize. The September Taste the Town visited Alex Di Peppe’s on September 20. 26 Tech Talk Tech Talk is provided for seniors who need assistance with their electronic devices. Volunteens are available every month from 4-5pm to assist with their questions and devices. 4 Walk & Talk Every Thursday at 9am, seniors join a staff member for a short, leisurely walk around the Community Center and surrounding areas. 10 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday for free. 131 Sing Along with James Iranfar Sing along with James meets every Wednesday from 1-3pm. James plays his guitar and sings with a group of seniors for fun and socialization. 98 Senior Seminars Free seminars on various topics are available each month. The following topics were presented in September: Breathing Retraining, Medicare Open Enrollment and Cancer Prevention & Screening. 71 “You’ve Got a Friend” This program provides a weekly phone call to individuals who live alone, feel lonely, or need someone to check in on them. New friends are made, and great conversations are enjoyed. 4 Senior Health Fair On September 2, seniors enjoyed the Senior Health and Information Fair. There were informational booths, free health screenings, raffles, lunch and learn, and more. 380 Ice Cream Bingo On September 8, 87 participants attended the Ice Cream themed bingo. Players had the opportunity to win fun prizes, and a grand prize of a $50 gift card. The event included eight rounds of bingo, prizes, lunch, refreshments, and ice cream for dessert. 87 Western Hoedown On Friday, September 15, 153 Seniors enjoyed a western style lunch with all the trimmings, dancing, and line dancing with Pam Wagoner for the popular event. 153 Cultural Day Camp On September 21, seniors were escorted to the Getty Villa Museum where they had a tour of the museum. After the museum, everyone had lunch at Papa Cristos restaurant. Next, participants headed to Saint Sophia Greek Orthodox Cathedral for a tour of the cathedral. This year the country theme was Greece. Each year the Cultural Day Camp has a different country theme. 52 Moon Festival On Friday, September 22, the first senior Moon Festival luncheon was held at the Community Center to celebrate the autumn harvest. The event included entertainment by a group of ladies playing the Chinese Guzheng instrument and delicious catered Chinese food. 119 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held each month to discuss future trips and provide a social gathering. Meeting: 70 Passes Sold: 110 Passengers: 176 Total: 356 TOTAL Cumulative of programs, services, and special events 5,690 Connection Total number of monthly newsletters distributed this month 1,300 SEPTEMBER HIGHLIGHTS Senior Health Fair On Friday, September 1, the Senior Health & Informational Fair took place at the Arcadia Community Center. There were 36 information booths including bone density, carotid artery, derma scan, blood pressure, hearing, chiropractic, vision, and dental screenings. There were also fun raffle drawings throughout the event and a lecture from 12-1pm, provided by Santhi Kumar, MD from USC Arcadia Hospital. A big thanks to all the organizations who participated and provided valuable resources to over 380 patrons at the event.
